At the Conference to disseminate and implement Resolution No. 39 of the Politburo, Comrade Nguyen Chi Dung - Minister of Planning and Investment presented a speech on tasks and solutions for socio-economic development of Nghe An province in the spirit of Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo.
According to the Minister of Planning and Investment, Nghe An has an extremely important strategic position, playing the role of a growth pole, the center of the North Central region, and at the same time being an important bridge in the North-South and East-West economic corridors. Development policies and strategies in recent times clearly identify the important role of Nghe An province.
In recent times, the Party and the State have issued and directed the effective implementation of many policies and guidelines to develop and fully exploit the potential and advantages, creating momentum for the development of Nghe An province. In 2013, the Politburo issued Resolution No. 26 on the direction and tasks for the development of Nghe An province until 2020.
After 10 years of implementing Resolution No. 26, the Politburo directed the summary and evaluation of the implementation and then issued Resolution No. 39. This is an extremely important resolution, which is both an orientation and new viewpoints, goals, visions, tasks, solutions, and a foundation for the province's new development stage, demonstrating the deep concern of the Party and State for Nghe An province, especially in the context of the complicated and unpredictable developments in the world and the country.
Regarding outstanding results, with the efforts of the Party Committee, Government and People of Nghe An, and the support of the Central Government, Nghe An has achieved many important achievements and results in socio-economic development, ensuring national defense and security, Party building and the political system.
However, the province still faces many difficulties and challenges. The quality of economic growth of the province is still low, the budget has not been balanced, the economic restructuring is still slow, the socio-economic infrastructure has not met the development requirements. The development gap between the districts in the West and the East is still increasing. A part of the people in the West still face many difficulties. Regional linkages are still limited, and the potential and advantages for regional development have not been effectively promoted.
To implement Resolution No. 39, to achieve the goals by 2030, with a vision to 2045, it is necessary to focus on deploying and seriously implementing 5 viewpoints, 9 groups of tasks and solutions according to Resolution 39. It is necessary to research, develop and implement specific policies for Nghe An province.
On the other hand, it is necessary to actively implement Resolution No. 36 of the National Assembly, at the same time, urgently research and supplement new mechanisms and policies in sectors and fields such as investment, finance, decentralization, management... for the development of key infrastructure such as airports, seaports, development of industrial parks, and socio-economic infrastructure in the Western region.
Immediately announce and implement Decision No. 1059/2023/QD-TTg of the Prime Minister on approving the Provincial Planning for the period 2021 - 2030, with a vision to 2050; maximize potentials and advantages, and at the same time, turn difficulties and challenges into development opportunities.
These plans are intended to orient sectors and industries in the coming time; allocate development space and resources, create new spaces, driving forces and new values for the province.
Taking people as the center, subject, resource, and goal of development; harmonious development, closely linking economy and culture, implementing social justice progress, in which culture is the spiritual foundation, endogenous resource, emphasizing innovation in development thinking, taking innovation as the focus, creating driving force for development.
Focus on developing two main growth drivers: the expanded Vinh city and the expanded Southeast Economic Zone. Sustainable development of the Western region, improving people's lives, developing a connected transportation system within the region and other areas.
Implement 3 strategic breakthroughs: perfecting institutions and policies; building and creating breakthroughs in infrastructure construction; comprehensively developing human resources, science and technology, innovation, creativity, associated with promoting the cultural values of Nghe An people.
Focus on 5 sectors and fields: Developing key industries, manufacturing and processing industries, supporting industries; Developing trade, services, education, training, high-quality healthcare; Developing 3 main types of tourism: cultural and historical tourism; resort and entertainment tourism; eco-tourism, adventure tourism, associated with the community; Developing high-tech, highly efficient agriculture; Developing marine economy associated with ensuring national defense and security.
There needs to be effective solutions to mobilize resources, create momentum for development, review and update project portfolios to call for investment in line with new conditions, meet development needs, especially attract key projects to dynamic economic regions, exploit the advantages of economic zones and seaports to develop economic corridors and regional connectivity, continue to strongly improve the investment environment, administrative procedures, and improve human resources.
Develop synchronous infrastructure towards improving infrastructure quality, especially road traffic infrastructure, including expressways, key national highways, traffic bottlenecks, investing in digital infrastructure, upgrading urban infrastructure, economic zones, industrial parks, social housing; connecting the labor market; improving the environment, preventing and combating natural disasters, adapting to climate change, thereby reducing social costs, enhancing competitiveness, and developing the economy and society.
Attract foreign direct investment capital according to 4 major orientations: quality, efficiency, sustainable development, commitment to technology transfer, highly skilled labor; continue to restructure, improve the efficiency of using public investment capital in the direction of focused, key investment, taking public investment as the leader of private investment; invest in key, inter-regional, spillover projects, promote investment promotion in industrial parks, economic zones, focusing on Industrial Parks: VSIP, WHA, Hoang Mai, Dong Hoi to attract selected projects, associated with criteria of large scale, high technology, economical use of land and energy.
Focus on development cooperation with localities for the purpose of synchronous and sustainable development; strengthen regional cooperation and development, develop the South Thanh Hoa - North Nghe An region in association with Nghi Son Economic Zone and the driving industries here; develop the South Nghe An - North Ha Tinh region, especially in the fields of tourism, services, and urban development; actively and closely coordinate with Ho Chi Minh City, Hanoi and other localities according to signed cooperation agreements, expand cooperative relations with other localities at home and abroad.
Concentrate resources to form and develop 4 economic corridors: Coastal economic corridor, linked to National Highway 1, North-South expressway, coastal road, North-South railway and sea route; Ho Chi Minh road economic corridor; National Highway 7 economic corridor; National Highway 48A economic corridor, in which, pay attention to developing coastal economic corridors and traffic routes.
Closely and effectively coordinate with localities in the North Central and Central Coast regions in developing and implementing regional planning.
