Additional items at La Lay international border gate technical infrastructure project
The Management Board of Quang Tri Economic Zone has just proposed to the Provincial People's Committee to adjust a number of items in the project of Leveling the ground and essential technical infrastructure in the central area of La Lay International Border Gate - Quang Tri province (phase 2).
Quang Tri Economic Zone Management Board said that the Project of Leveling and essential technical infrastructure in the central area of La Lay International Border Gate - Quang Tri province (phase 2) was approved by the People's Committee of Quang Tri province in Decision No. 1349/QD-UBND dated May 31, 2021, approved for adjustment in Decision No. 21418/QD-UBND dated July 5, 2023.
The total investment of the project is 108 billion VND. Of which, the central budget support target is 85 billion VND, the capital source for auctioning land use rights in economic zones is 9 billion VND, the revenue from fees for using border gate infrastructure works is 14 billion VND, the implementation period is 2021-2024.

Up to now, the project items have been completed, including: Leveling the ground to expand the waiting area for entry (area of 0.67 ha); Leveling and completing the park area next to the control house, area (1.35 ha); Completing the concrete pouring of the connecting section with the Joint Control House at the border gate (additional item).
The project's ongoing and unfinished items include: The connecting route to the import waiting area (the roadbed to K98 has just been completed, and the crushed stone and asphalt pavement has not been installed); The main central axis route (the crushed stone layer on top of Dmax25 is being installed); the export waiting area leveling; the longitudinal drainage system. The slope reinforcement item has not been installed yet.
According to the Quang Tri Economic Zone Management Board , the Board has recently submitted a proposal to adjust a number of items in the project of Leveling the ground and essential technical infrastructure in the central area of La Lay international border gate (phase 2).
According to the proposal, in the Export Waiting Area category, the width of the export waiting area will be adjusted from 35 m to 15 m to ensure current customs clearance capacity and save costs to transfer additional resources to complete the import waiting area connection route.
For the route connecting the import waiting area with the main road, the 11 m wide asphalt concrete road structure according to the approved documents will be removed and converted into a completed investment according to the planning with a cement concrete structure to ensure synchronization with the import waiting area structure and the goods clearance inspection area, contributing to increasing the operational capacity of the import waiting area.
For the main traffic route (outside the La Lay international border gate joint control station), the pavement will be reinforced with an additional layer of 7cm thick asphalt concrete to ensure safety and increase the usability of the route. For the slope reinforcement item, the slope reinforcement on the eastern side of the connecting route will be reduced.
According to the Quang Tri Economic Zone Management Board, adjusting these items does not increase the total approved investment.
In addition, the Quang Tri Economic Zone Management Board also proposed to add the item of Completing the import waiting area (outside 100m of the border) and the area for inspection and customs clearance of imported goods with an area of about 3.5 hectares, with a total additional investment of about 55 billion VND in the project of Leveling the ground and essential technical infrastructure in the central area of La Lay international border gate (phase 2).
Accordingly, the addition of this item will use the capital of the Site Clearance project to implement the project to upgrade and expand National Highway 9 from National Highway 1 to Cua Viet port.
Quang Tri Economic Zone Management Board explained that currently, the infrastructure of La Lay international border gate has completed the construction of a 4-lane exit lane, so it is quite convenient, without pressure of congestion or long stops.
Particularly for the import lane, due to the large volume of goods and vehicles, the import waiting area has not been invested in, so there is no place to arrange vehicles to unload and clear the border gate. Vehicles have to queue up along National Highway 15D to the border gate, causing traffic jams, obstructing traffic and causing insecurity on National Highway 15D and at the border gate area. Therefore, it is very necessary to invest in completing the area of the import waiting area (within 100m of the border) and the area for inspection and clearance of imported goods.
In response to the above proposal, the Department of Planning and Investment of Quang Tri has agreed to adjust a number of items as proposed by the Management Board of Quang Tri Economic Zone.
However, the Department of Planning and Investment of Quang Tri province believes that the investment scale of the items after adjustment and supplementation must be consistent with the approved planning. Exploitation needs, actual terrain conditions and the ability to balance capital sources.
Regarding the excess of the total investment proposed for adjustment in the capital allocated for the Site Clearance project to implement the project of upgrading and expanding National Highway 9 from National Highway 1 to Cua Viet port (revenue from auctioning land plots for investors to use), the Department of Planning and Investment of Quang Tri said that due to difficulties in revenue from land auctions, there is no source to allocate for this project in 2024, so the Department also proposed that the Provincial People's Committee consider and agree on the policy of allocating capital from the provincial budget for implementation and arranging to repay the budget in 2025.
