Ministry of Industry and Trade: Electricity supply is very difficult

According to the leader of the Ministry of Industry and Trade, currently, hydroelectric reservoirs are experiencing a sharp drop in water levels, with many reservoirs falling below the dead water level, causing great difficulty in operating and supplying electricity.

At the regular press conference of the Ministry of Industry and Trade on the afternoon of May 18, regarding the issue of electricity supply during the hot season, Mr. Tran Viet Hoa, Director of the Electricity Regulatory Authority, said that currently, hydroelectric reservoirs are in a state of decreasing water levels, many reservoirs are below the dead water level, causing difficulties in operating electricity supply.

"The Ministry of Industry and Trade predicted the difficulties and issued many directives on the operation of fuel supply such as coal and gas for power generation. In May, the Ministry also met with the corporations to direct and is resolutely implementing solutions," said Mr. Hoa.

Efforts to ensure electricity supply

The leader of the Electricity Regulatory Authority emphasized the viewpoint of the Ministry of Industry and Trade to strive to ensure electricity supply and strictly carry out the task of supplying coal for electricity production. TKV and EVN corporations strive to serve the supply and urgently negotiate the supply of renewable energy electricity.

"Up to now, the Ministry of Industry and Trade has agreed on the temporary prices of 8 transitional wind and solar power plants. Accordingly, when these plants fully meet the regulations, they will be able to mobilize electricity to the national grid," he said.

Regarding the 3% increase in electricity prices, Mr. Hoa said that the calculation to adjust the retail electricity price is based on the Prime Minister's Decision 24. He said that the 3% increase is the lowest increase, when adjusting, the authorities have calculated many factors, including minimizing the impact on the macro economy.

Regarding the conclusions of the Government Inspectorate on Power Plan VII, Mr. Do Thang Hai, Deputy Minister of Industry and Trade, said that the conclusions have now been reached and the Ministry will implement them in accordance with the contents of the conclusions and current regulations.

Regarding the operation of Nghi Son Refinery and Petrochemical Plant in the context of the plant facing many financial problems, the leader of the Domestic Market Department said that the Ministry of Industry and Trade has proposed a number of solutions such as monitoring the total minimum source of gasoline and oil of key traders to ensure the supply of gasoline and oil; closely monitoring the developments of world gasoline and oil prices to ensure harmony among market participants; directing gasoline and oil key traders to supply enough allocated gasoline and oil, maintain sales activities, and reasonably share profits with agents...

"A unit supplying 35-40% of gasoline but operating unstably"

Sharing more, the leader of the Petroleum and Coal Department said that Nghi Son Refinery and Petrochemical Plant plays an important role in supplying gasoline and oil to the domestic market, accounting for 35-40%. In the first 4 months of the year, this plant produced more than 2.2 million tons of various types of gasoline and oil and up to now, the plant is still operating stably.

"Regarding the lack of cash flow of this plant, on April 19, the Ministry of Industry and Trade sent a document to Nghi Son Refinery and foreign joint ventures regarding Nghi Son's restructuring. Accordingly, restructuring is an internal issue of the enterprise, under the responsibility of the enterprise. At the same time, the Ministry affirmed that Nghi Son plant and PVN, and joint ventures need to proactively resolve difficulties and obstacles to ensure effective operations," said the leader.

Sharing more, Mr. Do Thang Hai said that the problem that Nghi Son Refinery and Petrochemical Plant is solving is an internal problem of this plant itself. The most difficult thing is that the plant accounts for 35-40% of the market share but during the operation of the plant, there are 35-40 days of maintenance, not to mention many problems.

"A unit supplying 35-40% of gasoline and oil is operating unstable, while in terms of commitment we prioritize consumption of production at this factory," he said, adding that the Ministry of Industry and Trade always closely follows the operations of this factory but its authority is only at a certain level.
