The Ministry of Natural Resources and Environment is drafting a Circular regulating the Certificate of Land Use Rights, Ownership of Property Attached to Land (commonly known as pink books) and cadastral records.
According to the Ministry of Natural Resources and Environment, on January 18, 2024, at the 5th extraordinary session, the 15th National Assembly passed the 2024 Land Law.
On March 5, 2024, the Prime Minister issued a decision on the implementation of the 2024 Land Law, assigning ministries and branches to prepare detailed regulations for the implementation of the law. In particular, the Prime Minister assigned the Ministry of Natural Resources and Environment to preside over and coordinate with relevant ministries and branches to develop a circular regulating the Certificate of land use rights, ownership of assets attached to land (pink books) and cadastral records.
Based on the above, the issuance of a new circular on the pink book form and land records is necessary, ensuring that it takes effect at the same time as the effective date of the Land Law in accordance with the provisions of the Law on Promulgation of Legal Documents.

New pink book will have many changes
Compared with the current pink book form, the pink book form proposed in the draft circular of the Ministry of Natural Resources and Environment has many new points.
The current pink book form has 4 pages. According to the proposal, the new pink book form will only have 2 pages.
Page 1 includes the following contents: national emblem; national emblem; QR code; name "Certificate of land use rights, ownership of assets attached to land" printed in red; name of land user, owner of house and assets attached to land; land plot information; information of assets attached to land; land plot diagram...
Page 2 includes the following contents: changes after the Certificate is issued; pink book entry number.
Compared to the current pink book model, the proposed new pink book model will print a QR code on the right corner. The QR code is printed by the issuing agency, so that relevant parties can look up the information printed on the book and the feedback information is the same, to prevent counterfeiting.
Regarding size, the proposed new pink book model consists of 2 pages, printed with a pink lotus bronze drum pattern, measuring 210 x 297 mm. Meanwhile, the current pink book model measures 190 x 265 mm.
Another new point, according to the draft, is that the national emblem printed on the pink book will be reduced in size and placed in the left corner of page 1, instead of in the center as it is now.
In addition, the phrase "land use rights, house ownership rights and other assets attached to land" is changed to "land use rights, ownership rights of assets attached to land".
According to the draft, the pink book is issued by the Ministry of Natural Resources and Environment according to a unified form and is applied nationwide to all types of land and other assets attached to land.
