Ministry of Transport requires construction of "critical path" to complete expressway projects
This "critical path" of progress must be suitable for site clearance conditions, material sources, and weather conditions to serve as a basis for monitoring and strictly controlling the construction progress of expressway projects that must be completed in 2025.

This is the requirement set by Minister of Transport Nguyen Van Thang for the project management boards under his management to effectively implement the 500-day and night peak competition to complete 3,000 km of expressway.
In Official Dispatch No. 9312/BGTVT-CQLXD, the Minister of Transport requested leaders of project management boards to be proactive and direct and urge construction contractors to coordinate with localities to remove difficulties and obstacles in site clearance, relocation of technical infrastructure, and supply of construction materials; to focus, be highly determined, make great efforts, and resolutely carry out construction with the spirit of "overcoming the sun, overcoming the rain", "only working, not backing down", "3 shifts, 4 shifts", "eating quickly, sleeping urgently", "through holidays, Tet, and days off", "finishing what needs to be done", "committed to, must be done, promised to be done" to speed up the progress of project implementation.
Project management boards are assigned to direct and urge contractors to focus on construction of items that are critical to progress such as: large tunnels and bridges; areas that must be loaded, weak ground treatment, etc.
In particular, project management boards must develop and issue detailed plans for "critical progress of project completion in 2025" in accordance with site clearance conditions, material sources, and weather conditions to serve as a basis for monitoring, urging, directing, and strictly controlling the construction progress of projects, ensuring the completion of the target of 3,000 km of expressways; send project progress to the Department of Construction Investment Management and the Vietnam Expressway Administration.
The Minister of Transport assigned the Thang Long Project Management Board to develop a plan and organize the selection of investors for the Dau Giay – Tan Phu Project to start the project soon; the My Thuan Project Management Board directed contractors to coordinate with localities to soon resolve the source of sand for the Can Tho – Hau Giang, Hau Giang – Ca Mau, Cao Lanh – Lo Te Projects; the Ho Chi Minh Road Project Management Board directed contractors to speed up the search for stone supply sources for the Hoa Lien – Tuy Loan Project.
The Department of Construction Investment Management and the Vietnam Expressway Administration are assigned to urge investors/project management boards to build and issue detailed plans for "critical progress to complete projects in 2025"; closely monitor, urge, and control progress, especially the Can Tho - Ca Mau component project, Bien Hoa - Vung Tau project, Hoa Lien - Tuy Loan, Cao Lanh - Lo Te.
These two specialized management departments for construction and investment in the expressway system will also have to coordinate with localities to develop a detailed plan for the "critical progress of completing projects in 2025", ensuring the completion of the target of 3,000 km of expressway by the end of 2025 (especially for the 436 km of 14 projects/component projects that are behind schedule).
Minister Nguyen Van Thang assigned the Deputy Ministers according to the assigned tasks to actively urge and direct investors/project management boards to proactively work with localities to complete the target of 3,000 km of expressway by 2025, especially the projects that are currently behind schedule. Regarding the tasks assigned to ministries, branches and localities, the Deputy Ministers are requested to urge the units to actively coordinate to accelerate the implementation.
It is known that in the past 3 years, the whole country has completed about 1,000 km of expressways, passing through 15 provinces and cities, bringing the total number of expressways to nearly 2,100 km; projects under construction with over 1,700 km, preparing to start construction with about 1,400 km; projects spread across 48 provinces and cities across the country.
On average, over the past 3 years, the country has put into operation about 300 km of highways each year, equal to the previous 10 years combined.
However, to be able to complete the remaining 1,000 km of highway in about 500 days and nights is still a huge challenge, forcing the transport industry to create an even faster sprint.
Specifically, in addition to the 2,021 km already put into operation, there are currently about 1,700 km of expressway under construction, of which nearly 1,200 km are planned to be completed by 2025.
Among the projects scheduled to be completed in 2025, nearly 700km (belonging to 13 projects/component projects) basically meet the schedule; the remaining 300km require drastic direction and removal of many difficulties and obstacles to be completed in 2025.
