Accordingly, the Ministry supports the policy of Dong Nai Provincial People's Committee to sponsor the Bien Hoa airport planning document for the period 2021-2030, with a vision to 2050.
However, the ministry believes that the sponsorship and receipt of sponsorship products, which are planning documents, must ensure compliance with the principles prescribed in Clause 3, Article 38, Decree 05/2021 of the Government on management and exploitation of airports; ensure that it is not bound to the form of investment and development of Bien Hoa airport and that the Ministry of Transport does not have to reimburse planning costs.
The Ministry of Transport also assigned the Civil Aviation Authority to guide and closely coordinate with Dong Nai authorities and relevant agencies and units to develop and complete sponsorship products; organize the reception of sponsorship products for review and carry out approval procedures according to regulations.
Regarding this issue, at the end of October, Dong Nai Provincial People's Committee sent a document to the Ministry of Transport requesting consideration and approval to allow the province to sponsor the detailed planning dossier of Bien Hoa airport.
This is to speed up the investment process of turning Bien Hoa military airport into a civil airport, according to the planning approved by the Prime Minister.
Bien Hoa Airport was built before 1975. For many years, the airport has served military purposes, training flights to protect the airspace.
In June, the Prime Minister approved the master plan for the development of the airport system for the 2021-2030 period, with a vision to 2050, including Bien Hoa airport.
Accordingly, this airport is planned to be a domestic airport serving dual-use exploitation in the period 2021 - 2030, with a capacity of 5 million passengers/year. Vision to 2050, the capacity is 10 million passengers/year. Bien Hoa airport is expected to be invested in under the public-private partnership (PPP) method.
Handing over dioxin-cleaned park land at Bien Hoa airport
The dioxin remediation project at Bien Hoa airport has been implemented since April 2019, covering an area of 15 hectares. Phase 1 has been handed over and returned.
