Ministry of Construction plans to issue revised fire prevention and fighting standards in October

The Ministry of Construction has just issued a document responding to Thai Nguyen voters about regulations related to fire prevention and fighting.

"Currently, the revised standards have completed all steps, have been assessed by the Ministry of Science and Technology, comply with the provisions of the law on standards and technical regulations, and are expected to be issued in October 2023," said a representative of the Ministry of Construction.

Regarding regulations on fireproof paint, the Ministry of Construction said that the National Technical Regulation QCVN 06 on fire safety for houses and constructions, in all versions, does not regulate fireproof paint.

Inspection and acceptance of fireproof paint is carried out according to the provisions of Decree No. 79/2014, Decree No. 136/2020 on guidance on the Law on Fire Prevention and Fighting, the amended Law on Fire Prevention and Fighting; QCVN 03:2021/BCA on Fire Prevention and Fighting Equipment.

Also according to this Ministry, on April 14, 2023, the Fire Prevention and Fighting and Rescue Police Department, in Document No. 1091 on removing difficulties and obstacles in ensuring fire prevention and fighting safety, issued instructions.

In case the fireproof paint has been inspected according to Decree No. 79/2014 for each specific project, continue construction and organize acceptance according to the existing inspection certificate for fireproof paint.

In case fireproof paint has been applied but not yet inspected, additional inspection can be carried out for the structure sample painted with fireproof paint according to the provisions of Decree No. 136/2020.

In case fireproof paint has been applied but the inspection does not meet the requirements, if the adjustment is not approved, other types of fireproof paint that meet the quality can be selected to replace the applied fireproof paint or other protective coating measures can be used.

Regarding the fire fighting water supply system, the Ministry of Construction said that, based on the regulations on the fire fighting water supply system in TCVN 2622:1995 on fire prevention and fighting for houses and buildings, since 2020, the versions of QCVN 06 issued by the Ministry of Construction have expanded the scope of application on fire fighting water supply in part 5 Fire fighting water supply (QCVN 06).

Regarding fire fighting water supply infrastructure, the Ministry of Public Security issued Joint Circular 04 of 2009 guiding localities on fire fighting water supply infrastructure.

"Thus, the regulations on fire fighting water supply are adequate" - the Ministry of Construction affirmed.

For products that have been declared to meet fire prevention and fighting standards, the Fire Prevention and Fighting Police Department has also provided instructions in Document No. 1091 dated April 14, 2023.

Implementing the direction of the Prime Minister, the Ministry of Construction has assigned the Institute of Construction Science and Technology to preside over the review and revision of QCVN 06:2022/BXD on Fire safety for houses and constructions, ensuring compliance with Vietnam's practices, more specifically the regulations for convenient use for different types of constructions, ensuring basic principles of fire prevention and fighting for houses and constructions.

Previously, voters had made recommendations on reviewing and resolving problems related to fire prevention and fighting standards. Voters said that the QCVN 06:2022/BXD standard on fire prevention and fighting was issued in 2010, revised in 2022, effective from January 16, 2023, but there are no transitional instructions on fireproof paint standards, and no regulations on fire fighting water supply systems.

At the same time, products that have been declared to meet fire prevention and fighting standards do not need to be re-inspected at the installation site.
