Cities cannot go it alone, international cooperation creates new development opportunities

Public-Private Partnership: Clear and Long-Term Results

Speaking at the Conference, Mr. Stefano Lo Russo, Mayor of Torino (Italy) said that the role of cities in international relations is becoming increasingly important. In an era of unprecedented global challenges, such as climate change, ecological transition and industrial transformation, cities have become the center of new models of cooperation.

In cities, innovative policies are tested and implemented, and where collaboration between public and private organizations can create effective, sustainable solutions.

According to him, Torino and Ho Chi Minh City are concrete examples of how cities can become drivers of socio-economic development, not only for their own countries but also as drivers of cooperation between other countries in the world.

"In Turin, we have experienced first-hand the importance of this cooperation. The path of industrial and ecological transition is possible thanks to the constant dialogue between public administration, business and educational institutions.

The presence of excellent institutions such as Politecnico di Torino has facilitated the development of innovative projects in strategic areas such as artificial intelligence and sustainable energy,” the Mayor of Torino cited.

Mr. Stefano Lo Russo sees public-private partnerships not only as an opportunity but also as a necessity to meet the challenges of modern times. The same is true for Ho Chi Minh City, a large and vibrant metropolis that is facing challenges of urban growth and sustainability.

Appreciating international cooperation, he affirmed: "Working together to solve these problems, exchanging knowledge and solutions not only strengthens the relationship between our city and Ho Chi Minh City but also creates new development opportunities. Through joint projects, we can successfully address the ecological transition and promote inclusive and sustainable economic growth.

The cooperation between Turin and Ho Chi Minh City is a concrete example of how international cooperation between cities can develop and progress."

Believing that the role of businesses is crucial now and in the future, Mayor Stefano Lo Russo stressed that businesses can play a key role in implementing the innovation and sustainability strategies that cities promote.

The experience in Turin proves this. When the public and private sectors work together, the results are tangible and lasting. This approach not only attracts investment but also creates an ecosystem that fosters innovation and growth.

Sharing the same view, Mr. Ricardo Valente, Deputy Mayor of Porto (Portugal) affirmed the importance of mobilizing capital through public-private partnerships for the development process.

He suggested that localities should also pay attention to creating an environment to nurture, attract and retain talented people. Promoting international cooperation and sharing experiences will help localities overcome common challenges and reach new milestones in the industrial transformation process.

Strengthen diplomatic relations with international friends

Sharing about Laos' industrialization journey, Mr. Sinlavong Khoutphaythoune, Politburo member of the Lao People's Revolutionary Party, Chairman of the Central Committee of the Lao Front for National Construction, said that the concept of industrialization and modernization in the country has been consistently emphasized in Party Congress resolutions, starting from 1983.

During that time, the country identified scientific and technological revolution as the spearhead and key to gradually implementing industrialization and modernization.

Mr. Sinlavong Khoutphaythoune said: "Through the implementation of economic transformation policies, we can see a strong shift in the economic structure towards industrialization and modernization. By 2021, the agricultural sector accounted for only 16.60% of the Gross Domestic Product (GDP), while the industrial and service sectors contributed the majority, with industry at 33.0% and services at 39.50%."

He said that the Central Committee of the Lao Front for National Construction plays an important role in uniting and advising the Lao people of all ethnicities, religions and classes in the country - including Lao brothers and sisters living abroad. At the same time, it strengthens diplomatic relations with international friends...

Expressing his opinion, Mr. Federico Penino, Director of the Planning and Budget Implementation Department, Government of Montevideo (Uruguay) said that building a national development strategy requires a long-term vision, including building public policies and identifying development drivers.

The development of a modern, dynamic industry is a core component of the development strategy that Uruguay is pursuing, along with attracting investment from other countries.

With many potentials and advantages of a strategically located City, the gateway to Uruguay, Montevideo wishes to attract investment in the fields of biology, agriculture, innovation, tourism and infrastructure...

FD 2024 takes place on September 23-24 to promote relations between Ho Chi Minh City and its sister cities around the world; at the same time, it is an opportunity to promote the country and people of Vietnam to international friends.

According to the Ho Chi Minh City Department of Foreign Affairs, the event is an important foundation in effectively implementing the "Strategy to enhance the foreign affairs of Ho Chi Minh City to 2030, vision 2045" and the project "Promoting relations with key localities of countries that are strategic partners of Vietnam to serve the goal of rapid and sustainable development of Ho Chi Minh City in the period of 2020-2025".
