On the evening of July 2, a patrol team of the Traffic Police Department of Thu Duc City Police set up a checkpoint at the intersection of La Xuan Oai - D2, Tang Nhon Phu A Ward. During a random check, the police discovered a 30-year-old man driving a motorbike with an alcohol concentration of 0.206 mg/l of breath. For this violation, the violator was fined 7 million VND and had his driver's license revoked for 11 months.

When asked to show his driver's license and vehicle registration via VNeID, the young offender was confused because he had never used it before. He said that when he made his citizen ID, he registered a different phone number from the one he was using, so he could not make a level 2 identification, and therefore could not integrate his driver's license and vehicle registration via the application.

Another young man also failed to produce a plastic driver’s license when asked. When he opened the VNeID application, he was confused because the related documents were not authenticated. He said that he had previously authenticated level 2 with his driver’s license and vehicle registration, but so far it was not accepted.

"I used my phone to enter the chassis number, motorbike license plate number, and driver's license on the app a long time ago, so I thought it was integrated and didn't bring any documents," he said. Because he didn't have any documents, his motorbike was temporarily impounded.

According to Circular 28 of the Ministry of Public Security, from July 1, people can present their driving licenses, vehicle registrations, etc. via the VNeID application. Traffic police will confiscate licenses in the electronic environment instead of the old way. However, many cases have encountered difficulties when being checked.

A traffic police officer in Thu Duc City said that after the new regulation was implemented yesterday, many people were still confused, and some older people did not know about VNeID. Most people still had difficulty integrating documents into the application, so the police still checked paper driver's licenses and vehicle registrations.

According to the procedure, when detecting a driver violating the law, if the driver's license must be temporarily detained, the traffic police will draw up a fine and temporarily detain it. If the electronic documents are presented, the police will check by entering the driver's license number into the lookup website. Then, on the violator's application, the words "temporarily detained driver's license in the electronic environment" and the detention period will appear.

Lieutenant Colonel Nguyen Van Binh, Deputy Head of the Ho Chi Minh City Traffic Police Department, said that in the near future, the unit will increase fines via VNeID so that people can gradually form a habit. "In the long run, this will help the force and people to be more convenient and not waste time handling administrative violations," he said.

The situation of drivers being confused when police checked through the VNeID app also happened in many other localities. In Hoa Binh, on the first day of the check, a woman wearing a mask and gloves struggled to confirm her fingerprint and face to unlock and log into the app.

The police asked if she could enter her password, but the woman said she had not used it for a long time and could not remember it. In the end, she had to show her hard copy of the documents.

The police continued to stop the car for speeding 11 km/h, the 57-year-old female driver, residing in Hanoi, presented both a hard copy of her driver's license and the one on the VNeID app. However, the license's expiration date on the app did not match the one on the hard copy. The police used their personal phones to look up the system, determined that the information on the VNeID had not been updated, so they assisted the driver in updating it. The police then proceeded to temporarily confiscate the driver's driver's license on the app.

The working group also recorded a case of fully integrated information when checking a 33-year-old male driver, residing in My Duc, Hanoi, who was driving 12 km/h over the speed limit. He was issued a violation ticket, a temporary paper detention ticket according to the license information in the application, and scheduled to go to the Hoa Binh Traffic Police Department one week later to pay the fine.

When the male driver wondered if he could continue driving using his hard copy license, the police officer explained that the violation information would be updated on the system, making it easier for authorities to detect.

A member of the working group said that after the report is made, the application will not immediately show that the driver's license has been confiscated because the traffic police lack the equipment to update on the spot. Violations will be transferred to the Traffic Police Department in the afternoon of the same day to be entered into the system, after which the temporary detention information will appear on the violator's VNeID.

Yesterday, the traffic police Hanoi also simultaneously checked documents on the VNeID application. Lieutenant Colonel Dang Hong Giang, Team Leader of Team No. 3, said that implementing Circular 28, the Team has disseminated the inspection and control process and provided instructions on handling, temporarily holding, and revoking documents on the VNeID application to 100% of officers and soldiers.

In the first days of implementation, the authorities will strengthen guidance for people to integrate documents on the VNeID application and how to present relevant documents when requested for inspection.
