In 2023, the information and communications industry will have many highlights with the theme "Year of digital data, creating and exploiting data to create new values". The Ministry of Information and Communications has focused on synchronously completing and improving the quality of institutional building. The national digital transformation is led by the information and communications industry to build and organize with the dual goal of both developing digital government, digital economy, digital society, and forming strong digital technology enterprises in Vietnam to reach out to the world, increasingly spreading nationwide. 2023 is the second consecutive year that Vietnam's digital economy has the highest growth rate in the ASEAN region. Digital infrastructure is developed synchronously to serve national digital transformation and lead the development of digital government, digital economy, digital society, towards universalizing digital infrastructure and innovating digital applications to develop the digital economy - a new driving force for economic growth and labor productivity. Vietnamese digital technology enterprises continue to affirm their pioneering role in research, development and innovation, mastering technology, making important contributions to the process of promoting national digital transformation and innovation, building a green economy, digital economy, and digital society. 

The Minister of Information and Communications affirmed that 2023 is the year of data. That is, protecting personal data; publishing and building databases at the ministerial, sectoral and local levels; opening data for connection and sharing; data security; building large national data centers; processing digital data to create new values for the economy. In that spirit, in 2023, digital data has been effective, specifically Project 06 has brought many benefits to people. The use of population databases for many public services such as issuing and renewing driver's licenses, passports, etc. online has created favorable conditions for people. 

According to the Ministry of Information and Communications, if in 2020 there were only 10 million data sharing connection transactions, then by 2023 there will be an average of 2 million data sharing connection transactions per day. Thanks to that, 528 administrative procedures have been simplified, people only have to declare once, for example, the procedure for using Health Insurance when going to the doctor has been reduced from 10 minutes to less than 10 seconds. The procedure for registering a new business has been reduced from 4 separate procedures taking 16 days to a single procedure taking an average of 6 days. 

2023 is considered the year that the IT&T industry completes the strongest institutions to ensure a legal corridor for activities in cyberspace and build digital infrastructure. Specifically, the Law on Electronic Transactions was passed by the 15th National Assembly on June 22, 2023. Compared to the 2005 Law on Electronic Transactions, the new Law expands the scope of application of electronic transactions to all activities of social life; creating a unified legal framework on electronic transaction activities in all fields to convert transactions from the real environment to the digital environment, promoting national digital transformation. On November 24, 2023, the National Assembly officially passed the Law on Telecommunications (amended). The Law on Telecommunications will broadly create the foundation for digital transformation, towards a digital society and digital citizens. 

At the state management meeting with management subjects in the first quarter of 2023, Minister of Information and Communications Nguyen Manh Hung once again reiterated the important tasks of the industry, with the spirit of "setting an example, discipline, focus, breakthrough": "2023 is the year to improve the quality of institutional development. The Ministry of Information and Communications must amend many laws and decrees. Anything newly introduced must be in line with the trend, suitable for the context of Vietnam, feasible, creating development, creating better management. Anything introduced that is not feasible will either hinder development, or cannot be managed, causing legal indifference, or conflicts will cause chaos. If you do something, you must do it firmly, and you must be the leader directly involved in institutional development". 

In 2023, people have benefited a lot from digital transformation and digital platforms Made In Viet Nam. People can quickly check in at the airport with just a smartphone with the VneID application installed or can quickly issue and renew passports online. Many localities have built mobile applications for digital citizens so that people and businesses can easily access services of state agencies anywhere, anytime. Digital signatures are also popularized to people through integration into the government system so that people and businesses can directly sign electronic forms, which have legal value like handwritten signatures and seals, creating favorable conditions for people and businesses when performing online public services. Minister of Information and Communications Nguyen Manh Hung also said that Vietnam's digital transformation has truly become universal and comprehensive. The goal of digital universalization has always been identified as the focus. We have nearly 100,000 Community Digital Technology Teams in each village to guide people in digital transformation.



On June 23, the Ministry of Information and Communications launched the campaign " Action Month to Propaganda on Identifying and Preventing Online Fraud" to help people identify and detect 24 forms of fraud taking place in Vietnam's cyberspace. In particular, the Anti Fake News message has been responded to by many content creators through hashtagging on posts. By November 20, there were nearly 1.5 million videos with the Anti Fake News hashtag on the TikTok platform, reaching more than 5 billion views. The strong moves of the Ministry of Information and Communications as well as related ministries and branches aim to ensure that people have a safe and healthy digital environment.

The world's leading semiconductor corporations have invested in projects ranging from hundreds of millions to billions of USD to build factories, expand production, assemble... Specifically, in October 2023, Amkor Technology - the world's largest semiconductor industry corporation headquartered in Arizona inaugurated a factory in Bac Ninh with a total investment of 1.6 billion USD. Samsung also plans to manufacture semiconductor components in Vietnam. In particular, the mass production of semiconductor chip grid products of Samsung Electro-Mechanics Vietnam Factory in Thai Nguyen will be carried out by the end of 2023. In addition to foreign projects, Vietnam also has a number of technology units and enterprises that have researched, designed, and manufactured chips such as FPT Semiconductor, Viettel, etc. This will be the path for Vietnam to participate more deeply in the global semiconductor chip industry. The Ministry of Information and Communications is drafting a Strategy for Semiconductor Industry Development to 2030 and a vision to 2035. The Strategy will set out a vision, affirm the determination, goals, roadmap, tasks, solutions, and special preferential policies of Vietnam to develop the electronics industry in general and the semiconductor industry in particular. In particular, the key task is to accelerate Vietnam's participation in the regional semiconductor ecosystem, attracting global semiconductor enterprises to be present and produce, research and develop in Vietnam. 

The policy of developing the Make in Vietnam Digital Platform started in 2019 and by 2022 there will be more than 40 platforms. The number of users of Vietnamese digital platforms in 2023 increased by 46.2%. By the end of 2023, there will be more than 60 Vietnamese digital platforms with over 1 million monthly regular users. The total number of user accounts on these platforms is about 160 million accounts. Of which, 3 State-owned platforms with many users are: VNeID, VSSID, and the Youth Union with a total of more than 60 million users. 

In 2023, Vietnam's traditional economic activities will grow, but the growth rate will not be high. A new growth space for Vietnam in the future is the digital economy. According to the latest report by Google, Temasek and Bain & Co, Vietnam is one of the bright spots of the digital economy in Southeast Asia. The report shows that the total volume of goods in Vietnam's digital economy in 2023 is estimated at 30 billion USD, an increase of 19% compared to 2022 and is expected to reach 45 billion USD in 2025, 90 - 200 billion USD in 2030. Of which, GMV of e-commerce contributes about 16 billion USD, transportation and food 3 billion USD, online travel 5 billion USD and online entertainment 5 billion USD this year. 

Speaking at the thematic meeting "Developing digital economy in all sectors and fields" of the National Committee on Digital Transformation held on August 30, Minister of Information and Communications Nguyen Manh Hung emphasized: "To grow faster and higher, we need new space, new production force, new production resources, new production factors, and new driving force. The new space is the digital economy. The new production force is digital technology. The new production resources are digital human resources. The new production factor is digital data. The new driving force is digital innovation. Developing Vietnam's digital economy must be based on digital innovation, investing in digital infrastructure, integrating the digital economy into all sectors and fields, perfecting digital institutions, implementing digital governance, and training digital skills, digital human resources, and attracting digital talent." 

At the first National Forum on Digital Economy and Digital Society Development held in mid-September 2023, Minister of Information and Communications Nguyen Manh Hung said that the goal is that by 2025, the proportion of Vietnam's digital economy will reach at least 20% of GDP, and by 2030, it will reach at least 30%. In particular, the digital economy of each industry and field will reach at least 10% in 2025, and at least 20% in 2030. In the face of a new development space for the country, the Ministry of Information and Communications has issued a new message in 2024, which is "Universalizing digital infrastructure and digital applications to develop the digital economy - A new driving force for economic growth and labor productivity" . 

In 2023, communication and press work will continue to affirm its important role in honestly reflecting the mainstream of Vietnamese society, creating consensus, spreading positive energy, creating social trust, contributing to creating spiritual strength for Vietnam to break through and rise up; contributing to conveying to the world vivid, multi-dimensional information about the country and people of Vietnam, which are stable, friendly, dynamic and rich in development potential. Improve the effectiveness of policy communication work to proactively provide quick, timely and accurate information to the press and people. In March 2023, the Prime Minister issued a Directive on strengthening policy communication work. For the first time, a policy communication system has been established from the Central to the commune level. The Directive clearly states that policy communication is an important task and function of state administrative agencies at all levels. The press and other forms of media are information channels, the basic and important methods for implementing policy communication. The country currently has about 12,542 spokespersons from commune, ward and town levels to the central level. In 2023, for the first time, the Ministry of Information and Communications organized a comprehensive inspection of a large cross-border platform in Vietnam, TikTok. Many ministries, departments and branches participated in the inspection, sharing the responsibility for managing the cross-border platform. This is also the first time that Vietnam has forced a cross-border platform to sign an admission of violations and take specific remedial measures. The Ministry of Information and Communications also requires cross-border platforms to apply automatic scanning technology for advertising. In addition, the Ministry of Information and Communications requires platforms not to enable monetization for pages and channels with violating content to prevent the flow of advertising revenue to support pages and channels that violate the law.
