Reporter: How has the national target program on sustainable poverty reduction been implemented in the district in recent times, sir?
Mr. Nong Ngoc Nam, Vice Chairman of Binh Gia District People's Committee: Poverty reduction is one of the top goals in the socio-economic development of the district. In recent times, the District People's Committee has focused investment resources on communes with high poverty rates in remote areas, ethnic minority areas; leading, directing, and orienting the implementation of poverty reduction tasks and solutions in the right focus and key areas.
Promote propaganda to raise awareness among officials and people about poverty reduction, the direction and implementation of poverty reduction projects are unified from the district to the grassroots level, the Fatherland Front and socio-political organizations promote their roles and responsibilities in coordinating, mobilizing, and propagating members and people to participate in implementing and supervising projects under the Poverty Reduction Program. Regularly check and urge the implementation progress, assign tasks to advisory agencies to organize and implement the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 in the district.
The District People's Committee has focused on investing in developing socio-economic infrastructure; diversifying livelihoods, developing production, vocational training, creating jobs and good income for the poor. At the same time, directing timely solutions to the shortage of basic social services for poor and near-poor households, in terms of housing, medical examination and treatment, education, loans, and building socio-economic infrastructure in communes of Region III and extremely disadvantaged villages according to new rural criteria, such as: transportation, electricity, domestic water, poverty reduction associated with ensuring national defense and security.
With the efforts and results achieved in implementing the National Target Program on Sustainable Poverty Reduction for the period 2021-2024, it has made positive contributions to the implementation of the socio-economic development plan in the district.
Basically, the poor have improved their living conditions, have better access to policies and support resources from the State and community for economic development, job creation and income increase.
Thanks to that, by the end of 2023, the whole district will have 2,100 poor households, accounting for 14.78%, down 5.85% compared to 2022, equivalent to a decrease of 586 poor households; 3,784 near-poor households, accounting for 26.63%, down 5.75% compared to 2022, equivalent to a decrease of 431 near-poor households. It is expected that by the end of 2024, there will be a further decrease of 4-5%.
PV: According to you, what difficulties and challenges have Binh Gia district faced in implementing poverty reduction policies?
Mr. Nong Ngoc Nam, Vice Chairman of Binh Gia District People's Committee: In the process of implementing the poverty reduction target, Binh Gia District still has many difficulties, problems and limitations. The annual poverty reduction rate always meets and exceeds the set targets and plans. However, poverty reduction is not sustainable, there is a potential risk of falling back into poverty, and the poverty reduction rate is not uniform among communes and towns.
The use of preferential capital sources to support production development, credit, job creation, and replication of poverty reduction models is still scattered, not focused, not fully effective, and has not exploited internal resources to effectively implement programs and projects at the local level.
In particular, the district budget revenue is still limited, so it is difficult to balance and allocate counterpart funds to implement the National Target Program on Sustainable Poverty Reduction. The People's Committees of communes, towns and residential communities have not been proactive in researching, proposing and selecting projects and models to diversify livelihoods, develop poverty reduction models and support production development.
The reason is that the awareness of responsibility for poverty reduction work at some establishments is not really proactive, not close, and not resolute in organizing and implementing poverty reduction policies; the work of arranging cadres to monitor poverty reduction in some communes and towns has not received attention.
In addition, there are still some poor people who are not aware of their responsibilities, still waiting, relying on others, and lacking the determination to escape poverty. The system of documents for implementation and guidance has many changes compared to the previous period and has just been issued, so in the implementation process, many units have not updated it in time.
PV: With the difficulties and problems that have been pointed out, what solutions will the district implement to effectively carry out poverty reduction work?
Mr. Nong Ngoc Nam, Vice Chairman of Binh Gia District People's Committee: Currently, Binh Gia district is continuing to strive to implement sustainable multidimensional poverty reduction, limit poverty relapse and poverty generation; support the poor and poor households to ensure they achieve above the minimum living standard, have full access to basic social services, and improve their quality of life; focus resources on supporting communes in region III; strive to complete poverty reduction targets by 2025 according to the set plan.
Accordingly, Binh Gia continues to maintain the propaganda and dissemination of poverty reduction laws and policies in appropriate forms and contents, bringing policies into life so that people can clearly understand, actively respond and participate.
In addition, the district will integrate resources from National Target Programs such as poverty reduction with vocational training programs, job creation, agricultural and forestry development, services, transportation, irrigation and programs on health, child care, education and training, etc.
Strengthen inspection and supervision of the implementation of projects and policies to support the poor and poor communes in the district; apply specific mechanisms suitable to the actual situation of the locality; mobilize poor households, near-poor households, and newly escaped-poverty households to participate in the implementation of the Program's projects, and improve the efficiency of capital use.
At the same time, mobilize all resources to implement the program, focusing on supporting areas with high poverty rates, poor infrastructure, and large ethnic minority populations, to create conditions for poor households in difficult areas to gradually improve their lives and access basic social services.
