(NB&CL) "We are committed to promoting Vietnam's active, constructive and responsible role in promoting the implementation of the common goals of the United Nations Human Rights Council and ensuring better enjoyment of rights for all people around the world" - that is the emphasis of Foreign Ministry Spokesperson Pham Thu Hang in response to a reporter's question about the fact that on December 12, 2024, the Vietnamese Mission to the United Nations held a ceremony to announce Vietnam's re-election to the United Nations Human Rights Council for the 2026-2028 term.
Imprints as a member of the UN Human Rights Council for the 2023-2025 term
On October 11, 2022, the UN General Assembly elected Vietnam and 13 other countries as members of the Human Rights Council (HURC) for the 2023-2025 term.
According to Deputy Foreign Minister Nguyen Hung Viet, Vietnam has actively participated and left its mark right from the first activities of the UN Human Rights Council with many initiatives that are in line with Vietnam's priorities and the world's common concerns, highly appreciated by the international community.
At the 52nd Session of the UN Human Rights Council (March - April 2023), Deputy Prime Minister Tran Luu Quang attended the High-level Meeting and introduced the initiative on the 75th Anniversary of the Universal Declaration of Human Rights (UDHR) and the 30th Anniversary of the Vienna Declaration and Programme of Action (VDPA). On that basis, Vietnam chaired and led the Core Group of 14 countries (Vietnam, Austria, Bangladesh, Belgium, Bolivia, Brazil, Chile, Costa Rica, Fiji, India, Panama, Romania, South Africa and Spain) across regions and with diverse development levels to draft and organize consultations for the UN Human Rights Council to adopt by consensus Resolution 52/19 on this issue with the co-sponsorship of 121 countries - a "record" of the UN Human Rights Council in recent years. The resolution emphasized the leading role of countries in ensuring human rights, recognizing the participation of women, the role of international cooperation and solidarity, respect for diversity and inclusiveness in promoting and protecting human rights. This initiative of Vietnam has made an important contribution to conveying major messages, raising awareness and determination of countries and the international community in implementing the goals and principles on human rights set out in these two fundamental human rights documents, while simultaneously promoting the position and role of the UN Human Rights Council and human rights mechanisms.

Ambassador Riyad Mansour, Head of the Permanent Observer Mission of Palestine to the United Nations, assessed Vietnam as a country with a tradition of standing for freedom and justice. Vietnam is now a very important country in the international community, an active and responsible member of the Non-Aligned Movement, the G77 Group and China, the UN Human Rights Council as well as the UN in general. Ambassador Riyad Mansour expressed his confidence: “Vietnam will serve another term at the UN Human Rights Council and that is wonderful. We need an active member like Vietnam at the UN.” |
At the 53rd Session of the UN Human Rights Council (June - July 2023), Vietnam, together with Bangladesh and the Philippines, drafted a resolution on promoting livelihoods in the context of climate change, which was adopted by consensus by the UN Human Rights Council with 80 co-sponsors (Resolution 53/6). At the 53rd and 54th Sessions (September - October 2023), Vietnam continued to work with countries and international organizations such as the International Labor Organization (ILO), the World Health Organization (WHO), the Global Alliance for Vaccines and Immunization (GAVI), etc. to promote initiatives on "vaccination and human rights", "fighting discrimination, violence, and harassment based on gender in the workplace" in the form of international seminars on the sidelines of the sessions and developing a joint statement at the UN Human Rights Council. Vietnam's initiatives were responded to and actively contributed by other countries.
Vietnam has made more than 80 national statements at the UN Human Rights Council meetings on ensuring human rights in aspects of international concern such as sustainable development, responding to climate change, migration, promoting gender equality, ensuring the right to housing, the right to food, cultural rights, the right to development, protecting vulnerable groups and participating in 50 joint statements on diverse topics of ASEAN, the Non-Aligned Movement, the Like-Minded Group (The Like-Minded Group has a diverse composition, including about 134 developing countries, representing 80% of the world's population and 70% of the United Nations members, with the main purpose of coordinating and promoting the common interests and priorities of developing countries at the United Nations in general and the UN Human Rights Council in particular), the Francophone Group and a number of other inter-regional groups.
In particular, according to Deputy Foreign Minister Nguyen Hung Viet, Vietnam contributes to the common struggle of developing countries to protect the principle of non-politicization and non-use of human rights issues to interfere in the internal affairs of sovereign states. On the other hand, Vietnam has listened to and respected the countries' needs for cooperation and technical assistance, promoting cooperation and dialogue so that the Human Rights Council can act to meet the legitimate needs of countries in this field.
Ensuring better enjoyment of rights by all people around the world
On December 12, the Vietnamese Mission to the United Nations (New York) held a ceremony to announce Vietnam's re-election to the United Nations Human Rights Council for the 2026-2028 term.
Speaking at the ceremony, Deputy Foreign Minister Do Hung Viet thanked the countries for their trust in electing Vietnam to the UN Human Rights Council for the 2023-2025 term and asked them to continue supporting Vietnam's candidacy for the UN Human Rights Council for the 2026-2028 term; strongly affirmed that if elected, Vietnam will continue to participate actively, constructively and responsibly, striving to promote the implementation of the common goals of the Human Rights Council to ensure better and better enjoyment of human rights for all people around the world.
Immediately afterwards, on the afternoon of December 19, at the regular press conference of the Ministry of Foreign Affairs, answering reporters' questions about the Vietnamese Mission to the United Nations (New York) holding a ceremony to announce Vietnam's re-election to the United Nations Human Rights Council for the 2026-2028 term, Foreign Ministry spokesperson Pham Thu Hang said: In the first two years of the 2023-2025 term, Vietnam has also actively fulfilled its membership responsibilities, including participating in the Universal Periodic Review (UPR) cycle IV and welcoming the United Nations Special Rapporteur on the right to development to visit Vietnam with very positive results. These are extremely important foundations for Vietnam to continue to run for membership of the United Nations Human Rights Council for the 2026-2028 term.
“ I would like to emphasize that Vietnam’s candidacy affirms the continuation of its positive contributions, strong commitment and willingness to contribute to the common efforts of the international community. Vietnam believes that with the successes it has achieved, countries will continue to support Vietnam’s candidacy for the upcoming term. We are committed to promoting Vietnam’s active, constructive and responsible role in promoting the implementation of the common goals of the United Nations Human Rights Council and ensuring better enjoyment of rights for all people around the world ,” Ms. Pham Thu Hang affirmed.
Speaking on the sidelines of the 57th session of the UN Human Rights Council in September 2024, Permanent Secretary of the World Peace Council (WPC) Iraklis Tsavdaridis made assessments of Vietnam's consistent policy on protecting and promoting human rights. According to Mr. Iraklis Tsavdaridis, Vietnam always focuses on human rights and the protection of human rights. First of all, the right to live in peace, the right to enjoy welfare, the right to a prosperous life, the right to improve living conditions every day. This can be clearly seen through the fact that Vietnam has pushed back extreme poverty in the past. |
