The High-Level Session of the 55th Regular Session of the United Nations Human Rights Council (UNHRC) takes place in the context of profound changes in
the world situation. The trend of peace, cooperation and development, although still a major trend, is being challenged the most strongly since the Cold War. Leaders of countries are expected to focus on discussing, raising concerns, approaches and the need for cooperation on urgent global issues such as recovery from the Covid-19 pandemic, progress in implementing sustainable development goals, responding to non-traditional security challenges such as climate change, food security, water security, inequalities and the "dark sides" of digital transformation, ensuring the rights of vulnerable groups, etc. Different issues, especially those related to great power competition, the Russia-Ukraine conflict, Israel-Hamas, and the human rights situation in some countries are also expected to continue to be raised by Leaders of countries at this Session. This high-level meeting marks the beginning of Vietnam's second year as a member of the UN Human Rights Council for the 2023-2025 term, following 2023 with many milestones and initiatives welcomed and strongly supported by the international community, notably the Resolution on the 75th Anniversary of the Universal Declaration of Human Rights and the 30th Anniversary of the Vienna Declaration and Programme of Action introduced by Deputy Prime Minister Tran Luu Quang at the High-level Meeting of the 52nd Session of the UN Human Rights Council (March 2023) with 121 co-sponsors. 2024 is also an important milestone for Vietnam's participation in the UN Human Rights Council as it is the first time we will defend the Report under the Universal Periodic Review Mechanism (UPR) of the UN Human Rights Council's cycle IV. Having officially established diplomatic relations in 1996, the friendship and multifaceted cooperation between Vietnam and Ireland have seen positive developments in recent times
. The two sides maintain delegation exchanges, high-level contacts and close coordination at multilateral forums and international organizations. Assessing the significance of the visit, Vietnamese Ambassador to the UK and Ireland Nguyen Hoang Long said that this is an important visit, of great significance in promoting Vietnam - Ireland relations. This is also the first visit by our Foreign Minister to Ireland in exactly 20 years, marking a new stage of development in the relationship between the two countries, bringing the bilateral relationship into greater depth, effectiveness and sustainability, especially in the fields of
politics - diplomacy, economics, trade, investment, climate change, green growth, education and training and people-to-people exchange. During the visit, Minister Bui Thanh Son is expected to pay a courtesy call to President Michael D. Higgins and Speaker of the House of Representatives Seán Ó Fearghaíl, and hold talks with Deputy Prime Minister, Minister of Foreign Affairs and Minister of State for Ireland Micheál Martin. The two sides are expected to discuss many important issues in bilateral relations as well as outstanding regional and international issues, including the East Sea issue./.
