The Ministry of Public Security is seeking comments on the Draft Decree regulating the auction of vehicle license plates.
According to the Ministry of Public Security, on June 27, the National Assembly passed the Law on Road Traffic Safety and Order, effective from January 1, 2025.
"The development and promulgation of the Law on Road Traffic Safety and Order, including provisions on vehicle license plate auctions, contributes to the effective exploitation of public assets such as vehicle license plates, creating revenue for the State budget; investing in infrastructure systems for registration and license plate issuance; reforming administrative procedures, creating favorable conditions for the people; ensuring the issuance of vehicle license plates publicly, transparently, and in accordance with the law; all people have equal rights in choosing vehicle license plates to participate in the auction," said the Ministry of Public Security.
Based on the above legal basis, the Ministry of Public Security believes that the development of a Decree regulating the auction of vehicle license plates is necessary and ensures the legal basis.

Accordingly, the draft Decree regulating the auction of vehicle license plates includes 4 chapters and 30 articles.
In Chapter II, the Ministry of Public Security proposes that the auction service fee and auction costs be 8% of the starting price for the property auction organization.
In addition to the remuneration, to ensure that the asset auction organization carries out the auction procedures, the draft Decree also stipulates that the auction organization is paid actual and reasonable costs at the rate of VND 10,000/1 car license plate, VND 2,000/1 motorbike license plate.
Regarding the regulation that the person who wins the vehicle license plate auction does not pay the full amount or does not pay the auction winning amount within the prescribed time limit, the Ministry of Public Security proposes not to register to participate in the auction within 12 months.
This, according to the Ministry of Public Security, is to limit the disruption and complication of online auction activities and negatively affect the effectiveness of the pilot activities.
