Minister and Chairman Hau A Lenh listened to the report on the implementation of tasks under the National Target Program 1719 of the Committee for Ethnic Minorities.

According to the report at the meeting, in order to grasp information to promptly remove difficulties and obstacles in the implementation process, the Committee's leaders have included the content of the implementation of the National Target Program in the agendas of the meetings and thematic meetings of the Committee for Ethnic Minorities; thereby, ensuring the unified direction and management of the Committee's leaders in the spirit of concentration, democracy, clarity, transparency and efficiency in the implementation of the Program.

In 2022 and 2023, the Department of Planning and Finance (UBDT) has had 19 thematic reports on the National Target Program to assess the implementation progress, remove difficulties and obstacles, propose solutions and evaluate and summarize the implementation of the Program in each year.

Inspections, audits, and supervisions by the Delegations (Central Inspection Commission, State Audit, and Ministry of Finance Inspectorate) have also pointed out some shortcomings in the implementation process. On that basis, the Ethnic Minority Committee has absorbed them for implementation in the following years.

At the same time, to monitor the implementation of Projects and Sub-projects of the Program, the Committee's Leaders also directed the organization to conduct internal inspections; inspect the implementation of Sub-project 2 under Project 5 and Sub-project 1 under Project 10.

Based on the Decision on assigning tasks and estimates, departments and units have actively and proactively implemented the implementation. However, the funding source in the years is large, there are many problems in the implementation process, so the disbursement rate in the years is still low.

In the period of 2022 - 2023, the main activities of the Committee for Ethnic Minorities include: Carrying out propaganda, communication, dissemination of legal education, legal aid and propaganda, mobilizing ethnic minorities; propaganda on reducing the situation of early marriage and consanguineous marriage in ethnic minority and mountainous areas; propaganda, communication and mobilizing people in ethnic minority and mountainous and border areas to participate in organizing and implementing the Overall Project and National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030.

Discussing at the meeting, delegates expressed their high agreement with the report on the implementation of tasks under the National Target Program 1719 of the Committee for Ethnic Minorities. The delegates spoke and clarified many contents revolving around issues: removing difficulties and obstacles in terms of institutions; reviewing and adjusting some contents in accordance with the functions and tasks of each department and unit...

Concluding the meeting, Minister and Chairman of the Committee for Ethnic Minorities Hau A Lenh said that over the past time, departments and units have made great efforts in carrying out assigned tasks, however, the actual results have not yet met the requirements. Minister and Chairman Hau A Lenh requested departments and units to learn from experience, review carefully, and find solutions to thoroughly overcome limitations and shortcomings.

Accordingly, Minister and Director Hau A Lenh requested the National Target Program 1719 Coordination Office to coordinate with departments and units to focus on removing institutional difficulties in implementing the Program. In particular, focusing on advising on the implementation of the Program after the National Assembly approves the adjustment of the investment policy; advising on adjusting the Prime Minister's investment policy decision. Minister and Director Hau A Lenh noted that the adjustments must be consistent with the legal document system and ensure consistency and uniformity.

Propose that the Department of Planning and Finance issue internal audit regulations; at the same time review all procedures for planning, submitting for approval, signing, project appraisal, investment preparation steps, bidding, payment and settlement... related to the National Target Program to guide departments and units in implementation.

Recommend that departments and units review all assigned tasks to develop detailed implementation plans. For feasible tasks, a detailed implementation plan must be developed in March with progress, time, and specific and clear assignment of tasks; for infeasible tasks, a report must be submitted to the Committee's Leadership for timely adjustment.
