Eliminate secondary school graduation classification from the 2024-2025 school year

From the 2024-2025 school year, junior high school graduation certificates will no longer be classified as Excellent, Good, or Average as before. At the same time, there will be two junior high school graduation exams in one year.

These are some new points according to Circular 31/2023/TT-BGDDT promulgating regulations on considering and recognizing junior high school graduation that the Ministry of Education and Training (MOET) has just announced.

Secondary school graduation recognition can be considered twice a year for students who have completed grade 9.

Specifically, for educational institutions implementing the General Education Program at the lower secondary level, in a year when students have completed grade 9, graduation recognition will be considered at most twice. The first graduation recognition will be conducted immediately after the end of the school year. The second graduation recognition (if any) will be conducted before the start of the new school year.

For educational institutions implementing the Continuing Education Program at the lower secondary level, in a year with students completing grade 9, graduation recognition shall be considered at least once immediately after the end of the school year.

If according to the current regulations, the number of times to consider recognizing junior high school graduation in a year is being implemented according to Decision 11/2006/QD-BGD-DT. Accordingly, for junior high school students, graduation recognition is considered once a year, right after the end of the school year (according to the school year payroll of the Ministry of Education and Training).

Reduce the number of absences required in graduation recognition

According to the new Circular, students are recognized as graduates if they meet the following conditions:

- Not older than 21 years old (calculated by year) for students who have completed the General Education Program at the lower secondary level; from 15 years old and above (calculated by year) for students who have completed the Continuing Education Program at the lower secondary level. In case students return home from abroad, skip grades, or study at an age higher than the prescribed age, the regulations on age by grade level of the Ministry of Education and Training shall apply.

- Completed the General Education Program at Secondary School level or the Continuing Education Program at Secondary School level.

- Have complete documents as prescribed.

Thus, compared to the old regulations, the new regulations have removed the condition of "not being absent from school for more than 45 days in the 9th grade year (absent once or many times combined)".

However, it should be noted that the recognition of secondary school graduation according to Decision 11/2006/QD-BGDDT will still apply until the end of the 2023-2024 school year. Therefore, the above contents will apply from the 2024-2025 school year.

A very notable new point of this new regulation is that there is no longer a graduation classification; under the current regulation, the graduation results of students are classified into 3 categories: Excellent, Good, Average based on conduct classification and academic classification.

This new Circular takes effect from February 15, 2024 and replaces Decision 11/2006/QD-BGD-DT.

The recognition of junior high school graduation according to Decision 11/2006/QD-BGD-DT will be implemented until the end of the 2023-2024 school year.
