Appointing Ms. Nguyen Thanh Hai as Head of the Delegation Affairs Committee

National Assembly Chairman Tran Thanh Man has just signed Resolution No. 1075 of the National Assembly Standing Committee, on appointing Ms. Nguyen Thanh Hai, member of the Party Central Committee, member of the 15th National Assembly Standing Committee, to hold the position of Head of the Delegation Affairs Committee of the National Assembly Standing Committee.

With this resolution, Ms. Hai became the successor of Ms. Nguyen Thi Thanh (Vice Chairwoman of the National Assembly ) in the position of Head of the Delegation Work Committee.

Previously, on the afternoon of June 25, the National Assembly also elected Ms. Nguyen Thanh Hai as a member of the Standing Committee of the 15th National Assembly.

Ms. Nguyen Thanh Hai was born in 1970, from Hanoi , and was a cadre with a long time working at the National Assembly.

She is a member of the Party Central Committee, 12th and 13th terms; a National Assembly delegate, 13th, 14th and 15th terms, and has the professional qualifications of Associate Professor and Doctor of Physics.

From a student majoring in Physics at Hanoi - Amsterdam High School for the Gifted, Ms. Hai became a teacher at Tran Phu High School in Hanoi; lecturer and then Deputy Head of the Department of Science and Technology, Hanoi University of Science and Technology.

In 2007, she was appointed to the title of Associate Professor.

Ms. Hai has also held positions such as Deputy Director of the Vietnam Youth Academy, Central Committee of the Ho Chi Minh Communist Youth Union; Vice President of the Central Committee of the Vietnam Youth Union, President of the Central Training Council of the Union (2010-2011).

After more than 2 years as a Standing Member of the Committee on Culture, Education, Youth, Adolescents and Children of the 13th National Assembly, Ms. Hai became Deputy Head of the National Assembly Office and held the position of Chairwoman of the Committee on Culture, Education, Youth, Adolescents and Children of the 13th National Assembly at the end of 2015.

After more than 1 year as Chairwoman, Ms. Hai holds the position of Head of the Petition Committee of the 14th National Assembly Standing Committee.

In mid-2020, she transferred to work in the locality, holding the position of Secretary of Thai Nguyen Provincial Party Committee and has held that position until now.

The Delegation Work Committee is an agency under the National Assembly Standing Committee, established by the National Assembly Standing Committee, with the function of advising and assisting the National Assembly Standing Committee on delegation work, organizational work, personnel work and performing other functions assigned by the National Assembly Party Delegation and the National Assembly Standing Committee.

The leadership of the Delegation Work Committee includes the Head and Deputy Heads, appointed by the National Assembly Standing Committee.

One of the important tasks of the Delegation Work Committee is to prepare and introduce candidates for full-time National Assembly deputies at the Central level; to estimate and allocate the number of elected National Assembly deputies; and to determine the structure and composition of candidates for National Assembly deputies.

This agency is also responsible for regulating the apparatus to assist the National Election Council; deciding and announcing the date of additional elections for provincial People's Council deputies; receiving from the National Election Council the summary minutes, records, and documents on the election of National Assembly deputies...

The Delegation Affairs Committee presides over advising the National Assembly Standing Committee on submitting to the National Assembly the election, approval, dismissal, removal, vote of confidence, and vote of no confidence for persons holding positions elected or approved by the National Assembly;

This is also the agency that regulates and organizes the implementation of personnel management work for full-time National Assembly deputies at the Central level, cadres and civil servants under the management authority of the National Assembly Standing Committee; regulates the regime, policies and other conditions for full-time National Assembly deputies...
