Regarding the policy on selling social housing in social housing projects in the province, the Chairman of the People's Committee of Binh Dinh province has just sent a document to the Department of Construction of this province with the content of the policy agreement that "not to consider subjects who do not live and work in Binh Dinh province".
“At the same time, candidates from other localities outside Binh Dinh province will only be considered if they are working in Binh Dinh province and have a labor contract of 1 year or more or other documents proving working in Binh Dinh province,” the head of Binh Dinh province requested.
Along with this directive, the Chairman of Binh Dinh province also assigned the Department of Construction to preside over the proposal to promulgate Regulations on standards, subjects and conditions for purchasing, renting, and hire-purchasing social housing in Binh Dinh province according to the provisions of Clause 6, Article 75, Decree No. 100/2024/ND-CP, dated July 26, 2024 of the Government.
Previously, at the 19th Session of the 13th Binh Dinh Provincial People's Council, term 2021 - 2026, which took place on November 7, 2024, Mr. Tran Viet Bao, Director of the Department of Construction of Binh Dinh Province, said that currently, according to the new Housing Law in effect, the subjects of social housing have been expanded, and the number of people buying social housing has also increased. Due to the expansion of the subjects buying houses, the demand for registration to buy social housing in the province has increased.
According to Mr. Bao, many investors have reported cases of civil servants in Hanoi registering to buy social housing in Binh Dinh.
“Working in Hanoi but registering to buy social housing in Binh Dinh is just speculation. However, because the Law does not have specific regulations on this case and it has just arisen in Binh Dinh, the Department will report to the Provincial People's Committee for consideration,” said the Director of the Department of Construction.
At this meeting, Secretary of Binh Dinh Provincial Party Committee Ho Quoc Dung emphasized that Binh Dinh is currently a locality that basically implements well the policy of developing social housing.
However, the Secretary of the Binh Dinh Provincial Party Committee also emphasized that “speculation in social housing is absolutely not allowed. Anyone who takes advantage of this policy and speculates will be strictly punished according to regulations.”
The project is implemented by LICOGI13 Thuan Phuoc Two-Member LLC (Joint Venture of Saigon Thuan Phuoc Green Real Estate Joint Stock Company - Licogi13 Joint Stock Company) on an area of over 2 hectares in Long Van Urban Area, Tran Quang Dieu Ward, Quy Nhon City.
Regarding progress, as of early November 2024, the investor has completed the adjustment of the detailed construction planning at a scale of 1/500; is implementing the steps of preparing design documents, fire prevention and fighting, environmental impact assessment... to start construction of the project.
