Ministry of Home Affairs orients personnel arrangement plan when streamlining apparatus

The arrangement and assignment of staff must be carried out seriously, carefully, scientifically and strictly.

The document clearly states that, based on the policy in Conclusion No. 09-KL/TW dated November 24, 2024 of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW; implementing Document No. 141/KH-BCĐTKNQ18 dated December 6, 2024 of the Government Steering Committee on the orientation plan for arranging and streamlining the Government's organizational apparatus, the Ministry of Home Affairs requests ministries, branches and localities to pay attention to a number of contents related to the arrangement and organization of cadres, civil servants, public employees and people working under labor contracts (CBCCVC) when developing the Project for arranging the administrative apparatus.

Accordingly, it is necessary to ensure the building of a team of civil servants with reasonable quantity and structure, and with qualities and capacities to meet the requirements of each agency, organization and unit in the new period.

Specifically, streamlining the apparatus associated with restructuring the staff of civil servants must ensure that it does not affect the implementation of political tasks according to the functions and tasks of the agency, organization, and unit; improve the efficiency and effectiveness of the operations of the new agency, organization, and unit, especially tasks related to serving the people and businesses. Do a good job of propaganda, political and ideological work, create consensus and unity among the staff of civil servants when implementing the arrangement; promote the responsibility of setting an example for cadres and party members, especially party members holding leadership and management positions in implementing the Party and State's policies on arrangement and streamlining the apparatus; pay attention to and promptly resolve the regime and policies for civil servants after the arrangement according to regulations.

"When developing a plan to arrange and streamline the apparatus, ministries, agencies and localities must urgently develop a plan to arrange and assign civil servants and public employees, especially leaders, managers and heads of agencies, organizations and units; develop a specific roadmap to adjust the number of civil servants and public employees to ensure compliance with general regulations and in accordance with the functions and tasks of the newly formed agencies, organizations and units after the arrangement," the official dispatch of the Ministry of Home Affairs stated.

In principle, it is necessary to ensure the comprehensive leadership of the Party Committee and Party organizations in arranging and assigning cadres in accordance with Party regulations and the law. Civil servants must strictly comply with the assignment of the organization and the decision of the competent authority. The head of the Party Committee, agency, organization, and locality must be responsible for arranging and assigning civil servants under their management, ensuring the set goals according to the requirements of the Central Committee.

The arrangement and assignment of cadres must be carried out seriously, carefully, scientifically and strictly; ensuring democracy, publicity, transparency, principles and specific criteria, in accordance with the practical situation of the staff and the requirements of each ministry, branch and locality; in which attention should be paid to the arrangement and use of cadres with outstanding capacity, responsibility and dedication to work, meeting the requirements of tasks in the new situation.

Linking the arrangement and reorganization of personnel with streamlining the payroll and restructuring the staff of each agency, organization and unit; reviewing and evaluating the quality of the staff of each agency, organization and unit based on the requirements of the job positions at the new agency, organization and unit to carry out the arrangement and reorganization of personnel, streamlining the payroll and restructuring the staff.

The document also clearly states that the selection, arrangement and assignment of leaders and managers must be based on their capacity, strengths, prestige, work experience, and specific work product results in accordance with the functions and tasks of the new organization, especially for the head. At the same time, it is necessary to ensure the title standards according to the Party's regulations and the law, in conjunction with the Party Committee's structure and planning to prepare well for the personnel work of Party Congresses at all levels towards the 14th National Congress of the Party.

In particular, pay attention to and fully and promptly implement the regimes and policies for civil servants and public employees according to the Government's regulations and regulations of ministries, branches and localities, ensuring that after 5 years, the arrangement of redundant civil servants and public employees must be completed and the management and use of payroll must be implemented according to the general requirements of the Politburo at the newly established agencies, organizations and units after the arrangement (from the date the competent authority approves the Project).

The number of deputy heads of the unit formed after the arrangement may be higher than the regulation.

Positions under the management of the Politburo and Secretariat will be considered and decided by the Politburo and Secretariat according to their authority.

With the titles managed by Party committees, Party organizations, leaders, agencies, units, and localities according to the decentralization of provinces, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally-run cities and merged and consolidated agencies, organizations, and units, proactively develop plans to arrange and assign cadres to ensure the principles in cadre work and the purposes, requirements, and principles in arranging and assigning civil servants and public employees mentioned above according to the orientation for heads of agencies, organizations, and units.

Accordingly, based on practical conditions and standards, cadre capacity, the collective leadership of the Ministry, branch, and locality decides to select a leader who meets the task requirements of the new agency, organization, or unit after the arrangement; the selected personnel can be inside or outside the agencies, organizations, or units that are merged or consolidated into that new unit.

In case the head of the agency, organization or unit implementing the merger is not arranged to continue as the head, he/she will be arranged and assigned to an adjacent subordinate position and enjoy policies according to the Government's regulations on organizational arrangement.

Regarding the deputy of the head, based on the actual number of deputy heads of the agency, organization, or unit implementing the merger or consolidation, the collective leadership of the Ministry, branch, or locality shall decide to arrange them as deputy heads of the new agency, organization, or unit after the arrangement or arrange them to another agency, organization, or unit according to the task requirements and capacity of the staff.

In the immediate future, the number of deputies of the heads of agencies, organizations and units formed after the rearrangement may be higher than the regulations. Ministries, branches and localities must develop a plan to reduce the number of deputies according to general regulations within 5 years (from the date the competent authority approves the Project).

For civil servants who do not hold leadership or management positions, ministries, branches and localities, based on their functions, tasks and organizational structure formed after the reorganization, shall propose a plan for the reorganization and assignment of civil servants in accordance with the tasks they are undertaking before the merger or consolidation; in case they no longer have tasks, they can be assigned to other agencies, organizations or units that are suitable for their expertise and profession or resolve policies and regimes according to Government regulations.

In the immediate future, the maximum number of staff of the new agencies, organizations and units must not exceed the total number of civil servants and public employees currently present before the merger or consolidation. Ministries, branches and localities must develop a plan to reduce staff, in accordance with the general regulations of the Politburo within 05 years (from the date the competent authority approves the Project).

After implementing the organizational restructuring, ministries, branches and localities have plans to train, foster and improve the professional qualifications and skills of staff to meet the political requirements of agencies, organizations and units in the new situation; review and streamline the payroll for cases that do not meet the requirements of the tasks and lack a sense of responsibility.
