The area of ​​Thach Khe Iron Mine Project was once stripped of the topsoil to a depth of -34m, and is now a large lake.

During the widespread heavy rains that lasted from October 28 to 31, the embankment of the Thach Khe iron mine project in Thach Khe commune, Thach Ha district suffered serious landslides, causing a large amount of water from the lake to overflow.

The landslide site is 12m long, 9m wide, and 2m deep. As soon as the incident was discovered, local authorities mobilized 2 excavators and other forces to quickly fill in the soil and reinforce the landslide site.

With quick handling, the landslide has not caused any unfortunate consequences. However, the danger of landslides of the mine embankment of the Thach Khe Iron Mine Project section through Thach Khe commune is always lurking.

Explaining this, Chairman of Thach Khe Commune People's Committee Phan Xuan Mau said: The mine embankment of Thach Khe Iron Mine Exploitation Project is made of earth, 7km long through 3 communes: Thach Khe, Thach Hai and Dinh Ban (Thach Ha district), of which the section through Thach Khe commune is about 2km long. The embankment is made of earth but is sandy, so it is easily washed away when it rains heavily.

According to the Chairman of the People's Committee of Thach Khe commune, not only was there heavy rain on October 28-31, but similar situations also occurred at the landslide site in previous years. In addition to geological factors and weather influences, the embankment at this location is lower than in other areas, so the water flow is large, leading to landslides.

“Since 2020, landslides have occurred every year at the mine embankment of the Thach Khe Iron Mine Project. Not far from the landslide site, there are 14 households with 40 people in Dan Khe village and 20 hectares of agricultural land. If the embankment landslide continues to occur and is not handled promptly, it may affect the property and lives of households and bury agricultural land,” informed Phan Xuan Mau, Chairman of Thach Khe Commune People's Committee.

Thach Khe commune mobilized machinery to handle the landslide location of the mine embankment of the Thach Khe iron mine exploitation project.

Faced with this situation, over the past years, the local government has repeatedly requested relevant agencies and Thach Khe Iron Joint Stock Company - the investor of the Thach Khe iron ore mining and processing project - to take measures to reinforce and ensure the safety of the embankment. However, up to now, the investor has taken almost no action.

“The embankment is made of sand and soil, so it is difficult to predict. Every time there is a forecast of heavy rain, we worry about the embankment collapsing,” said Phan Xuan Mau, Chairman of the People’s Committee of Thach Khe Commune.

Discussing this issue, Vice Chairman of Thach Ha District People's Committee Nguyen Van Sau said that, facing the risk of landslides of the mine embankment of Thach Khe Iron Mine Project, the district and the commune have proactively mobilized machinery and human resources to clear the flow and reinforce unsafe locations with soil. However, due to unfavorable terrain, geology and the impact of the flow, landslides still occur.

“The mine embankment is located on the land that has been assigned to the investor, so it is difficult for the locality to reinforce it or do anything else. Currently, the project is on hold, and it is unclear whether it will continue to be exploited or completely stopped, so investing in a solid embankment to limit landslides is almost impossible,” said Mr. Nguyen Van Sau.

Thach Khe iron ore mining and processing project is invested by Thach Khe Iron Joint Stock Company (TIC). The project is located in 5 communes of Thach Ha district (Thach Hai, Thach Khe, Dinh Ban, Thach Tri and Thach Lac). The mine reserves and resources are 554 million tons. Total investment after adjustment: 14,517.2 billion VND. Total land use area: 4,821 hectares, including 3,898 hectares inland and 923 hectares reclaimed from the sea. The area that TIC has signed a land lease contract for is 552 hectares.

There are about 7,000 households (27,000 people) directly affected by the project.

In December 2008, TIC conducted a technology test stripping with a volume of 1.5 million m3 and oriented the construction technology. In March 2009, TIC continued stripping the topsoil to a depth of -34m, with a volume of 12.7 million m3 as of July 2011, recovering 3 thousand tons of iron ore.

TIC has also coordinated with the People's Committee of Ha Tinh province to build resettlement areas, cemeteries, some inter-regional infrastructure works, clear land, build some works (housing, factories, electricity supply, drainage, environmental protection, mine clearance), purchase some equipment, investigate and survey additional geological documents of mines.

However, from August 2011 to now, the project has stopped implementation.
