According to documents collected by Thanh Nien Newspaper reporters, on September 18, Mr. Ho Thanh Hai, Head of the Department of Education and Training of Dong Hoi City (Quang Binh), signed a document to send to the heads of affiliated educational institutions to train them on the use of YOYOSCHOOL collection management software on continuing to apply digital technology and cashless payments in schools.
Accordingly, 32 schools implementing cashless payment in phase 1 (school year 2022-2023) will continue to use MISA Joint Stock Company's application in the school year 2023-2024. From the school year 2023-2024, schools will use YOYOSHOOL Joint Stock Company's cashless payment software.
In this directive, the Department of Education and Training of Dong Hoi City requires schools to coordinate with Vietinbank to implement the use of the software.

The directive documents of the Department of Education and Training of Dong Hoi City have met with reactions from many other commercial banks in Quang Binh province.
Public opinion also believes that issuing these documents creates unfair competition, issues administrative orders to favor Vietinbank and is easily misleading to make others suspicious of benefits.
Speaking to Thanh Nien Newspaper reporters, a commercial bank in Quang Binh province said that no one can force others to use the services of a bank, because this must be done on a voluntary basis. Therefore, having documents requiring coordination with a bank (to implement non-cash payments) is not satisfactory.
Currently, there are 32 schools in Dong Hoi City using SISAP software of MISA Joint Stock Company, payment via Vietinbank.

Speaking with Thanh Nien Newspaper reporters on the afternoon of October 19, Mr. Ho Thanh Hai said that the directive documents he signed had a reason.
According to Mr. Hai, in the 2021-2022 school year, when the Department of Education and Training tested the application of digital technology and cashless payments at the unit on the collection management software platform of MISA Joint Stock Company for 32 schools, the city budget spent 8 million VND/school to pay the initial fee to MISA Joint Stock Company. The budget to maintain the annual operation of the software (4 million VND/school) is still not available.
"At that time, we also lobbied many banks to support this amount, but no one responded, except Vietinbank. They supported 32 schools, each school with 4 million VND, to pay MISA Joint Stock Company. Therefore, it was reasonable for us to prioritize using their services. When it was implemented in practice, other banks… reacted," said Mr. Hai.
MISA Company suddenly announced that the fee will only be waived until December 31, 2023, then a fee of VND 4,400 will be charged for each transaction.
According to Mr. Hai, the documents he signed were in accordance with the policy and approved by the City Party Committee and People's Committee of Dong Hoi City.
The Head of the Department of Education and Training of Dong Hoi City added that in the 2022-2023 school year, 43,000 transactions were made with a transaction amount of 16 billion VND. According to Mr. Hai, in 2023-2024, the amount and number of transactions will certainly be much larger because in addition to the 32 schools initially tested, there will be 20 more schools in Dong Hoi City participating in cashless payments with a total of 30,000 students.
Will parents have to pay a fee?
Currently, through MISA Joint Stock Company's software, all payment transactions are free. However, Mr. Hai said that MISA Company suddenly announced that it will only be free until December 31, 2023, and then will charge 4,400 VND for each transaction, regardless of the amount. Therefore, the Department of Education and Training of Dong Hoi City will stop using MISA Company's software and switch to using YOYOSHOOL Joint Stock Company's software. But this software is not free, but charges 1,100 VND/transaction. "The fee of 4,400 VND/transaction that MISA Company offers is too high, parents will definitely react. YOYOSHOOL Joint Stock Company's fee is still high, but it must be accepted because now there is little free anymore," Mr. Hai emphasized.
