By reviewing, commenting and deciding on 14 contents, and organizing a question and answer session, the National Assembly Standing Committee closed the 36th Session on the afternoon of August 23.

Contribute to improving the effectiveness of state management

During 4.5 working days, for the first time in the term of the 15th National Assembly, the National Assembly Standing Committee spent 1.5 days implementing "re-supervision" activities by conducting questioning and answering activities.

The purpose of this activity is to comprehensively assess the implementation by the Government, the Supreme People's Court, and the Supreme People's Procuracy of the resolutions of the National Assembly Standing Committee on thematic supervision and questioning from the beginning of the 15th National Assembly term to the end of 2023.

National Assembly deputies questioned two groups of issues related to nine fields, of which the first group of issues related to the fields of industry and trade; agriculture and rural development; culture, sports and tourism. The second group of issues related to the fields of justice; internal affairs; security, order and social safety; inspection; court; and prosecution.

National Assembly Chairman Tran Thanh Man said that based on the results of the questioning session, the National Assembly Standing Committee will issue a Resolution on questioning with specific requirements for each content, clearly stating the time for implementation and completion.

Also at the 36th Session, the National Assembly Standing Committee reviewed the report of the Supervisory Delegation and decided to approve the National Assembly Standing Committee's thematic supervision resolution on "Implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of public service units in the period of 2018-2023;" and reviewed the National Assembly's report on people's petitions in July 2024.

At the same time, the National Assembly Standing Committee gave opinions on the draft supervision plan and outline of the supervision report on "Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources."

Timely removal of difficulties and problems

At the meeting, the National Assembly Standing Committee voted to approve the draft Resolution stipulating a number of contents related to the resolutions of the National Assembly Standing Committee on urban classification, standards of administrative units and classification of administrative units, arrangement of district-level and commune-level administrative units in the 2023-2030 period to implement the arrangement of urban administrative units in the 2023-2025 period.

The purpose of issuing the resolution is to promptly remove difficulties and obstacles for localities in completing the preparation and adjustment of relevant urban plans to serve as a basis for reviewing and assessing urban quality for urban administrative units expected to be formed after the rearrangement, thereby completing the development of the Project on rearranging local district and commune-level administrative units to ensure basic progress in September 2024 in accordance with Resolution No. 142/2024/QH15 of the National Assembly.

Minister of Construction Nguyen Thanh Nghi said that with the issuance of the Resolution, the number of urban administrative units eligible for the arrangement is expected to be about 30 towns, 8 wards and 1 city.

The implementation of urban administrative unit arrangement in the period of 2019 - 2021 has revealed some shortcomings. Therefore, the implementation of arrangement in the period of 2023 - 2030 must strictly implement the requirement of urban classification assessment, as a basis for arrangement.

The National Assembly Chairman stated that this is an extremely important task. The policy of the National Assembly Standing Committee is to be able to work overtime to promptly pass resolutions on administrative unit arrangement, prepare for Party Congresses at all levels, and move towards the 14th National Party Congress.

In order to meet the requirements of ensuring the health and safety of people, especially children, at this meeting, the Government submitted to the National Assembly Standing Committee a supplementary budget for health, population and family affairs in 2024 of the Ministry of Health to carry out expanded immunization activities; funding for compensation activities for adverse events due to vaccination in 2024.

It is necessary to supplement the state budget to purchase vaccines for expanded immunization, because a number of epidemics are currently occurring.

The National Assembly Standing Committee has agreed to supplement the 2024 health, population and family expenditure estimate for the Ministry of Health by more than VND424.5 billion to carry out expanded immunization activities according to the Government's proposal.

Ensure feasibility, focus on quality

Regarding legislative work, the National Assembly Standing Committee gave its first comments on two draft laws: the Electricity Law (amended) and the Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations; and gave its comments on the explanation, acceptance, and revision of the draft Law on People's Air Defense. Notably, when giving its comments on the Electricity Law (amended), the majority of members of the National Assembly Standing Committee agreed that the amendment of the Law should closely follow Resolution No. 55-NQ/TW dated February 11, 2020 of the Politburo on the strategic orientation for Vietnam's national energy development to 2030, with a vision to 2045.

National Assembly Chairman Tran Thanh Man emphasized the Government's proposal to submit to the National Assembly in drafting the Electricity Law (amended) with 6 major policies, because these are policies that affect people and are related to many subjects.

The Standing Committee of the National Assembly's Committee on Science, Technology and Environment proposed to study and supplement specific regulations on ensuring a stable electricity price structure; stipulate clear principles and roadmaps for electricity price reform such as eliminating cross-subsidies between customer groups, implementing two-component electricity prices, electricity prices to encourage energy-saving use, imported and exported electricity prices... to create a good signal and attract investment in the electricity industry. At the same time, it is necessary to clearly define the responsibilities of each state management agency in the field of electricity prices...

In particular, Resolution No. 55-NQ/TW of the Politburo has given direction not to cross-subsidize electricity prices between customer groups and between regions.

Regarding the determination of electricity pricing principles, emphasizing that this is an important content of the draft law, National Assembly Chairman Tran Thanh Man noted the need to develop consistent pricing principles. Electricity prices must ensure compensation for all actual production and business costs, be reasonable, valid and profitable for electricity units, as well as be consistent with the market level in the process of electricity production and business.

"If the electricity price properly and sufficiently covers all costs of electricity production and business and is profitable for the electricity unit, it must be determined as a consistent and comprehensive principle of electricity price. When the price properly and sufficiently reflects the cost of electricity sold to customer groups, it will itself form a reasonable retail electricity price structure according to cost," said the National Assembly Chairman.

Another notable content is that at the meeting, the National Assembly Standing Committee voted to approve the draft Resolution adjusting the Law and Ordinance Development Program in 2024.

Accordingly, the delegates agreed to add the draft Law amending and supplementing a number of articles of the Law on Health Insurance to the Agenda of the 8th Session for consideration and approval according to the procedure at 1 session with the scope agreed upon by the National Assembly Standing Committee.

The drafting of the law amending and supplementing a number of articles of this Law aims to continue institutionalizing the Party's viewpoints and policies and strengthen the State's leadership and management of health insurance. At the same time, it aims to overcome the limitations, difficulties and inadequacies of the current Health Insurance Law and meet the objective practical requirements in the new situation.

The Government has reviewed and commented on the proposal for the law on four policies: adjusting the subjects participating in health insurance in line with relevant legal provisions; adjusting the scope of health insurance benefits in accordance with the contribution level, balancing the health insurance fund and health care requirements in each period; adjusting relevant health insurance regulations according to the level of technical expertise in medical examination and treatment and promoting the role of grassroots health care in primary health care and health insurance medical examination and treatment; effectively allocating and using the health insurance fund.

Thus, at the 8th Session, it is expected to pass 13 draft laws, including 2 draft laws passed under the one-session process: the Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army and the Law amending and supplementing a number of articles of the Law on Health Insurance; giving opinions on 13 other draft laws...

It can be seen that the volume of draft laws submitted to the National Assembly at the 8th Session scheduled for October is very large.

Speaking at the meeting, National Assembly Chairman Tran Thanh Man emphasized the spirit: With the draft laws that have been added to the Law and Ordinance Development Program, the drafting agencies must prepare very carefully; the reviewing agencies must review according to the correct procedures and regulations.

Issues that are mature and clear will be included in the law, while issues that are not mature, unclear, or have not been proven by practical testing will continue to be studied. Do not skip the steps according to the procedures of the Law on Promulgation of Legal Documents because of time constraints.

At the 36th Session, the National Assembly Standing Committee considered other contents within its authority.

With a large workload of the session, many difficult, complicated and demanding contents, the members attending the 36th Session of the National Assembly Standing Committee focused on speaking and discussing directly to the point; focused on exchanging important contents, with different opinions, ensuring the progress and quality of the session.

This is also an "early, remote" preparation step to ensure quality and effectiveness for the 8th Session of the National Assembly.
