The Ministry of Education and Training (MOET) has just issued Circular No. 17 dated October 10, 2023 on the Regulations on National Excellent Student Competitions replacing Circular 56.

Accordingly, the Regulations have some basic new points. Specifically, regarding the number of candidates, the new circular unifies the regulations for each unit to have a maximum of 10 candidates; Ho Chi Minh City and Hanoi have 20 candidates... In addition, the participation of higher education institutions and the Department of Education and Training in the stages of organizing the exam is increased.
Second, continue to organize practical exams for Physics, Chemistry, and Biology in the International Olympic Team Selection Exam. For the National Excellent Student Exam, instead of organizing practical exams in the National Excellent Student Exam, the exam questions for Physics, Chemistry, and Biology will have content that requires candidates to solve using knowledge related to experimental and practical skills.
Third, increase the prize ratio of the national excellent student selection exam to ensure compliance with the regulations of regional and international Olympics. Accordingly, 60% of the prizes will be from the Encouragement Prize and above (previous years were 50%); in which, the total number of First, Second, and Third prizes will not exceed 60% of the total prizes, the number of First prizes will not exceed 5% of the total prizes.
Fourth, supplement the Certificate in the exam. The Certificate of students participating in the national high school excellent student exam is issued to candidates who participate in the exam but do not win a prize, this helps them have long-term personal information about participating in the exam.
At the same time, strengthen supervision, inspection and examination to effectively implement the state management function of the Ministry of Education and Training while enhancing the professional responsibility of scientific experts, lecturers, researchers of academies, research institutes, universities, colleges and high school teachers participating in organizing the exam.
Supplement regulations related to the transportation of exam papers so that, when necessary, exam papers can be transported through the Government Cipher Committee's system and the form of testing on computers connected to local/internal networks for the IT subject. Flexibility in regulations on the location of the international Olympic team selection exam.
