Since the beginning of 2023, the complicated developments in the world and the region have had a profound impact on the domestic situation, along with the difficulties accumulated during the COVID-19 pandemic, which have increased crimes and law violations compared to previous years. However, under the leadership of the Party and the State, and the close coordination of ministries, departments and branches from the central to local levels, the People's Public Security Forces have promoted their core role, resolutely implemented plans and solutions for prevention and combat, and achieved positive results.
Minister To Lam said that with the large amount of work to be solved in 2023, spread across many areas of social life, it is inevitable that there will be shortcomings and limitations.
Minister To Lam clarified the causes of the shortcomings and limitations, mainly due to difficulties and obstacles in terms of law, policies, mechanisms, and resources in the implementation of the task of preventing and combating crime and law violations. There are shortcomings, difficulties, and obstacles that can be overcome immediately, but there are also problems that require time.
The Government and the Ministry of Public Security will accept the opinions and recommendations of the National Assembly Deputies and continue to promote the work of preventing and combating crimes and law violations in the coming time.

“Paying attention, valuing and focusing on prevention work to proactively prevent it in a timely manner is one of the solutions to prevent crime from the root. Regarding the issue of State management, warning, propaganda, education, responsibility of the political system, people, and social community, Chief Justice of the Supreme People's Procuracy Le Minh Tri said that if implemented synchronously, it will improve the effectiveness of the fight against, prevention and control of crime. The Supreme People's Procuracy has also studied solutions and recommendations to enhance the effectiveness of prevention work in the coming time.
Speaking at the discussion session, Government Inspector General Doan Hong Phong said that in 2023, under the leadership and direction of the Central Committee, the Politburo, the Secretariat, especially the direction of the General Secretary, Head of the Central Steering Committee on anti-corruption and negativity, the Government, the Prime Minister, ministries, branches, localities, especially agencies in the internal affairs sector, have made strong, drastic, and synchronous efforts and have made new breakthroughs, achieving many comprehensive results, contributing to strengthening people's trust in the Party and the State.
Through the review report of the Judiciary Committee and the opinions of National Assembly deputies, Government Inspector General Doan Hong Phong said: Regarding the construction and completion of anti-corruption institutions, in recent times, implementing the resolutions of the Party, the conclusions of the Central Steering Committee, the resolutions of the National Assembly, the Government and the Prime Minister have focused on leading and directing the improvement of the quality of law-making and completion work, in order to prevent corruption, negativity, and group interests.
In particular, the Government has issued a Resolution on a number of solutions to improve the quality of the work of building and perfecting the legal system and organizing law enforcement; the Prime Minister has directed ministries, branches and localities to strengthen the work of inspecting, reviewing, amending and supplementing policies and laws, overcoming loopholes and inadequacies that can easily be exploited for corruption and negativity.

However, the work of building and perfecting institutions is still limited, the situation of slow issuance of detailed documents has not been completely overcome, and there are still overlaps in the legal system.
In response to the review comments and opinions of National Assembly Deputies, the Government Inspectorate will, together with ministries and branches, advise the Government and the Prime Minister to continue to promote and improve the work of building and perfecting institutions, in order to gradually perfect the prevention mechanism, making it impossible to commit corruption; at the same time, strictly implement Regulations 131 and 132 of the Secretariat on controlling power, preventing corruption and negativity in the work of inspection, supervision, auditing, investigation, prosecution, trial, and execution of judgments, in order to prevent and combat corruption and negativity right in the agencies with the function of preventing and combating corruption and negativity.
Regarding the implementation of corruption prevention measures in recent times, the Government has strengthened the direction of all levels and sectors to synchronously implement corruption and negative measures in accordance with the provisions of law and the direction of the Central Steering Committee and resolutions of the National Assembly. At the same time, it has strengthened the inspection and examination of the responsibilities of heads of agencies, organizations and units in implementing solutions to prevent corruption and negative factors.
Regarding inspection and auditing to resolve complaints and denunciations, contributing to detecting and handling corruption, the Government Inspector General said that in 2023, inspection and auditing work continued to receive attention and achieved many positive results. However, inspection work still has shortcomings and limitations, and coordination between functional agencies in transferring cases with signs of crime has improved compared to before, but there are still difficulties and obstacles.
Receiving the opinions of the National Assembly deputies and the Government Inspectorate, the Government Inspectorate directed the entire inspection sector to overcome the shortcomings and limitations pointed out by the National Assembly deputies to further improve the effectiveness of inspection work; coordinate with competent authorities in transferring cases with signs of crime for handling in accordance with the law.
Also at the discussion session, Chief Justice of the Supreme People's Court Nguyen Hoa Binh said that opinions pointed out a number of shortcomings, shared the difficulties of the agencies conducting the proceedings, and proposed solutions to overcome the shortcomings and limitations. In particular, many delegates mentioned difficulties such as the shortage of funding and staff, incentive regimes, and suggested that the National Assembly include them in the Resolution of the Session to increase resources for the agencies conducting the proceedings.
Regarding the summary of trial practice, regarding the proposal to amend a number of articles of the Criminal Code, the Chief Justice of the Supreme People's Court said that the Court will summarize and report to the National Assembly according to its authority. Regarding the time of determining damages, when drafting Resolution 03, the Court sought opinions from all agencies and followed the same procedure as the law-making process. This Resolution clearly states the time of law application.
