TPO - With the new regulations issued by the Ministry of Education and Training in the Draft Circular amending and supplementing a number of articles of the University Admissions Regulations, representatives of many universities said that the Ministry of Education and Training needs to soon announce the regulations so that training institutions can develop/adjust their admission plans.
Schools have announced their admission plans, should they change?
Recently, more than 10 universities have announced their enrollment plans for 2025.
As early as June, the National Economics University announced its orientation for regular university admissions in 2025. According to this announcement, the school will maintain a stable admission method with 3 methods. This includes adjusting the quota for each admission method.
Specifically, direct admission method (2% of the target as in 2024).
Combined admission method according to the school's enrollment plan (83% of target, 3% increase compared to 2024).
Method of considering high school graduation exam results in 2025 (15% of target, 3% decrease compared to 2024).
In which, the combined admission method according to the school's admission plan keeps 3 admission groups stable: group 1 of candidates with international competency assessment certificates (SAT/ACT) is 5% of the target.
Group 2: Candidates with competency assessment scores from 2 National Universities or thinking assessment scores from Hanoi University of Science and Technology (48% of the target, an increase of 3% compared to 2024).
Group 3 candidates have international English certificates combined with 2025 high school graduation exam scores in Math and 1 subject other than English (30%).
Regarding the method of using high school graduation exam results in 2025, National Economics University will only use 4 combinations: A00 (Math, Physics, Chemistry), A01 (Math, Physics, English), D01 (Math, Literature, English) and D07 (Math, Chemistry, English) instead of 9 combinations as in 2024.
However, recently, the Ministry of Education and Training has introduced new points in the Draft Circular amending and supplementing a number of articles of the Regulations on university and college admissions for Preschool Education.
Among them, the most concerned issues include "tightening" the early admission quota to not exceed 20% of the quota for each major and training group; using high school study results for admission, candidates must use their entire 12th grade study results and regulations on the "common score scale" in admission (the method of converting the score for each program, major, and training group must ensure that each candidate has the opportunity to achieve the maximum score, and at the same time, no candidate has a score exceeding the maximum score (including priority points, bonus points, and incentive points) and must be converted to the common score scale).
Dr. Le Anh Duc - Head of the Training Management Department (National Economics University) expressed his opinion that the draft also has changes that greatly affect the number of candidates planning to apply for early admission, causing surprise and anxiety for them.
Dr. Duc said that the Ministry of Education and Training needs to conduct further research and analysis to assess the impact of the policy before making an official decision. And it needs to be announced soon so that training institutions can develop/adjust their enrollment plans and announce them early so that candidates can be proactive in their studies and exams.
Master Pham Thai Son, Director of the Admissions and Communications Center (Ho Chi Minh City University of Industry and Trade) said that in the 2025 admission season, the school will still maintain the admission methods with 5 methods.
Specifically, the school considers admission based on high school transcripts for all three years of high school and subject combinations with scores of 20 points or more (maximum 20% of the target); direct admission based on the school's enrollment plan and direct admission based on the Ministry's regulations; admission based on specialized assessment scores of Ho Chi Minh City University of Education; admission based on assessment scores of Ho Chi Minh City National University (maximum of (2) + (3) + (4) is 20% of the target) and admission based on high school graduation exam scores (maximum 60% of the target).
However, the school's admission plan this year has changed. Accordingly, the admission quota based on last year's high school transcripts was 30%, and this year it is a maximum of 20%. And the admission quota based on high school graduation exam scores was increased from 50% of the quota (last year), to 60% this year.
"I hope the Ministry of Education and Training will soon announce the 2025 enrollment regulations so that training institutions can proactively develop enrollment plans and announce them soon to candidates and parents," said Mr. Son.
Issuing the Regulations too late will affect candidates and the admission process.
Mr. Nguyen Quang Trung, Deputy Head of the Department of Communications and Admissions (University of Commerce) said that with the new regulations proposed by the Ministry of Education and Training, it is very important for schools that the Ministry needs to decide to issue the official Regulations soon and technical solutions need to be implemented and deployed immediately. If the time for collecting opinions is too long and the Regulations are issued too late, it will affect candidates and the admission process in 2025.
Regarding the enrollment plan of the University of Commerce in 2025, Mr. Trung said that the enrollment targets and enrollment methods remain similar to previous years, without much fluctuation.
However, Mr. Trung said that the school will make adjustments to the admission combinations to comply with the regulations and add some combinations to facilitate students.
"This year, the school will announce the enrollment plan earlier than every year. Currently, we are in the process of preparing the enrollment plan and will make it public as soon as the enrollment regulations are issued and there are instructions from the Ministry," Mr. Trung informed.
For candidates who will take the university entrance exam in 2025, Mr. Trung advised them not to worry too much, because the new Circular issued by the Ministry of Education and Training aims to create a better quality entrance exam and ensure fairness for students. If they have real ability, their opportunities will be greater.
“Candidates should still focus on the high school graduation exam to improve their exam results, then their chances will be greater. In addition, if they still have time and conditions, they can consider participating in 1-2 other admission methods to increase their chances of being admitted,” said Mr. Trung.
Mr. Trung also said that, basically, the number of candidates, wishes and quotas of schools remain unchanged. Therefore, if candidates are not considered in advance, they will be considered later. The policy of the Ministry of Education and Training is to find truly outstanding candidates in the early admission round. For those who are not admitted early, the school will still ensure that they can be considered in the next round.
