Ministry of Education and Training responds to voters' proposal to consider high school graduation instead of organizing exams

Recently, Minister of Education and Training Nguyen Kim Son responded to the petition of voters of An Giang province sent before the 7th session of the 15th National Assembly. Accordingly, voters proposed to organize graduation exams for high school students nationwide instead of the current form of organizing national high school graduation exams.

Responding to the petition of voters in An Giang province, Minister of Education and Training Nguyen Kim Son said that Clause 3, Article 34 of the 2019 Education Law stipulates: "Students who have completed the high school program and meet the requirements prescribed by the Minister of Education and Training are eligible to take the exam. If they meet the requirements, they will be granted a high school graduation certificate by the head of the specialized education agency under the provincial People's Committee. Students who have completed the high school program and meet the requirements prescribed by the Minister of Education and Training but do not take the exam or do not meet the requirements will be granted a certificate of completion of the general education program by the school principal."

The Minister of Education and Training added that the organization of high school graduation exams to consider recognition of high school graduation has been stipulated in the 2019 Education Law.

The exam serves the purpose of obtaining exam results to consider recognition of high school graduation and is one of the bases for assessing the quality of teaching and learning of general education institutions and the direction of education management agencies. At the same time, it provides reliable data for universities and vocational education institutions to use in enrollment in the spirit of autonomy.

The Minister of Education and Training affirmed that organizing the high school graduation exam is an important task of the education sector, which is of interest to society. The Party, the National Assembly, and the Government have issued many resolutions related to the work of exams and recognition of high school graduation, such as: Resolution 29-NQ/TW, dated November 4, 2013 of the Central Executive Committee; Resolution 88/2014/QH13, dated November 28, 2014 of the National Assembly; Resolution 144/NQ-CP, dated September 10, 2023 of the Government.

According to the exam plan issued with Decision 4068/QD-BGDDT, it ensures compactness, reduces pressure and costs for society.

Candidates with sufficient results represent the fields of social sciences, natural sciences and technology, arts, foreign languages, while ensuring the right to proactively choose according to the goals of the 2018 General Education Program.

Voters in An Giang province also proposed that the Ministry of Education and Training assign local Departments of Education and Training to decide and select a unified set of textbooks by grade level.

Regarding this issue, in a document responding to An Giang voters, the Minister of Education and Training said that Resolution 88/2014/QH13, dated November 28, 2014 of the National Assembly stipulates the socialization of textbook compilation, with a number of textbooks for each subject. Textbooks compiled according to the 2018 General Education Program are socialized, creating conditions for many individuals and organizations with the ability and conditions to participate in the compilation of textbooks, creating good quality textbooks from many different groups of authors; students and teachers have the opportunity to choose textbooks that are suitable for their socio-economic conditions and teaching and learning conditions at general education institutions.

Implementing the 2019 Education Law, the Ministry of Education and Training has issued Circulars regulating the selection of textbooks in general education institutions, including regulations that each general education institution selects one textbook from the list of textbooks approved by the Minister of Education and Training for each subject and class, suitable to the teaching and learning organization conditions and socio-economic conditions of the locality.

"Thus, the use of textbooks selected by educational institutions must ensure that they are suitable for local conditions and the goals of the general education program.

Regarding teaching and learning in general education institutions, which are implemented uniformly nationwide according to the General Education Program issued with Circular 32/2018/TT-BGDDT, the fact that each school organizes teaching with different sets of textbooks does not affect parents' participation in the process of testing and guiding their children's learning," said Minister Nguyen Kim Son.
