Assessing that Vietnam's cybersecurity still faces many challenges and the domestic cybersecurity market is still young, the Minister of Public Security suggested that it is necessary to take full advantage of opportunities and create a cybersecurity industry.

On the evening of July 16, Senior Lieutenant General Luong Tam Quang, Minister of Public Security, Chairman of the National Cyber ​​Security Association chaired the Association's conference to evaluate the results of cyber security implementation in the first 6 months of the year and discuss the Association's orientation and tasks for the last 6 months of the year. The Minister frankly acknowledged that our country's cyber security still faces many challenges such as cyber attacks, cyber espionage, personal data disclosure, etc. At the same time, the head of the Ministry of Public Security emphasized that the Vietnamese cyber security market is still young; domestic enterprises and organizations dominating the cyber security market are still limited, and have not yet mastered core and source cyber security technology products and services. This poses both challenges and creates new development opportunities. The leader of the Ministry of Public Security suggested that the Association should take full advantage of the opportunity, successfully build a Vietnamese cyber security industry and form an advanced cyber security market in the world. The Association must truly become a place to honor products, services and leading enterprises in national cybersecurity; a great mission will create great opportunities, not only leading enterprises in the Association to go further and higher but also contributing to the realization of the aspiration to develop the country strongly. To do this, Senior Lieutenant General Luong Tam Quang pointed out, the Association needs to have an urgent roadmap and immediately start implementing the issues within its mission. "The Association needs to develop a specific roadmap with the spirit of solidarity and join hands to effectively resolve cyberspace challenges. The focus is on the Association's two strategies on developing a self-reliant and self-reliant cybersecurity industry in terms of essential cybersecurity technology products and services; on providing products, services, equipment, and human resources to protect the national cybersecurity system. Quickly form a mechanism within the Association to mobilize collective intelligence with the participation of good experts, ensuring national cybersecurity; a mechanism to coordinate, prevent, and neutralize cases of using cybersecurity to cause insecurity and disorder and commit crimes," Minister Luong Tam Quang stated. At the same time, the head of the Ministry of Public Security directed the Association to have an orientation for researching and developing cybersecurity products and services; firstly, meeting domestic requirements, aiming to soon export abroad, and organizing the promotion of Vietnamese cybersecurity products and services with foreign countries.

Senior Lieutenant General Luong Tam Quang also requested that businesses, organizations and individuals in the Association actively participate in building laws, policies, technologies, spreading knowledge and skills on cybersecurity; creating a complete legal basis for cybersecurity activities of businesses and developing national cybersecurity. Actively participate in the digital transformation process, forming digital citizens, developing the digital economy, building an e-Government to which the Ministry of Public Security is also taking the lead in contributing, first of all, participating in the consulting process, advising the National Cyber ​​Security and Safety Steering Committee; for the Working Group implementing Project 06 of the Government on ensuring cybersecurity and safety. The Minister of Public Security highly appreciated the activities of the Association in recent times. Although it has only been established for nearly a year, it has made positive contributions to the dissemination of cyber security to everyone, raising awareness and compliance of people regarding cyber security laws, and protecting personal data against fraud methods through cyberspace. Users are not aware of protecting personal data, posting it publicly or exposing it during the process of transferring, storing, exchanging for business activities or due to inadequate protection measures leading to appropriation and public posting. The situation of buying and selling personal data is currently common and public, with raw data and processed personal data, many acts have not been handled due to lack of legal regulations.

Faced with these challenges, many experts and business organizations have proposed solutions to protect and respond to cyber security such as applying artificial intelligence (AI) to control and detect cyber attacks; proactively responding to crises when being attacked by cyber attacks through drills; establishing alliances to respond to cyber attacks or other measures. measures to protect user data security. In addition, the Research, Consulting, Technology Development and International Cooperation Department of the National Cyber ​​Security Association has proposed building a platform for sharing cyber security information. The goal of the platform is to connect and share cyber security information, help proactively respond to incidents, monitor new criminal attack tools and techniques, provide early warnings about threats, support strategic decision making, and strengthen protection measures. According to experts from the National Cyber ​​Security Association, to deal with cyber crime, a modern cyber security strategy needs to be built on three main pillars: Active defense, early attack detection, and rapid recovery.
