Sharing at the conference of the Government Standing Committee working with businesses on solutions to contribute to the country's socio-economic development on the morning of September 21, Minister of Transport Nguyen Van Thang said that recently, the Party and State have had a very strong policy on completing strategic infrastructure, which is transport infrastructure to focus on socio-economic development, security and national defense.
From the beginning of the term until now, according to the strategic planning, in the three areas of road, air and water, we need about more than 2 million billion VND.

From 2021 to present, the National Assembly, the Government, and the Prime Minister have spent more than 100 trillion VND to implement the construction of large and very large projects in all fields, with the advantage being highways.
"Currently, we have more than 1,000km of highways, and it is expected that by 2025, we will have more than 1,000km of highways, and by 2030, we will have about 5,000km of highways. It can be said that this is a huge resource that the Party and the State have devoted to developing transport infrastructure," Minister of Transport Nguyen Van Thang emphasized.
However, it is expected that by 2030, the demand for transport development will be very large, not including the railway sector and the high-speed railway project, which will require more than 2 million billion VND, while the state budget is expected to be more than 1 million billion VND, so more than 1 million billion VND will have to be mobilized from socialized resources from enterprises.
If we include the high-speed railway and the standard road project, we will need about 3 trillion VND more. The high-speed railway alone will need more than 1.7 trillion VND.
Therefore, a large amount of socialized resources is needed, so the Minister of Transport expressed his hope to continue receiving investment attention to develop the transport infrastructure sector.
Regarding roads, the Road Law has been issued and in the near future, the Ministry of Transport will coordinate with other ministries and branches to conduct bidding for toll collection on all expressways that the state has invested in. This is a great opportunity for businesses to participate.
Besides, there are many transportation projects that can be done as BOT, the Ministry of Transport hopes that businesses will continue to invest in construction and participate in the BOT form.
To do this, in the coming time, the Government will also have many mechanisms and policies and will submit to the National Assembly policies to create favorable conditions for businesses.
Regarding railways, currently, in addition to high-speed railways, there are many railway projects under mixed railway and urban railway standards. According to calculations by the Ministry of Transport, railway projects alone will generate about 75.6 billion USD for the construction market and more than 34 billion USD for the production market.
As for the issues related to equipment serving 250km/h and 350km/h high-speed railways, there is basically not much difference.
Responding to local proposals on seaport planning, Minister of Transport Nguyen Van Thang said that the Prime Minister has approved two plans: a group of seaports and a detailed plan. Currently, the Ministry of Transport is working on these two plans in parallel.
Regarding the planning of seaport groups, the Ministry of Transport has submitted it to the Prime Minister and the Deputy Prime Minister in charge has met to review and announced this content on September 5, 2024. It is expected that this September, there will be a complete planning of seaports for implementation.
