On the afternoon of May 9, 2024, in Hanoi, a working session took place between the Ministry of Industry and Trade and the Vietnam Academy of Science and Technology to review the program of coordination in science and technology activities, innovation and orientation for the period 2024-2030. According to the Department of Science and Technology (Ministry of Industry and Trade), on March 17, 2023, the Ministry of Industry and Trade and the Vietnam Academy of Science and Technology jointly signed a Coordination Program on science, technology and innovation activities for the period 2023 - 2026, with a vision to 2030 to promote coordination between the two units, promote the role of science and technology forces in supporting enterprises in the industry and trade sector to quickly apply new and modern technologies to production and business practices, thereby improving productivity, quality and competitiveness.
After the Program was signed, the focal points of the two units, the Department of Science and Technology and the Technology Application and Deployment Board, organized working sessions, discussed and agreed on implementation methods; at the same time, identified a number of priority tasks to be deployed in the Science and Technology Plan 2023 - 2024 of the Ministry of Industry and Trade to coordinate with the Vietnam Academy of Science and Technology.
The two units quickly established a channel for information exchange and provision. The Ministry of Industry and Trade received, reviewed and assigned units within VAST to carry out scientific and technological tasks, in line with the priority orientations in the Program (focusing on the fields of biotechnology, environmental industry, and materials industry).
At the request of the Ministry of Industry and Trade, VAST has also actively participated in commenting on the regulations of the Ministry of Industry and Trade: Regulations on management of science and technology tasks of the Ministry of Industry and Trade, Circular replacing Circulars promulgating the List of products and goods of group 2 under the management responsibility of the Ministry of Industry and Trade... At the same time, introducing qualified and prestigious experts to advise or participate in the Ministry's Science and Technology Councils.
Along with that, communication work, scientific and technological information has been promoted; the media units of the two sides have closely coordinated in posting information on scientific and technological activities of the Ministry of Industry and Trade and VAST on their official websites. VAST has provided information to the Industry and Trade Newspaper about VAST's outstanding publications and scientific and technological information when released.
In particular, during the process of developing the 2024 Plan, the Ministry of Industry and Trade received 11 proposals from the Vietnam Academy of Science and Technology. After being reviewed by the professional councils, the Ministry of Industry and Trade included 5 tasks in the Ministry's 2024 Science and Technology Plan (4 tasks in the field of biotechnology and 1 task in the field of materials technology). The content, funding, organization in charge, and project manager of 5 tasks have been approved, but there is no funding for implementation.
For these tasks, it is expected that when the Ministry has additional funding, it will be reviewed, balanced and allocated according to regulations. Of the 5 tasks, there is 1 pilot production project; 4/5 tasks are in the field of biotechnology; 1 task is in the field of materials technology. These are also tasks in the priority areas of the Coordination Program of the 2 units. It is expected that the results of the task implementation will be highly applicable in enterprises of the Industry and Trade sector.
In addition, the Ministry of Industry and Trade continues to assign VAST to carry out 3 tasks that have been signed since 2022; with a total budget of 11,730 billion VND, implemented in the period of 2022-2024. These are all R&D topics in the fields of biotechnology (2 tasks) and materials technology (1 task).
