The Ministry of Education and Training has just issued Circular No. 09 regulating codes, professional title standards, and appointment and salary classification for teachers in public primary schools.

This is a consolidated document of Circular No. 02 dated February 2, 2021 and Circular No. 08 dated April 14, 2023 of the Minister of Education and Training.
According to Circular 09, the professional titles of primary school teachers include: Primary school teacher grade III - Code V.07.03.29; Primary school teacher grade II - Code V.07.03.28; Primary school teacher grade I - Code V.07.03.27.
Cases of appointment to the professional title of primary school teacher
According to the Ministry of Education and Training, officials who have been appointed to the professional titles of primary school teachers as prescribed in Joint Circular No. 21/2015/TTLT-BGDĐT-BNV are now appointed to the professional titles of primary school teachers as prescribed in Circular 09 as follows:
Appointment to the professional title of grade III primary school teacher (code V.07.03.29) for grade IV primary school teachers (code V.07.03.09) who meet the training standards of grade III primary school teachers (code V.07.03.29).
Appointment to the professional title of grade III primary school teacher (code V.07.03.29) for grade III primary school teachers (code V.07.03.08) who meet the training standards of grade III primary school teachers (code V.07.03.29).
Appointment to the professional title of primary school teacher grade II (code V.07.03.28) for primary school teachers grade II (code V.07.03.07) with a total time holding the professional title of primary school teacher grade III (code V.07.03.08) and grade II (code V.07.03.07) or equivalent of 9 years or more (excluding probationary period).
Also according to Circular 09, primary school teachers grade II (code V.07.03.28) are appointed to the professional title of primary school teachers grade I (code V.07.03.27) when they are determined to be successful in the exam or considered for promotion of the professional title of primary school teachers from grade II to grade I.
How to rank primary school teachers' salaries
Officials appointed to the professional titles of primary school teachers prescribed in this Circular shall apply the corresponding salary table issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces.
Specifically as follows: Grade III primary school teachers, code V.07.03.29, are subject to the salary coefficient of type A1 civil servants, from salary coefficient 2.34 to salary coefficient 4.98.
Primary school teachers grade II, code V.07.03.28, are applied the salary coefficient of civil servants type A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38.
Primary school teachers grade I, code V.07.03.27, are applied the salary coefficient of civil servants type A2, group A2.1, from salary coefficient 4.40 to salary coefficient 6.78.
The Ministry of Education and Training guides the salary classification when appointing to professional title ranks in accordance with the guidance in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Home Affairs guiding salary classification when upgrading, transferring ranks, and changing types of civil servants and public employees and in accordance with current regulations of law. When implementing the new salary policy, the classification to the new salary is implemented in accordance with the Government's regulations.
Transitional provisions
In the consolidated document, the Ministry of Education and Training stipulates the transitional provisions as follows:
Firstly, in case a primary school teacher does not meet the conditions to be appointed to the primary school teacher professional title prescribed in this Circular, he/she will continue to maintain the rank, code and salary coefficient of the primary school teacher professional title currently classified according to Joint Circular No. 21/2015/TTLT-BGDĐT-BNV. When meeting the prescribed conditions, he/she will be appointed to the corresponding primary school teacher professional title without having to go through an exam or consider promotion to the professional title.
Second, in the case of primary school teachers who have not met the standard training level as prescribed in Article 72 of the 2019 Law on Education but are not subject to upgrading the standard training level as prescribed in Decree No. 71 dated June 30, 2020 of the Government stipulating the roadmap for upgrading the standard training level of preschool, primary and secondary school teachers, they will continue to maintain the rank, code and salary coefficient of the primary school teacher position currently assigned until retirement.
Regarding the applicable terms, the Ministry of Education and Training stipulates that the time a teacher holds the professional title of grade II primary school teacher (code V.07.03.07) or holds the senior primary school teacher rank (code 15a.203) is determined to be equivalent to the time holding the professional title of grade II primary school teacher (code V.07.03.28).
The time a teacher holds the professional title of grade IV primary school teacher (code V.07.03.09) or holds the primary school teacher rank (code 15.114) or holds the professional title of grade III primary school teacher (code V.07.03.08) or holds the main primary school teacher rank (code 15a.204) is determined to be equivalent to the time holding the professional title of grade III primary school teacher (code V.07.03.29) from the time the teacher reaches the standard training level for primary school teachers according to the 2019 Education Law.
In case a teacher takes the exam or is considered for promotion to the professional title of primary school teacher grade II (code V.07.03.28), if he/she has a master's degree or higher, meets the standards for training level of primary school teacher grade II and has held the professional title of primary school teacher grade III (code V.07.03.29) or equivalent for at least 06 (six) years (excluding probationary period) as of the deadline for submitting application for the exam or promotion, he/she is determined to have met the requirements for time holding the rank as prescribed in Point i, Clause 4, Article 4 of this Circular.
Other cases
Some cases of teachers currently teaching are determined to meet the standard training standards for primary school teachers including:
Teachers assigned to teach Information Technology and Technology must have a bachelor's degree or higher in teacher training in Information Technology or Technology or Industrial Engineering or Agricultural Engineering or a bachelor's degree or higher in a major relevant to Information Technology, Technology, Agricultural Engineering or Industrial Engineering. In case of having a bachelor's degree or higher in a major relevant to the subject, they must have a certificate of pedagogical training for primary school teachers according to the program issued by the Minister of Education and Training.
Teachers assigned to teach Arts (Music, Fine Arts) must have a bachelor's degree or higher in teacher training in Arts or Music or Fine Arts or a bachelor's degree or higher in a major relevant to the subjects of Arts, Music, Fine Arts.
In case of having a bachelor's degree or higher in a relevant major, there must be a certificate of pedagogical training for primary school teachers according to the program issued by the Minister of Education and Training.
