Breakthrough to bring new rural areas to new heights

Determined for the goal of advanced and exemplary new rural areas

In particular, Yen Dung district is also planning to build a smart new-style rural commune and a roadmap for developing model new-style rural villages, of which 32 have met the standards. This is part of an overall effort to not only maintain but also improve the quality of life of rural people, with specific targets such as reducing the poverty rate to 1.6%, increasing the average income per capita to 64-65 million VND/year and ensuring that 99.4% of the population has health insurance cards. At the same time, the rate of rural population using hygienic water will reach 100%, and the rate of clean water use will reach 80.1%.

To achieve the set goals, Yen Dung has proposed a series of synchronous solutions, from economic development to improving the quality of infrastructure and cultural life. The focus of the district in 2024 is to strengthen the propaganda of the movement "Yen Dung joins hands to build new rural areas" and the campaign "All people unite to build new rural areas and civilized urban areas". The district has been effectively promoting movements to donate land, contribute money and working days to build infrastructure, especially public works serving the community.

Developing socio-economic infrastructure in rural areas is one of the factors that determine the success of the NTM program. Yen Dung district is aiming to build a modern, synchronous infrastructure system, effectively connecting rural and urban areas. Priority items include the traffic system, schools, medical stations, and clean water supply facilities. These improvements not only help improve the quality of life of the people but also create favorable conditions for production and trade of goods.

In addition, the district also focuses on developing large-scale concentrated commodity production areas and encourages the application of mechanization in agriculture. This is an important step to increase production efficiency, reduce manual labor, and create conditions for the development of production models linked to the value chain. In particular, Yen Dung focuses on clean, organic agriculture and the application of high technology to increase product value, ensure quality standards and traceability.

The OCOP (One Commune One Product) program has also been actively implemented by the district to develop key agricultural products. Reporting on the implementation of national target programs in Yen Dung district, Mr. Nguyen Van Thuong, Vice Chairman of Yen Dung district, said that in recent times, the district has focused on directing and creating all resources to promote agricultural production development, effectively implementing the OCOP program, thereby contributing to completing the criteria on income, poor households, and production organization.

Modern, high-end agricultural production models are being built and supported in terms of branding, packaging, labels and collective trademarks. Registering production area codes and applying technical standards are essential to increase the value of potential local products.

Along with the construction of the new rural area, Yen Dung has also implemented many policies to support businesses investing in the agricultural sector, especially high-tech agriculture. This policy not only encourages the participation of large enterprises but also creates conditions for agricultural cooperatives to develop sustainably, helping people access capital, new technology and a large consumer market.

High-tech agricultural production models are being focused on by Yen Dung district, especially in areas such as cultivation, livestock and agricultural processing. Promoting the circular economy, applying digital technology and standardizing production processes will contribute to sustainable agricultural development in the locality.

Building a cultural life is one of the important contents in the new rural program of Yen Dung district. The movement "All people unite to build a cultural life" has been promoted, focusing on building cultural families, villages, hamlets and communes that meet new rural cultural standards. This is not only a way to create a civilized and healthy living environment, but also a foundation to promote solidarity and cohesion in the community.

Along with that, the district also focuses on environmental protection, waste treatment and raising people's awareness in maintaining public hygiene. These are important factors to create a clean living environment, contributing to improving the quality of life of people in rural areas.

Continue to maintain and improve the quality of new rural criteria

To implement the new rural development program, Yen Dung district has a plan to allocate development investment capital and necessary resources. In 2024, the district was assigned a capital investment plan for new rural development with a total capital of VND 12,500 million, of which VND 8,800 million is from the central budget and VND 3,700 million is from the provincial budget. In addition, the district also adjusted the capital plan to optimize investment efficiency for communes not eligible for upgrading to model new rural areas.

Although the capital is allocated relatively fully, Yen Dung still faces some difficulties in mobilizing social resources for large projects. To solve this problem, the district has called for the participation of businesses, organizations, and individuals in contributing to the NTM program. At the same time, the management and effective use of capital is also focused on to ensure that all resources are allocated for the right purposes and bring the highest efficiency.

In the first 6 months of 2024, Yen Dung district has completed 65% of the set plan, a positive result showing the determination of the entire political system and the people. However, there are still many challenges ahead, requiring the district to continue to maintain the development speed and overcome difficulties in mobilizing resources, especially socialized capital.

In the coming time, Yen Dung will continue to focus on improving infrastructure, developing a sustainable rural economy and improving the quality of cultural and environmental life. At the same time, the district will continue to review and adjust the NTM criteria to suit the actual situation, aiming for comprehensive and sustainable development.

The new rural development program in Yen Dung district does not stop at completing the basic criteria but also aims at sustainable development and improving the quality of life of the people. With high determination and reasonable strategy, Yen Dung is gradually affirming its position as one of the leading localities in the new rural development of Bac Giang province.
