In recent times, the work of combating illegal, unreported and unregulated (IUU) fishing in the area has been strengthened and implemented synchronously and drastically by the Provincial Border Guard.

To thoroughly and strictly implement the directives and plans of the Border Guard Command, the Provincial Party Committee, and the Provincial People's Committee on combating IUU fishing, the Provincial Border Guard Command Party Committee has issued resolutions, plans, official dispatches and telegrams directing functional departments and units on combating IUU fishing, preventing and ending the situation of Vietnamese fishing vessels illegally exploiting seafood in foreign waters.
In particular, the Provincial Border Guard Command has implemented a plan to launch a peak period against IUU fishing from January 1 to April 30, 2024. Accordingly, synchronous measures will be deployed to investigate and verify fishing vessels that cross the eastern side of the demarcation line of the Gulf of Tonkin, establish many working groups to directly coordinate with Border Guard Stations to control entry and exit from ports and patrol, control and handle violating fishing vessels. Strengthen propaganda, dissemination and education of laws and related documents, during the peak period, 3,000 leaflets on 14 IUU violations according to Article 60 of the Fisheries Law were distributed to stations and stations for fishermen to issue to control stations. Closely coordinate with units and People's Committees of coastal districts to organize propaganda, inspection and review of fishing vessels lacking procedures and documents, and urge the implementation of tasks to prevent illegal IUU fishing.

In 2023 alone and as of March 12, 2024, the Border Guard Stations have organized more than 200 patrols, controlling 11,468 fishing boats. Through patrols and controls, they have detected and handled 91 cases/91 violators in the fisheries sector, contributing nearly 500 million VND to the budget; prosecuted 2 cases and 3 subjects for the act of illegally transporting and trading explosives, confiscating 10 kg of explosives, 500 detonators and 149m of slow-burning fuse.

Major Luong Khac Hanh, Deputy Political Commissar of Hai Hoa Border Guard Station, said that during the peak period from January 1, 2024 to March 13, 2024, the unit coordinated with local Party committees, authorities, and functional forces to promote propaganda on preventing and combating IUU fishing and related documents. Focusing on vehicle owners at high risk of IUU violations, while strengthening inspection and control of vehicles entering and exiting at inlets.

The provincial Border Guard has thoroughly grasped and deployed to all stations and stations on duty 24/7 at river mouths and inlets, strengthened law enforcement measures, resolutely not allowing fishing boats to go to sea (including boats from other provinces) without ensuring procedures and documents according to regulations, managed to accurately determine the anchorage location of "3 no" boats (not registered, inspected, not granted fishing license), firmly grasped the means of transport lacking procedures, documents and safety equipment in the area, focused on handling the means of transport deliberately avoiding inspection and control by the authorities.
