In recent years, thanks to the attention of investment, upgrading, and encouragement of the development of various types of trade, the border trade activities of Quang Tri province have had many positive changes, meeting the travel and shopping needs of the people. Thereby, contributing to promoting the socio-economic development of border localities, fostering and developing the special friendship between Vietnam and Laos.

Pursuant to Directive No. 01/CT-TTg dated January 9, 2015 of the Prime Minister on organizing the implementation of the movement for the entire people to participate in protecting territorial sovereignty and national border security in the new situation, the Department of Industry and Trade advised the Provincial People's Committee to issue directive documents and plans for developing border trade in Quang Tri province.
The Department of Industry and Trade chaired and coordinated the organization of the Conference to disseminate the Vietnam - Laos Border Trade Agreement; disseminate circulars of the Ministry of Industry and Trade guiding the implementation of a number of articles of the Border Trade Agreement. Organized an interdisciplinary delegation to survey the sub-border gates and openings in the area to select and propose the Provincial People's Committee to announce a list of sub-border gates permitted to conduct trading and exchange of goods.
Advise the Provincial People's Committee to announce 13 traders operating in Vietnam - Laos border trade; resolve petitions of residents and traders requesting to cross the secondary border gates on the land border of Quang Tri province; complete the agreement on the location and route of many energy connection projects from Laos to Vietnam included in the national power development plan, provincial plan and important national projects, key energy sector projects.
In the border area of Quang Tri province, the Department of Industry and Trade has supported production and business units with a budget of VND 2,460 million (including supporting 2 trade promotion projects with a budget of VND 790 million; supporting the application of advanced machinery and equipment in production with VND 1,670 million from industrial promotion capital).
Organize a conference on cooperation in developing the industry and trade of Quang Tri province and the industry and trade of neighboring Lao provinces. Connect businesses of Quang Tri province to participate in the fair in Savannakhet as well as invite businesses of Savannakhet and Salavan provinces to participate in the province's key annual fair.
Currently, the border trade infrastructure is mainly concentrated in the border area of Huong Hoa district: 1 commercial center in Lao Bao (has been converted to a market); 4 markets have been invested in and built, including: Huong Phung market (Huong Phung commune), Tan Phuoc market (Lao Bao town), Tan Long market (Tan Long commune) and Thuan commune market (Thuan commune and temporarily stopped operating in 2011) in Huong Hoa district; 12 petrol stations in the border area and border gates, mainly concentrated in Huong Hoa district; 2 supermarkets in the border area and border gates. In addition to the import and export waiting area system in the Lao Bao International Border Gate area, there are 2 warehouse projects under construction.
In general, many border trade development activities have been implemented, contributing to increasing the import-export turnover of the border area by 3.7 times within 10 years (from 241.9 million USD in 2015 to 895.67 million USD in 2024). In 2024 alone, border trade increased compared to 2023.
Total two-way turnover through international border gates in the province reached 835.3 million USD (Lao Bao International Border Gate reached 593.2 million USD, La Lay International Border Gate reached 242.1 million USD), up 27.77% over the same period last year, of which: Export reached 233.5 million USD, up 86.69%, import reached 601.8 million USD, up 13.8% over the same period last year. Export goods are mainly consumer goods, construction materials, fertilizers, gasoline; import goods are mainly wood, rubber, energy drinks, coal, sugar, agricultural products, charcoal...
Passenger immigration activities reached 806,124 arrivals, up 12.33% over the same period last year. Means of transport entering and exiting the country reached 303,611 arrivals, up 1.54% over the same period last year. The weight of imported and exported goods reached 3.1 million tons, up 3.6% over the same period last year.
Promoting the achieved results, in the coming time, the Department of Industry and Trade will advise the Provincial People's Committee to implement the contents of border trade management in the Vietnam-Laos border trade agreement; legal documents on border trade and the border trade development plan in Quang Tri province of the Provincial People's Committee.
In particular, focusing on border trade infrastructure, such as: logistics centers, warehouses, dry ports, markets..., especially in the border area of Dakrong district. Cooperation contents to facilitate coal import and export between Vietnam and Laos in Quang Tri province. Energy connection projects from Laos to Vietnam. Projects to support trade promotion and industrial promotion in border areas. Continuing to coordinate the implementation of projects: coal conveyors, upgrading and opening of secondary border gates, openings in the area, as well as projects to promote the development of border trade between Vietnam and Laos.
