After 4.5 days of urgent, serious and highly responsible work, the National Assembly Standing Committee completed the program of the 36th Session to review, comment and decide on 14 contents; at the same time, organized a question and answer session.
On the afternoon of August 23, in his closing speech, National Assembly Chairman Tran Thanh Man said that regarding legislative work, the National Assembly Standing Committee gave its first comments on two draft laws: the Electricity Law (amended) and the Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations; and gave comments on the explanation, acceptance, and revision of the draft Law on People's Air Defense.
At this session, the National Assembly Standing Committee decided to add to the 2024 Law and Ordinance Development Program to submit to the National Assembly for approval at the 8th Session according to the one-session process with the draft Law amending and supplementing a number of articles of the Law on Health Insurance.
Thus, at the 8th Session, 13 draft laws will be passed, including 2 draft laws passed according to the one-session process: Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army and Law amending and supplementing a number of articles of the Law on Health Insurance; giving opinions on 13 other draft laws, not to mention draft resolutions on the National Target Program, important issues and a number of other draft laws that the Government plans to propose to supplement.
Emphasizing the heavy workload, the National Assembly Chairman requested the Government, ministries, branches and relevant agencies to actively and urgently prepare according to the deadline of the Law on Promulgation of Legal Documents, accordingly, sending documents to National Assembly deputies 20 days before the Session.
National Assembly agencies coordinate closely, synchronously, actively and urgently with Government agencies so that contents are delivered to National Assembly deputies early according to regulations.
Regarding supervision work, the National Assembly Standing Committee spent 1.5 days questioning the implementation of the National Assembly Standing Committee's resolutions on thematic supervision and questioning from the beginning of the 15th National Assembly's term to the end of 2023, related to 9 areas.
Based on the content of the questioning session, the National Assembly Standing Committee will issue a Resolution on questioning activities at the session to serve as a basis for relevant agencies to implement.
The National Assembly Standing Committee reviewed the report of the Supervisory Delegation and decided to approve the National Assembly Standing Committee's thematic supervision resolution on "Implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of public service units in the period of 2018-2023"; reviewed the National Assembly's report on public petition work in July 2024.
The National Assembly Standing Committee also commented on the draft Supervision Plan and the outline of the Report of the National Assembly Standing Committee's Supervision Delegation on "Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources".
At the meeting, the National Assembly Standing Committee considered other contents within its authority, including approving the Prime Minister's proposal on the appointment of the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam; and deciding to supplement the 2024 State budget estimate of the Ministry of Health.
The National Assembly Standing Committee passed a Resolution of the National Assembly Standing Committee stipulating a number of contents related to the resolutions of the National Assembly Standing Committee on urban classification, standards of administrative units and classification of administrative units, arrangement of district-level and commune-level administrative units in the period of 2023-2030 to implement the arrangement of urban administrative units in the period of 2023-2025.
The National Assembly Chairman emphasized that this is an extremely important task. The policy of the National Assembly Standing Committee is to be able to work overtime to promptly pass resolutions on administrative unit arrangement, prepare for Party Congresses at all levels, and move towards the 14th National Party Congress.
In addition, the National Assembly Standing Committee also passed a Resolution of the National Assembly Standing Committee on the highest military rank for positions and titles of officers as generals under the Ministry of National Defense.
The National Assembly Standing Committee gave its opinion on the draft Resolution of the Government on regulations on making estimates for management and use of regular state budget expenditures for purchasing assets, equipment, renovating, upgrading, expanding, and constructing new construction items in construction investment projects.
At this meeting, the National Assembly Standing Committee gave opinions on personnel work and prepared for work under the authority of the National Assembly. Based on the results of personnel work that have been commented on by competent agencies, each content was specifically managed and concluded by the Vice Chairmen of the National Assembly.
The National Assembly Chairman requested the Secretary General of the National Assembly to coordinate with relevant agencies to promptly issue the conclusions of the National Assembly Standing Committee as a basis for agencies to implement.
The National Assembly Chairman requested that the National Assembly agencies in their assigned fields proactively coordinate with relevant ministries and branches to urge and closely monitor progress; research and prepare opinions to promptly report to the National Assembly Standing Committee when the Government sends documents and files.
For contents that do not ensure the progress of sending review documents, it is necessary to inform the Secretary General of the National Assembly in advance to arrange the meeting time, avoid proposing urgent adjustments to the program, affecting the arrangement of content by other agencies; focus on preparing for the Conference of National Assembly deputies working full-time (taking place from August 27-29 to discuss 12 draft laws submitted to the National Assembly at the 8th Session).
Agencies carry out tasks according to work plans to ensure progress and quality.
