Propaganda and dissemination of the Capital Law
Pursuant to Decision No. 762/QD-TTg dated August 2, 2024 of the Prime Minister promulgating the Plan to implement the Law on the Capital; in order to promote the dissemination and popularization of the Law on the Capital and documents guiding its implementation, the Hanoi People's Committee promulgates a plan to disseminate, popularize and train on the Law on the Capital and documents guiding its implementation.
The Law on the Capital (Law No. 39/2024/QH15) was passed by the 15th National Assembly of the Socialist Republic of Vietnam, 7th Session on June 28, 2024. The Law takes effect from January 1, 2025 (of which 5 contents take effect from July 1, 2025).
The purpose is to widely propagate and disseminate the Capital Law and documents guiding its implementation to agencies, units, organizations, enterprises, cadres, civil servants, public employees, workers, armed forces, and all classes of people in the Capital and throughout the country in order to promptly, synchronously, uniformly, effectively and efficiently implement the Capital Law, contributing to promoting the completion of the goals of building and developing the Capital according to Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the directions and tasks of developing the Capital Hanoi to 2030, with a vision to 2045.
At the same time, organize in-depth training on policies stipulated in the Capital Law and documents guiding its implementation. Promote the role and responsibility of all levels of government, the participation of the entire political system, the active coordination of central and local agencies in the country, enterprises, people and the whole society in propagating and disseminating so that the Capital Law truly comes into life. Promote the role of central and city information and press agencies; the responsibility of the city government, departments, branches, unions and units in propagating and disseminating the Capital Law and documents guiding its implementation. Improve the understanding and awareness of law compliance of cadres, civil servants, employees, armed forces, students and people in implementing the law in general and the Capital Law in particular.
According to the plan, the content of propaganda is about the necessity of developing the Capital Law; viewpoints and orientations for developing the Capital Law; purpose and significance of the Capital Law; basic content of the Capital Law. Policies by fields stipulated in the Capital Law. Activities of agencies, organizations, legal forums, conferences, seminars, discussions... in the process of implementing the Capital Law; the process of developing, drafting and implementing documents guiding the implementation of the Capital Law...
Propaganda time in 2024 and following years; in which, propaganda and training peak in quarter III, quarter IV/2024 and quarter I, II/2025.
The entire political system and press agencies focus on propaganda.
The City People's Committee assigns the City's departments, branches, sectors, and units; the People's Committees of districts, towns, and communes; and the People's Committees of wards, communes, and towns to disseminate, thoroughly understand, and seriously and effectively implement this plan to all cadres, civil servants, and public employees in their agencies and units. Develop and organize the implementation of the plan in their agencies, units, and localities.
Departments, branches, sectors and units of the city organize in-depth training on policies in areas under their authority as prescribed in the Law on the Capital and documents guiding its implementation. Organize dissemination and understanding of the Law on the Capital and documents guiding its implementation. Organize propaganda activities on the Law on the Capital and documents guiding its implementation in various appropriate forms.
Departments, branches, sectors, units of the City, People's Committees of districts, towns organize the assessment of the results of information, propaganda, training and implementation, and send them to the Department of Justice for synthesis. People's Committees of districts, towns ensure funding for the implementation of the plan according to budget allocation.
The Department of Justice - Standing agency of the City's Council for Coordination of Legal Dissemination and Education is the standing agency advising the City to take the lead in implementing this plan. Organize the implementation of propaganda tasks assigned in the plan. Regularly advise the City People's Committee and the City's Council for Coordination of Legal Dissemination and Education to direct and guide the organization and implementation of propaganda and dissemination activities of the Capital Law. Advise the City to organize propaganda activities of the Capital Law and organize propaganda activities of the Capital Law and documents guiding its implementation in many diverse and rich forms to promote propaganda of the Capital Law.
At the same time, regularly monitor and summarize the situation of departments, branches, unions, units of the City, and district-level People's Committees in organizing propaganda and dissemination of the Law on the Capital and documents guiding the implementation of the Law on the Capital. Synthesize the list of legal reporters to propagate the Law on the Capital and documents guiding the implementation of the departments, branches, units of the City; submit to the City People's Committee for decision on legal reporters to propagate the Law on the Capital and documents guiding the implementation.
The Office of the City People's Committee coordinates with the Department of Justice to advise the City People's Committee to organize conferences; organize information and statements on the implementation of the Law on the Capital and documents guiding the implementation of the Law in regular meetings with the press agencies of the City People's Committee. At the same time, coordinate with the agencies in charge of information, in-depth policy dissemination by field in the Law on the Capital, and disseminate policies of the Law on the Capital and documents guiding the implementation.
The Department of Information and Communications coordinates with the Department of Justice and other agencies in charge of informing and propagating the Law on the Capital and documents guiding its implementation; specialized policies in the fields prescribed in the Law on the Capital, and guides information and press agencies in implementing communications according to the plan.
At the same time, coordinate with the Mass Mobilization Committee and the City Party Committee's Propaganda Department to direct propaganda work, guide information and press agencies to carry out policy communication and handle issues arising in this activity to ensure consistency according to the provisions of Decision No. 238-QD/TW dated September 30, 2020 of the Secretariat promulgating the Regulation on coordination between the Propaganda Committees at all levels and state agencies at the same level in law enforcement, implementing socio-economic development plans, and resolving outstanding issues of public concern.
The city's press agencies coordinate with the agency in charge of informing and propagating specialized policies in the fields specified in the Law on the Capital; relevant agencies, organizations and individuals organize propaganda on the Law on the Capital and documents guiding its implementation, and strengthen propaganda through news, articles, columns, etc. in newspapers, printed newspapers and other appropriate forms.
The City Party Committee's Propaganda Department directs the Propaganda Department of the district, town, and affiliated Party Committees to focus on disseminating the Capital Law and its guiding documents to a large number of cadres, party members, association members, union members, and people of all walks of life. At the same time, it directs the City's information, television, and press agencies to organize and implement columns, programs, news, articles, and other forms of dissemination and education of the law to specific audiences in accordance with the law.
The City Party Committee's Mass Mobilization Committee coordinates with the government system, the City Fatherland Front Committee and socio-political organizations, and people's organizations to organize information and propaganda on the Capital Law and documents guiding its implementation through mass activities to disseminate the Capital Law and policies stipulated in the Capital Law, creating consensus among agencies, organizations and people; actively mobilizing people to participate in building and giving comments on documents guiding the implementation of the Capital Law.
The Vietnam Fatherland Front Committee of Hanoi City and the city's socio-political organizations organize dissemination to raise awareness of the role and importance of the Capital Law in appropriate forms; strengthen information and propaganda activities on the Capital Law and documents guiding its implementation, encourage and mobilize members, associations and people to raise awareness, receive information and actively participate in giving opinions, criticism, and building documents guiding the implementation of the Capital Law...
