(MPI) – The Minister of Planning and Investment has just signed and issued Decision No. 2501/QD-BKHĐT approving the Digital Transformation Project of the Ministry of Planning and Investment for the period 2025-2030.

Promote digital transformation in an efficient, fast and synchronous manner

The project is developed to apply to units under the Ministry of Planning and Investment and related agencies, units, organizations and individuals in implementing digital transformation activities of the Ministry of Planning and Investment; to promote the digital transformation process in the activities of the Ministry of Planning and Investment in an effective, fast and synchronous manner to help improve information quality, quickly and promptly meet the information needs of leaders at all levels and the whole society, and improve the accessibility of data for information users.

With the general goal of promoting the implementation of Digital Transformation, developing e-Government at the Ministry of Planning and Investment on the basis of administrative reform, focusing on people and businesses, implementing digital transformation, towards digital Government, digital economy, digital society and ensuring network information security. Building platforms, developing information technology and communications infrastructure. Creating a digital data warehouse of the Ministry of Planning and Investment to meet the requirements of connection, sharing information resources and data.

Providing basic public services online, meeting real needs, serving people and businesses anytime, anywhere, based on many different means. Digital transformation to reduce time, the number of times a year people and businesses have to go directly to state agencies to carry out administrative procedures. Digital transformation to serve state agencies; Digital transformation to serve people and businesses; Digital transformation of statistics and forecasting of the socio-economic situation.

At the same time, digital transformation in the management of public investment plans and projects to shorten the time for processing records, reduce operating costs; increase publicity and transparency in the management of public investment plans, in order to contribute to improving the effectiveness and efficiency of management of operations and use of public investment capital from the central to local levels. Digital transformation in the internal operations of the Ministry aims to increase the speed of work processing and reduce operating costs. Digital transformation serves the exchange of information and data, and serves online propaganda and communication work.

Develop technical infrastructure, information systems, national databases, create a foundation for IT development in the Ministry, ensure information safety and security. Integrate and connect information systems, national databases in the Ministry, create an environment for sharing information, data of the Ministry and other information systems.

Digital transformation aims to provide management tools, share data and create a digital environment for cadres, civil servants, public employees and workers of ministries and branches to organize, manage and operate work more effectively; increase publicity and transparency in public service, prevent corruption, save costs and time, increase labor productivity, contribute to improving the effectiveness and efficiency of direction and administration, and improve operational efficiency.

The project sets a target that by 2025, 100% of documents will be sent and received electronically in the network environment (except for documents within the scope of state secrets); 70% of archived records will be digitized and archived electronically. 80% of public services will be online, provided on various access devices, including mobile devices; 90% of work records at the ministerial level will be processed in the network environment (except for work records within the scope of state secrets); 100% of reporting regimes, indicators for synthesizing periodic reports and statistical reports on socio-economics serving the direction and administration of the Ministry, the Government, and the Prime Minister chaired by the Ministry will be implemented online through the Ministry's reporting information system and specialized information systems under the Ministry's state management scope and connected, integrated, and sharing digital data on the Government Reporting Information System; 100% of the national databases built, managed and operated by the Ministry are completed, connected and shared nationwide; data of state agencies are gradually opened to provide timely public services, one-time declaration, full life cycle serving people and socio-economic development; 50% of inspection and supervision activities of state management units are carried out through the digital environment and information systems; 100% of civil servants, public employees and workers are popularized in skills of conversion, network security and safety; 100% of units under the Ministry are assessed for digital transformation; 100% of accounting and asset management work is carried out in the digital environment; 100% of monitoring tasks assigned by the Government, the Prime Minister to the Ministry, by the Ministry's leaders to units and by units is carried out in the digital environment; 100% of information reflecting people and businesses is managed in the digital environment, integrated with the feedback and recommendation system of the Government; 50% of the ministerial reporting regime; the provincial, district and commune reporting regime with fast frequency (online) serving the management and operation work in the Statistics sector from the central to local levels is carried out in the digital environment; 100% of investment monitoring reports of ministries, branches, localities, corporations and general companies are carried out in the digital environment; 100% of public services are converted to use VNeID for authentication; Completing the data warehouse and digital management platform of the Ministry; 100% of information systems and databases are approved; Proposals for level and implementation of approved plans are implemented; 100% of information systems and databases are monitored and maintained to share monitoring information with the National Cyber ​​Security Monitoring Center; 100% of information systems and databases are deployed to ensure network safety and security according to the 4-layer model (According to Directive No. 14/CT-TTg dated May 25, 2018 of the Prime Minister).

By 2030, 100% of public services will be online, provided on various access devices, including mobile devices; 100% of information systems and databases under the state management of the Ministry will be built and completed; 100% of archived records will be digitized and stored electronically; 100% of civil servant and public employee records will be digitized and synchronized with the national database on civil servants and public employees; 100% of work records at the ministerial and provincial levels; 90% of work records at the district level and 70% of work records at the commune level will be processed in the network environment (except for work records within the scope of state secrets); 70% of inspection and supervision activities of state management units will be carried out through the digital environment and information systems; 100% of public investment planning work from the central to local levels will be carried out in the digital environment; Organize the exploitation and operation of the Ministry's comprehensive data warehouse using BigData and AI technologies to manage, analyze, and provide information to support decision-making for leaders at all levels; 100% of ministerial-level reporting regimes; fast-frequency provincial, district, and commune-level reporting regimes (online) to serve management and operation in the Statistics sector from central to local levels are carried out in a digital environment.

7 groups of solutions to create the foundation for digital transformation

Regarding tasks and solutions to create the foundation for digital transformation, the Project proposes 7 specific solutions, including: digital awareness; perfecting the legal environment; developing digital infrastructure; developing digital data; ensuring information security and network security; developing human resources and international cooperation, research, development and innovation in the digital environment.

In particular, regarding the digital awareness solution, it is stated that the head is directly responsible for digital transformation in the agency or organization under his/her charge. Organize the dissemination and implementation of the Party's policies, raise awareness of Party committees at all levels, authorities, people and businesses about the necessity and urgency of digital transformation. Promote the implementation of resolutions, programs, plans, projects and projects on e-Government development. Speed ​​up the construction of national databases and specialized databases to serve the state management requirements of the Ministry of Planning and Investment.

Propagating, raising awareness and digital skills; Developing plans and coordinating with relevant units to organize training courses on knowledge and skills on digital transformation for officials, civil servants and public employees of the Ministry; Integrating the Ministry's digital transformation activities into the annual evaluation and emulation and reward criteria of collectives and individuals in the Ministry; Disseminating digital skills; Continuing to assess the digital transformation index at units under the Ministry; Providing full information on the Ministry's electronic information portal according to current regulations.

Regarding digital infrastructure development, developing Digital Government Infrastructure to serve the activities of the Ministry of Planning and Investment on the basis of combining the strengths of the Specialized Data Transmission Network, the Internet, and the data centers of state agencies to serve interconnection, throughout the 4 administrative levels, using encryption mechanisms and technology to ensure network safety and security in a safe and secure manner. Restructuring the information technology infrastructure of the Ministry of Planning and Investment, converting the information technology infrastructure into a digital infrastructure applying cloud computing technology to serve the connection, management of the resources and data of the Ministry in a safe, flexible, stable and effective manner.

For digital data development solutions, deploy the National Information System and Database on Public Investment (new version) nationwide. Continue to improve the System to meet the changing requirements of the Law and practical requirements of state management. Complete the Information System on investment monitoring and evaluation, deploy nationwide. Maintain, upgrade and develop the National Information System on Business Registration.

Deploy data sharing from the national database on business registration with the national database on online bidding to simplify procedures for declaration and online contractor registration, and the national database on population. Deploy data sharing from the national database on business registration with ministries, branches, and localities in need to promote the process of simplifying dossier components and administrative procedures for ministries, branches, and localities...

Regarding information security and network security, deploy network security assurance plans according to the 4-layer protection model. Complete the Ministry's Network Security and Safety Monitoring Center, ensuring full connection with the National Information Monitoring Center. Review, update and submit for approval the Proposal for levels according to new regulations and immediately implement the plan after approval. Periodically and suddenly conduct inspections and assessments of network security and safety according to the provisions of law and the Ministry...

Accordingly, units within the Ministry shall organize the implementation of tasks and solutions in the Project related to the functions, tasks and powers of the unit. Disseminate, propagate and organize the implementation of legal documents, regulations and guidelines on digital transformation to raise awareness and the role of digital transformation. Seriously implement the directions of the Government, Prime Minister, Ministry and Minister with the highest determination so that digital transformation activities at the Ministry are practical and effective.

Strictly implement the regulations on ensuring the safety and security of the Ministry's computer network. Develop, promulgate and organize the implementation of internal regulations on the use of independent computers in drafting documents containing state secrets. Develop and organize the implementation of internal regulations on management and ensuring the safety and security of network information.

At the same time, use the Ministry's shared systems and platforms in a unified manner: Integrated data sharing platform; Overall digital management platform; Document and work record management system; Online meeting platform; Reporting information system; Information system platform for handling administrative procedures. Implement assigned tasks to ensure the completion of targets in the National Committee's Action Plan on digital transformation. Promote propaganda, dissemination to raise awareness and equip basic skills on information security for cadres, civil servants, public employees and workers in the agency.

Organize the implementation of tasks 6 and 7 in section III. Periodically review and summarize difficulties and problems in the implementation of the Project every month and send reports to the Center for Information Technology and Digital Transformation. Report submission deadline is before the 5th of each month./.
