On the afternoon of March 6, Minister of Natural Resources and Environment Dang Quoc Khanh chaired the Conference on implementing the 2024 Land Law. The conference was connected online to 500 points in 63 localities across the country.

Marking innovation in land law
According to Minister Dang Quoc Khanh, the National Assembly's approval of the Land Law, consisting of 16 chapters and 260 articles, is an important event, marking innovations in land policies and laws in the spirit of Resolution No. 18/2022 of the 13th Party Central Committee.
The process of drafting the law demonstrates a high level of unity from the Central to local levels, and the efforts of specialized agencies, central departments, ministries, branches, and organizations and businesses.
The Land Law was passed with many new, important breakthrough contents contributing to the goal of perfecting institutions and policies, improving the effectiveness and efficiency of land management and use.
Mr. Khanh believes that with the urgent and drastic participation of the Government, ministries, branches and localities, the 2024 Land Law will soon come into effect, contributing to meeting the requirements of socio-economic development, deep international integration, gradually realizing the goal of the country's industrialization and modernization revolution; promptly meeting the expectations and aspirations of the people.
At the conference, Deputy Minister of Natural Resources and Environment Le Minh Ngan said the law has undergone nine amendments, demonstrating its importance and impact on all aspects of the country's socio-economic life, national defense, security, and environmental protection.
Referring to the new points in the law on land price finance, Mr. Ngan informed that the law has a policy to stabilize annual land rent. Accordingly, annual land rent is applied stably for a 5-year cycle from the time the State decides to lease land, allowing the change of land use purpose associated with the change to the form of State land lease with annual payment.
Land rent for the next period is calculated based on the land price list of the year in which the next land rent is determined. In case the land rent increases compared to the previous period, the land rent payable will be adjusted but not exceeding the rate prescribed by the Government for each period.
Regarding land valuation methods, the law has specifically prescribed methods, including: comparison method, income method, surplus method and land price adjustment coefficient method.
The Government is assigned to prescribe land valuation methods other than the above four methods after receiving the approval of the National Assembly Standing Committee; prescribe cases and conditions for applying land valuation methods.
"In case of applying land valuation methods to determine specific land prices and the results are lower than the land prices in the Land Price List, then use the land prices in the Land Price List," said Mr. Ngan.

Fundamentally remove local obstacles
Discussing at the conference, Chairman of Tuyen Quang Provincial People's Committee Nguyen Van Son assessed that the 2024 Land Law has fully institutionalized the Party's policies and fundamentally removed obstacles and shortcomings. Therefore, he proposed to soon issue decrees guiding the implementation of the law so that localities can implement it consistently.
Concluding the conference, Minister Dang Quoc Khanh announced that to implement the law (effective from January 1, 2025), the Ministry of Natural Resources and Environment was assigned to develop and submit to the Government 6 decrees and issue 4 circulars under its authority.
Mr. Khanh requested localities to urgently carry out the tasks assigned by the Prime Minister, focusing on reviewing and promulgating according to the authority of the People's Committee and People's Council regulations assigned in the 2024 Land Law.
Accordingly, localities need to focus on the task of building land price lists, issuing paperless land use right certificates, publicizing land use planning and plans; building and updating land databases; reviewing agricultural and forestry land... so that when the law comes into effect, it will ensure consistency and resolve existing problems and difficulties.
"Currently, localities are looking forward to the Land Law taking effect and believe that the law will help manage and effectively use land resources, associated with resolving problems and issues that exist in reality," Mr. Khanh emphasized.
Finally, Mr. Khanh assigned Deputy Minister Le Minh Ngan and 3 units in charge of land of the Ministry of Natural Resources and Environment to coordinate with localities to guide, train, and widely propagate so that the law can be put into practice as quickly as possible.
