Responding to the proposal of the National Assembly Delegation of Thanh Hoa province on expanding the North-South Expressway and increasing the number of lanes to ensure traffic, the Ministry of Transport said that according to the Road Network Planning for the 2021-2030 period, with a vision to 2050, the North-South Expressway in the East is 2,063km long (the section through Thanh Hoa province is about 99km long), with a scale of 4-10 lanes (the section through Thanh Hoa province has a scale of 6 lanes), and the investment process is before 2030.

The Ministry of Transport has been investing in the eastern North-South expressway, striving to basically complete the entire route in 2025, of which the section through Thanh Hoa province with a 4-lane scale has been completed and put into operation since 2023.
Affirming that investment in expanding the North-South expressway in the east to full scale according to the planning to meet future transportation needs is necessary, the Ministry of Transport said it will coordinate with relevant ministries and branches to report to the Government and the National Assembly to consider investing in completing the entire route according to the approved planning at an appropriate time when transportation needs increase and capital sources are balanced.
Regarding the proposal to invest in traffic routes connecting to the North-South Expressway from voters in Thanh Hoa province, the Ministry of Transport said that on the eastern section of the North-South Expressway through Thanh Hoa province, a total of 7 traffic intersections have been invested to connect with local routes and national highways.
For 5 local routes connecting to the eastern North-South Expressway, Thanh Hoa Provincial People's Committee is currently implementing investment with a total investment of about 8,800 billion VND, expected to be completed in 2025.
For 6 national highways connecting to the North-South expressway in the east, 1 route has been invested in accordance with the planning, ensuring the ability to connect with the vertical axes, National Highway 1 and Nghi Son Economic Zone.
The remaining 4 routes, due to the Ministry of Transport's medium-term public investment plan for the period 2021-2025 approved by the National Assembly with resources mainly focused on important and urgent driving projects, have not been able to balance capital allocation for investment. The Ministry of Transport has noted this and will study investment at the appropriate time when capital sources are balanced.
"The Ministry of Transport has assigned the Vietnam Road Administration to repair damaged roadbeds, road surfaces, drainage systems... on national highways connecting to the North-South Expressway in the East in Thanh Hoa province from 2022 to present with a budget of about 360 billion VND, ensuring safe operation and facilitating people's travel," said the Ministry of Transport.
Regarding the proposal to invest in the East Thanh Hoa City Ring Road 3, the Ministry of Transport said that this route is under the management and investment authority of Thanh Hoa Provincial People's Committee and is in the list of priority investment projects in the Thanh Hoa province planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister.
Thanh Hoa Provincial People's Committee proactively balances local budget resources to implement in accordance with the approved planning. The Ministry of Transport will closely coordinate during the implementation process.
