The Ministry of Education and Training directs the Departments of Education and Training to guide schools in assessing students' abilities in the forms of questions and answers, writing, presentations, and practice when enrolling students in grade 6.

Accordingly, in order to effectively carry out enrollment work from the 2024-2025 school year according to the new regulations, the Ministry of Education and Training requests that the Departments of Education and Training urgently deploy the organization of selection and soon announce the third subject or exam according to regulations to facilitate students in studying, completing the program and reviewing, preparing well for conditions, creating a mentality of readiness to take the exam and achieving good results.

Urgently develop and publish principles and criteria for admission to grade 6 of junior high school in accordance with local conditions so that students, parents, teachers and schools can clearly understand and be proactive in admission work.

For schools with the number of students registering to study exceeding the school's assigned quota, the Department of Education and Training guides schools to conduct student capacity assessment in various forms (as stipulated in the student assessment regulations) such as: question-answer, writing, presentation, practice, experiment,... to ensure that enrollment is carried out fairly, publicly, transparently, and in accordance with practical conditions.

The Ministry of Education and Training requests that the Departments of Education and Training promptly implement this. During the implementation process, if there are any difficulties or problems, they should be reported to the Ministry of Education and Training (through the Department of Secondary Education) for coordination and resolution.

Previously, the Regulations on Secondary and High School Admissions issued by the Ministry of Education and Training stipulated that secondary school admissions would be conducted by examination. This meant that the 6th grade entrance examination had to be stopped, causing thousands of parents and students in Ho Chi Minh City to worry.

Admission to grade 6 through a competency assessment test is considered a fair form, reducing pressure in the context of the goal of building schools with "specific" and high-quality factors in each locality but still having to ensure enough places for students in the area.

The principal of a secondary school in Ho Chi Minh City that conducts 6th grade admissions through a survey said that before enrolling students using this method, the school faced a lot of pressure. Each year, the quota for 6th grade admissions is only about 300 students, but there are thousands of students who meet the requirements. Although it goes through many screening stages, taking a lot of time and effort, the admission process is very difficult to be objective and fair compared to when organizing a survey.
