Minister Nguyen Manh Hung emphasized: With all work, agencies and units need to clearly understand their work and must do it "thoroughly", to the end. Specifically, the Department of Information and Communications of Bac Ninh province proposed to add an online submission form for two printing licensing procedures. According to the Department of Publishing, Printing and Distribution, these two procedures can be done online but have not been completed due to the provisions of the Publishing Law related to the regulations on submitting certified copies. Regarding the above issue, citing the Law on Electronic Transactions, Deputy Minister Nguyen Huy Dung said that from July 1, 2024, when this law comes into effect, the electronic version will have the same value as the paper version. Responding to the proposal of the Department of Information and Communications of Bac Ninh, Minister Nguyen Manh Hung requested the Department of Publishing, Printing and Distribution to prepare to put the two printing licensing procedures online on July 1 when the Law on Electronic Transactions comes into effect. Other units under the Ministry are also required to review public services to promote activities in the electronic environment. Faced with the rise of artificial intelligence (AI) platforms, Yen Bai has proposed that the Ministry of Information and Communications provide guidance on the application of foreign AI platforms. According to Minister Nguyen Manh Hung, some countries have issued laws and regulations on AI. To be used by people, AI platforms need to meet specific conditions. With government operations, these regulations must be set at an even higher level. The Minister requested units within the Ministry of Information and Communications to research and refer to international experience to issue regulations. Vietnam currently has no regulations on AI ethics. The Ministry of Information and Communications will issue an AI institution to address this issue. In addition, in the context of network operators promoting the development of digital infrastructure and early commercialization of 5G, some localities have people protesting the installation of new BTS stations. To overcome this difficulty, the Ministry of Information and Communications will send a document to localities, promoting awareness of the importance of telecommunications infrastructure for socio-economic development so that local leaders can pay attention and handle it soon. Appreciating the proposal of the Department of Information and Communications of Bac Lieu on having shared platforms for the information and communications sector, the Minister pointed out that this is a necessary task and assigned Deputy Minister Pham Duc Long to direct and advise on shared platforms for the sector to invest in the coming time. According to the Minister, the recent four successful cyber attacks on large enterprises with significant investments in network security and safety are a major warning for the entire IT systems of ministries, branches and localities. At the meeting on the afternoon of June 12 on the implementation of network information security in the coming time, the Minister gave many new directions and approaches to improve the resilience of the systems. " The Department of Information Security is in charge of reviewing the system security of ministries, branches and localities and guiding the implementation of plans. To reiterate, protecting data and recovering quickly is the key!" , the Minister emphasized. As the person assigned by the Minister to be in charge of the field of network information security, Deputy Minister Pham Duc Long said that next week, the Ministry of Information and Communications will have detailed instructions for ministries, branches and localities on ensuring information security according to the principle of how to recover as quickly as possible when an incident occurs. Deputy Minister Pham Duc Long also reminded ministries, branches and localities to implement the Prime Minister's request in Official Dispatch 33, especially ensuring information system security at all levels. In response to the feedback from the Departments of Information and Communications of Phu Yen and Bac Lieu about the difficulty in increasing the number of civil servants and public employees of local state agencies while there is a lot of work, the Minister pointed out: The main solution, within reach, that the Departments need to do immediately is to use digital technology to reduce workload and increase labor productivity. At the same time, the head of the Information and Communications sector also suggested to the Departments another new approach, which is to turn the entire force in other departments and branches into their own force, through training in knowledge and skills so that they can transform digitally at their own units.

Regarding the field of press and communication, Deputy Minister Nguyen Thanh Lam shared that Thua Thien Hue and the Department of Information and Communications have had a creative approach when integrating the feature of providing information to the press into the province's smart urban application; at the same time, allowing qualified reporters to follow and participate in the network, directly asking questions to the network of spokespersons. The Deputy Minister suggested that Thua Thien Hue share experiences with departments to refer to the fastest, simplest and most suitable implementation methods for localities.
