The Ministry of Transport has just sent a document to the People's Committees of provinces and cities and the State Capital Management Committee at enterprises requesting to deploy investment in the synchronous construction of intelligent transportation systems (ITS) on expressways.
The Ministry of Transport emphasized that ITS helps increase connectivity between people, vehicles and highway infrastructure to optimize operational efficiency, ensuring smooth, safe, efficient, convenient and environmentally friendly traffic.
For example, some routes have completed the ITS system during the project investment and construction process and have been put into synchronous operation as soon as the routes are put into operation, promoting efficiency in the management, operation and maintenance process, improving traffic capacity and ensuring traffic safety.
From this result, the Ministry of Transport requested the People's Committees of provinces and cities, the State Capital Management Committee at enterprises to direct specialized construction agencies, investors, and consultants to review, research, and deploy investment in the construction of ITS systems and traffic management centers to meet the requirements of highway exploitation.
The Ministry of Transport requires the equipment system to be modern, applying advanced technologies; synchronous and effective connection between the route traffic management and operation centers and the national intelligent transport system management center; the roadmap for implementing the proposed model is suitable for Vietnam's conditions, compatible with the world's ITS system standards, ensuring effective highway exploitation, and improving the management and operation capacity of the transport sector.
Accordingly, in the period of 2023-2025, the Ministry of Transport will develop a national ITS system plan and national ITS architecture until 2030; complete the system of legal documents for investment and exploitation of ITS systems and complete the system of standards used in investment and operation of ITS systems; prepare and implement investment in ITS systems for expressways that have been and are being invested in.
The Ministry of Transport will complete and unify the model of the development stages of the non-stop toll collection system (ETC); deploy investment in the non-stop toll collection system on expressways (non-stop collection, no input barriers) to ensure suitable conditions and synchronization across the entire expressway system.
In the 2025-2030 period, the construction of a national traffic management and operation center will be implemented; traffic management and operation centers will be connected to the national traffic management and operation center; and the operation of the national traffic management and operation center for the expressway system will be carried out.
After 2030, continue to complete the ITS system of fully invested expressways; connect local ITS centers to the national traffic management and operation center; operate the national traffic management and operation center nationwide.
When investing in the ITS system and the route traffic management center, the Ministry of Transport recommends that current standards and the Project on orientation in investment, operation and exploitation of intelligent traffic systems on expressways approved by the Ministry of Transport must be complied with.
Previously, at the meeting to deploy investment in the construction of rest stops and intelligent traffic systems of the ministry on February 21, Minister of Transport Nguyen Van Thang requested the project management boards (with the responsibility of being the project investors) to urgently deploy investment in construction, complete the ITS system and the route traffic management center to ensure synchronous operation when the expressway is inaugurated and put into operation.
“The bidding process for selecting contractors must ensure publicity, transparency, and savings; technology and equipment must be invested in a synchronous and modern manner, and the Minister must be responsible to the Minister if there are further delays and the project quality is not guaranteed,” Minister Nguyen Van Thang emphasized.
