Ministry of Industry and Trade meets to seek opinions on Draft Proposal, Draft Decision approving Vietnam Logistics Services Development Strategy

On the morning of May 20, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan chaired a meeting to seek opinions on the Draft Proposal and Draft Decision of the Prime Minister approving the Strategy for developing Vietnam's logistics services for the period 2025 - 2035, with a vision to 2045 (Strategy).

Pursuant to Decision No. 221/QD-TTg dated February 21, 2021 of the Prime Minister amending and supplementing Decision No. 200/QD-TTg dated February 14, 2017 on approving the Action Plan to enhance competitiveness and develop Vietnam's logistics services by 2025, the Ministry of Industry and Trade has developed a Draft Strategy for developing Vietnam's logistics services for the period 2025 - 2035, with a vision to 2045 (Strategy).

On December 28, 2023, the Ministry of Industry and Trade issued Official Dispatch No. 9270/BCT-XNK to ministries, branches, provincial People's Committees, associations and relevant agencies and units requesting their participation in formulating the Strategy and reporting on the assessment and summary of the implementation results of the Action Plan to enhance competitiveness and develop Vietnam's logistics services by 2025 approved by the Prime Minister in Decision 200/QD-TTg dated December 20, 2017.

Based on the synthesis, analysis and evaluation of the summary report on the implementation of the Action Plan to enhance competitiveness and develop Vietnam's logistics services by 2025 of the Ministries, branches and Provincial People's Committees, the Ministry of Industry and Trade has developed a draft Strategy for the Development of Vietnam's Logistics Services for the period 2025 - 2035, with a vision to 2045.

The Ministry of Industry and Trade has directed members of the Research Group and the Drafting Board to focus on synthesizing information and data, combining research and reviewing the current status of logistics service development in Vietnam to draft the Strategy.

At the same time, the Strategy Drafting Committee organized activities to widely collect public opinions from relevant ministries, branches, agencies, organizations, associations, localities and enterprises nationwide in many forms. Of which, on January 24 and 26, 2024, the Ministry of Industry and Trade organized a workshop to collect opinions on the Draft Strategy in Hanoi and Ho Chi Minh City.

To ensure the quality of the draft Strategy, the leaders of the Ministry of Industry and Trade have directed the direction to supplement and overcome the remaining issues that are lacking and not fully mentioned in the Draft Strategy Project Reports and Draft Decisions.

Based on the synthesis and acceptance of opinions from ministries, branches, localities, associations, enterprises, experts and scientists, the Ministry of Industry and Trade has revised and completed the draft Strategy and the Decision approving the Strategy to submit to the Prime Minister.

At the meeting, the leaders of the Import-Export Department briefly presented the Draft Strategy for developing Vietnam's logistics services for the period 2025 - 2035, with a vision to 2045.

Suggesting more issues for delegates to discuss at the meeting, Deputy Minister Nguyen Sinh Nhat Tan emphasized that the Draft Strategy for the Development of Vietnam's Logistics Services needs to ensure feasibility for the implementation of the Strategy after it is issued.

Some contents that need to be noted include: Integrating the Strategy with national plans, strategies, specialized plans, regional plans, etc.; Linking and connecting logistics service development between regions and localities; Increasing the capacity and market share of logistics services in the domestic market of Vietnam's logistics enterprises compared to foreign enterprises; Enhancing the role of central business associations connecting enterprises in the industry, meeting development target requirements to ensure feasibility in implementing the Vietnam Logistics Services Development Strategy; Green development, digital development associated with logistics service activities; Training human resources, vocational training, high-quality professional skills to serve the development needs of the industry, etc.

At the meeting, representatives of ministries, branches and associations highly appreciated the draft Strategy for developing Vietnam's logistics services for the period 2025 - 2035, with a vision to 2045, which has been developed by the Drafting Committee and Editorial Team in a comprehensive, systematic and comprehensive manner, but it is necessary to clarify and focus on some contents such as: The role and activities of ministries and branches in coordinating the implementation of logistics development solutions; solutions for developing import-export enterprises, creating sources of goods for logistics services; in-depth training on the logistics service industry; inter-regionality in implementing the Strategy; developing infrastructure associated with digital transformation (digital infrastructure) for logistics service development...

Receiving the guidance of Deputy Minister Nguyen Sinh Nhat Tan, Head of the Steering Committee, as well as comments at the meeting, Mr. Tran Thanh Hai - Deputy Head of the Steering Committee, Head of the Drafting Committee said that the Standing Committee of the Strategy Drafting Committee will continue to receive and synthesize comments to supplement, edit and complete the draft Strategy.

According to the plan, after the Strategy is issued by the Prime Minister, the Ministries, branches and local associations will develop and issue the Strategy Implementation Plan. Therefore, it is recommended that the Ministries, branches and local associations participate in developing the content of these specific Plans to effectively and feasibly implement the Strategy.

Concluding the meeting, Deputy Minister Nguyen Sinh Nhat Tan respectfully thanked the contributions of representatives of ministries, branches, associations, and experts, and highly appreciated the efforts of the Drafting Committee and research expert groups in the work of drafting the Vietnam Logistics Services Development Strategy for the period 2025 - 2035, with a vision to 2045.

Emphasizing the urgency of the Strategy in its synchronous correlation with national planning, regional and local development planning, and specialized planning and strategies, Deputy Minister Nguyen Sinh Nhat Tan requested the Drafting Committee to promptly receive comments, supplement, edit, and complete the draft Strategy so that it can soon be submitted to the Prime Minister for consideration and promulgation.

The Deputy Minister also noted that the Drafting Committee fully accepted the comments, including clarifying the basis of data and indicators; logically systematizing and connecting groups of solutions; focusing on solutions to connect and link regions and localities in developing logistics services..., and at the same time, it is necessary to consolidate and clarify the contents of the draft Strategy in the direction of ensuring feasibility in implementation, bringing high efficiency and new motivation for the development of Vietnam's logistics services in the coming period.
