That was the content of the speech of Minister of Information and Communications Nguyen Manh Hung at the conference to review 1 year of removing "bottlenecks" in implementing Project 06 and promoting connection and data sharing to serve e-commerce development and combat tax losses on the morning of June 10, 2024, chaired by Prime Minister Pham Minh Chinh.

Attending the Conference were Deputy Prime Ministers Le Minh Khai, Tran Luu Quang and members of the Prime Minister's Working Group on Project 06 implementation, along with leaders of ministries, branches and localities...

The conference was connected online to the headquarters of ministries, ministerial-level agencies, government agencies and headquarters of provinces and centrally run cities.

Results of 1 year of implementing the Prime Minister's direction in Official Dispatch No. 452/TTg-KSTT dated May 23, 2023

Reporting on the results of 1 year of implementing the Prime Minister's direction in Official Dispatch No. 452/TTg-KSTT dated May 23, 2023 on deploying IT infrastructure, ensuring the quality of network security and safety of specialized data of Party and State agencies from the central to communal levels to serve Project 06, Deputy Minister of Information and Communications Pham Duc Long said:

The Ministry coordinated with the Ministry of Public Security to connect two national population data centers in Hanoi and Ho Chi Minh City. At the same time, the Ministry also routed, interconnected, and connected the National Population Database (NDB) with the national data integration and sharing platform, thereby integrating and sharing data and the NDB on population with national databases, specialized databases, and information systems of state agencies. The network has maintained and ensured safe connections between 63 provinces and cities with central ministries, departments, and branches. Connections are monitored 24/7, ensuring smooth connections to serve Project 06.

In the coming time, the Ministry of Information and Communications will continue to deploy information security solutions, including network monitoring systems, information security monitoring systems, centralized access control to the commune level, ensuring the highest information security on the network, effectively serving the implementation of Project 06 at ministries, agencies and localities.

Regarding infrastructure, the Ministry of Information and Communications has directed telecommunications enterprises to ensure the quality of Internet transmission lines and provide services to people and businesses. The Ministry has guided and urged telecommunications enterprises to manage and exploit modern broadband telecommunications infrastructure, with advanced technologies such as 3G, 4G and has tested 5G.

For the first time, the Ministry of Information and Communications successfully auctioned 5G technology spectrum, providing telecommunications programs and 5G services this year.

Deputy Minister Pham Duc Long reported on the results of 1 year of implementing the Prime Minister's direction in Official Dispatch No. 452/TTg-KSTT dated May 23, 2023.

The Ministry has also directed telecommunications enterprises to popularize broadband infrastructure to villages, communes, and wards nationwide. 100% of communes and wards have fiber optic broadband infrastructure. 100% of communes, wards, and towns are covered by 4G. 4G waves have covered 99.8% of the population in regions and areas nationwide.

In the coming time, the Ministry of Information and Communications will issue a plan to improve the quality of mobile telecommunications networks, with an expected 4G download speed of 40Mbps and 5G speed of 100Mbps. 100% of people in city districts will have access to 5G services. 100% of industrial parks, high-tech parks, concentrated IT parks, research and development centers, innovation centers, stations, and ports will have 5G.

Regarding information security, the Ministry of Information and Communications has issued a document guiding the implementation of Project 06 on network security. Up to now, it has received reports on the review results from 62/63 localities and 22/28 central ministries, departments and branches. Of which, 96/124 information systems meet the criteria; 28/124 systems do not meet all the criteria.

Recently, some information systems of ministries, localities and enterprises have experienced network information security incidents and this trend is increasing. The Ministry of Information and Communications requests ministries, localities and enterprises within the scope of Project 06 to strictly implement information security at the highest level according to regulations, strictly implement the Prime Minister's Official Dispatch 33 and the instructions of the Ministry of Information and Communications to ensure information security.

Regarding the standards for connecting to the database, Deputy Minister Pham Duc Long emphasized that the more digital transformation, the more data there is. Project 06 is only effective if there is a lot of data. Currently, the situation of separatism, fragmentation, and inconsistency is the problem facing the process of building e-Government in general and Project 06 in particular.

The Deputy Minister said that currently, the technical and technological standards have been fully issued by the Ministry of Information and Communications, but the standards on specialized data structures that ministries, branches and localities are responsible for issuing are still delayed and incomplete. He suggested that ministries and branches should soon develop standards for data under the management scope of the sector, then clearly define which data is developed by the Central Government and which data is developed by localities to have a basis for unified implementation.

The Ministry of Information and Communications plans to support 1 to 2 ministries, branches and localities to do well in building and exploiting data, thereby drawing experience and disseminating and replicating.

Regarding the development of legal documents detailing and guiding the implementation of the Law on Electronic Transactions, the Ministry of Information and Communications is presiding over the development of 3 Decrees and 2 Circulars related to the Law on Electronic Transactions. Two Decrees have been appraised by the Ministry of Justice and will be submitted this week, the third decree is expected to be submitted in June. The Circular on the recognition of foreign electronic signature certification service providers and foreign electronic signature certificates will be submitted for promulgation in June, while the Circular on the establishment and operation of the system for receiving and synthesizing data to serve state management of electronic transactions of state agencies will be issued in August.

Digital institutions, digital infrastructure, digital human resources, digital data and digital technology enterprises are the five key factors driving digital transformation.

Speaking at the Conference, Minister of Information and Communications Nguyen Manh Hung emphasized five key factors promoting digital transformation. These are Digital Institutions, Digital Infrastructure, Digital Human Resources, Digital Data and Digital Technology Enterprises.

The Minister pointed out: Digital institutions, most importantly in numbers, must be suitable for the digital environment, need to be synchronous, and be ahead. Digital infrastructure is important to be widespread, without gaps, ensuring high speed and safety. The State and the Central Government need to create infrastructure to convert the lower digital layers into common platforms for the whole country, such as hardware infrastructure, software infrastructure, data infrastructure, and network security infrastructure. State agencies that develop applications hire services from digital technology enterprises instead of investing themselves.

Regarding digital human resources, according to the Minister, it is necessary to first raise digital awareness of leaders at all levels, then train digital skills for officials, civil servants and people through online digital training platforms.

Digital data, most importantly, is complete digitalization and connection sharing. All activities of officials, civil servants, businesses and citizens must be recorded in the digital environment and all offline activities, if any, must be digitized. Without data, there can be no input for digital transformation.

Digital technology enterprises must basically be Vietnamese enterprises, must be dynamic, competent, flexible, adaptable, and willing to do things first and pay later, in order to successfully transform digitally.

Some lessons on digital transformation

At the Conference, Minister of Information and Communications Nguyen Manh Hung also shared some lessons on digital transformation.

The first is to do a pilot. Do a pilot first, do it thoroughly, until it is successful, then copy it to the whole industry, the whole province, and then the whole country.

Second, use a digital platform. Invest in one place, hardware in one place, software in one place, but use it for everyone nationwide.

Third is detailed instructions. Anything new, abstract, and technological that has never been done before, meaning you are still clueless, needs detailed instructions at first, like hand-holding and showing you how to do it.

Fourth is strategic cooperation with Vietnamese digital technology enterprises. Enterprises and state agencies must go a long way together, be strategic partners of each other and enterprises commit human resources dedicated to digital transformation projects.

Fifth is to find successful formulas to replicate. A successful formula that is concise, true to its essence, easy to understand, easy to follow, will truly be a power of the entire people... For example, the Ministry of Public Security has the formula "correct, sufficient, clean, alive" when creating a population database.

The Minister added that the Ministry is submitting to the Prime Minister for promulgation a directive on digital transformation breakthroughs in all sectors and levels. Digital transformation must be universal, comprehensive and requires breakthroughs. Digital transformation will not be successful if leaders at all levels do not directly undertake at least one fundamental digital transformation project.

Project 06 of the Ministry of Public Security is a successful example of a breakthrough, and this breakthrough is directly directed by the Minister of Public Security. This breakthrough entails digital transformation of the entire Ministry of Public Security and has a great impact on national digital transformation.

The Prime Minister requested that each ministry, each locality must find a breakthrough, have a project like Project 06 of the Ministry of Public Security, focus on directing and implementing it successfully within 2024-2025./.
