On the afternoon of August 23, comrades: Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected the progress of key transport projects: the Southern Ring Road Project, the road project from the city to Nghen Bridge and the coastal road project. Accompanying the comrades were members of the Provincial Party Standing Committee, leaders of the Provincial People's Council and People's Committee; leaders of a number of departments, branches and districts and cities.

The investment project to build the Southern Belt Road of Thai Binh City, from the S1 bridge to the extended Chu Van An Street, has a total length of over 8.3km. For Thai Binh City, the route is 2.17km long, and the site clearance work has been completed and handed over to the contractor. For Vu Thu District, the route is 6.2km long, and 5.6/6.2km of agricultural land has been cleared.

The project is facing difficulties: 0.6km has not been cleared (including 0.52km of agricultural land and 0.08km of residential land at 3 locations). Currently, the contractor is simultaneously implementing the construction of S1 bridge, Kien Giang bridge and digging and filling the roadbed for 6.1km; construction has completed over 80% of the precast structure volume, 6/8 large-span box culverts, 10/32 small box culverts. The project volume value is 258/756 billion VND (about 34%).
The project of the route from Thai Binh city to Nghin bridge passes through 17 communes and towns of Thai Binh city and 2 districts of Dong Hung and Quynh Phu. The total investment of the project is 2,586.83 billion VND, the investment form is public-private partnership, build-operate-transfer (BOT) contract, construction period from 2020 to 2023. Up to now, the compensation and support plan for site clearance has been approved with a total cost of 261.85 billion VND, 231.6 billion VND has been paid; 20.28/21.28km of site clearance has been completed, about 1km has not been handed over. Of which, the section through Quynh Phu district is about 0.1km; the section through Dong Hung district is about 0.9km. Regarding construction, up to now, the value of the completed construction volume is 209.3/1,775 billion VND (reaching 11.8%). Of which, 16.78km of land is excavated and sand filled, 1 temporary bridge is constructed; repairs are completed and traffic is ensured within the intersection with provincial road DT.455 of the project; 2 segments (Km2+500-Km3+685, Km21+500-Km23+809) are being completed with the lower drainage sand layer, drain construction and preparation for subsidence filling. Currently, the project is facing difficulties due to the scarcity of material supply, high prices; the impact of the expressway from Ninh Binh to Hai Phong (CT.08) invested and put into operation in 2027 earlier than expected in the project's financial plan (after 2031), thus affecting the project's traffic and revenue and some problems with the site.

The coastal road project through Thai Binh province has a total length of over 43km, in addition to the 9km that has been handed over and is implementing phase 1, the remaining section in Thai Thuy and Tien Hai districts has a length of over 34km. Currently, the project's site clearance work has been basically completed, but there are still problems with some additional locations on the route in Tien Hai district. Regarding construction work, to date, the value of completed construction volume is 2,300 billion VND, reaching about 70%. The road section has been implemented for 24.84km, with 5.2km remaining in Tien Hai district. The bridge section has basically completed 9/11 bridges including: Sinh River Bridge, Diem Dien Bridge, Dua Bridge, Son Tho Bridge, Tra Ly Bridge, Km25+372 Bridge, Gas Pipeline Overpass, Lan 1 Bridge, Lan 2 Bridge. The remaining Ca River Bridge has completed the construction of abutments, piers, cast all bridge girders, and installed 2/3 spans; the Red River Bridge connecting to Nam Dinh province has completed 23/24 approach spans, and is constructing 5 main spans (cantilever spans). Currently, the project is also facing some difficulties regarding materials and the impact of the CT.08 expressway.
Directly inspecting the construction sites of the projects, the provincial leaders acknowledged the efforts of local authorities, contractors and construction units in implementing the projects. At the same time, they emphasized that these are key transport projects of the province. When completed and put into use, they will create a synchronous transport network system connecting traffic with neighboring provinces, promoting investment attraction in the province, thereby promoting the socio-economic development of the province. The provincial leaders requested contractors and construction units to coordinate with localities to focus on doing a good job of site clearance, implementing construction as soon as the site is cleared, ensuring the progress and plan set out. Localities focus on propaganda and mobilization so that people understand correctly and fully the meaning, importance and benefits that the projects bring; Arrange resettlement plans for people based on flexible application of policies in the most beneficial direction for people, ensuring conditions equal to or better than the old place of residence but must strictly comply with legal regulations so that these households soon agree and support the project construction.

Regarding the proposal to adjust the policy, total investment, and disbursement of public investment capital for the project from Thai Binh city to Nghin bridge, provincial leaders requested investors to carefully study the proposed options, ensure compliance with legal regulations; coordinate with Quynh Phu and Dong Hung districts to speed up site clearance progress to implement the project as planned.

Regarding the proposal of the coastal road construction contractor to adjust the total amount and supplement capital to implement the project, the Provincial Party Secretary said that the authority to decide on this issue belongs to the National Assembly. He suggested that the Provincial People's Committee direct relevant departments and branches to proactively synthesize opinions and send them to central ministries and branches to report to the Government so that they can soon be included in the list of contents to be submitted to the next National Assembly session. At the same time, departments and branches need to focus on removing difficulties and speeding up the disbursement of public investment capital to implement the project. The construction unit needs to focus on human resources, vehicles and machinery to implement the construction along the entire route, ensuring the set progress requirements.
