At the meeting, the Central Inspection Committee reviewed the review report and proposed disciplinary action against Mr. Duong Van An, Secretary of Vinh Phuc Provincial Party Committee, former Secretary of Binh Thuan Provincial Party Committee.
The Central Inspection Commission found that Mr. Duong Van An, during his tenure as Secretary of the Binh Thuan Provincial Party Committee, violated Party regulations and State laws in performing his assigned duties and tasks; in preventing and combating corruption, waste, and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example, causing serious consequences, reducing the prestige of the Party organization and local government, to the point of requiring disciplinary action.
Pursuant to Party regulations, the Central Inspection Commission requests competent authorities to consider and discipline Mr. Duong Van An.
In addition, the Central Inspection Committee reviewed the report on the results of the proposal to discipline party members who violated the law at the Party Committees of localities and units: Khanh Hoa, Bac Giang, Lang Son, Binh Duong and the Ministry of Foreign Affairs.
Thereby, the Central Inspection Committee found that Mr. Nguyen Tan Tuan, Chairman of Khanh Hoa Provincial People's Committee, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption, waste and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example, causing serious consequences, reducing the prestige of the Party organization and local government, to the point of having to take disciplinary action.
Mr. Le O Pich, former Vice Chairman of the People's Committee of Bac Giang province; Ly Vinh Quang, former Vice Chairman of the People's Committee of Lang Son province, have degraded in political ideology, morality, lifestyle, violated Party regulations, State laws in performing assigned duties and tasks, in preventing and combating corruption, waste, and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example, causing very serious consequences, very badly affecting the reputation of the Party organization and local government, to the point of having to take disciplinary action.

Regarding Mr. Nguyen Hoang Thao, former Director of Binh Duong Provincial Police; Vo Thanh Duc, former Director of Binh Duong Provincial Police, violated the principle of democratic centralism, working regulations; violated Party regulations, State laws in performing assigned duties and tasks, in the fight against crime; violated regulations on what Party members are not allowed to do and the responsibility to set an example, causing serious consequences, reducing the prestige of the Party organization and the Public Security sector, to the point of having to take disciplinary action.
Mr. Nguyen Nhu Hieu, Director of the Department of Foreign Affairs, Ministry of Foreign Affairs, violated Party regulations and State laws in performing assigned duties and tasks; violated regulations on what Party members are not allowed to do and the responsibility to set an example, causing serious consequences, reducing the prestige of the Party organization and the diplomatic sector, to the point of having to take disciplinary action.
Considering the content, nature, level, consequences, and causes of the violations; based on Party regulations, the Central Inspection Committee decided to impose disciplinary warnings on Mr. Nguyen Hoang Thao, Mr. Vo Thanh Duc, Mr. Nguyen Nhu Hieu; and reprimand Mr. Nguyen Tan Tuan. The Central Inspection Committee requested competent authorities to consider and impose disciplinary action on comrades Le O Pich and Ly Vinh Quang.
In addition, the Central Inspection Committee also reviewed the inspection results when there were signs of violations and the review results, proposing disciplinary action against the Party Committee of the Civil Judgment Enforcement Department of Hanoi and Hai Phong cities.
Thereby, the Central Inspection Committee found that the Party Committees of the Civil Judgment Enforcement Departments of Hanoi and Hai Phong cities violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership, direction, and lacked inspection and supervision, allowing the Civil Judgment Enforcement Departments of Hanoi and Hai Phong cities and a number of organizations and individuals to violate Party regulations and State laws in civil judgment enforcement; in coordinating proposals for exemption and reduction of prison sentences and amnesty for people with civil judgment enforcement obligations; in financial and accounting management; in personnel work; a number of enforcement officers were disciplined and criminally prosecuted.
The above violations have caused serious consequences, bad public opinion, and reduced the reputation of Party organizations and the Civil Judgment Enforcement sector, to the point that disciplinary action must be considered and taken.
Responsibility for the above violations and shortcomings belongs to the Party Committee of the Hanoi Civil Judgment Enforcement Department for the 2015-2020 and 2020-2025 terms and the following: Le Quang Tien, former Party Secretary, Director; Le Xuan Hong, Director of the Judicial Support Department, Ministry of Justice, former Party Secretary, Director; Chu Quang Tien, former Deputy Party Secretary, Deputy Director; Tran Quoc Thai, Party Committee member, Deputy Director of the Hanoi Civil Judgment Enforcement Department.
Responsibility also belongs to: The Party Committee of the Civil Judgment Enforcement Department of Hai Phong City for the 2020-2025 term and Mr. Tran Hong Quang, Director; Pham Tien Binh, Deputy Secretary of the Party Committee, Chairman of the Party Committee's Inspection Committee, Deputy Director; Luong Van Lich, former Party Committee member, Deputy Director of the Civil Judgment Enforcement Department of Hai Phong City and a number of other party organizations and party members.
Considering the content, nature, level, consequences, and causes of the violation; based on the Party's regulations, the Central Inspection Committee decided to issue a warning to Mr. Le Quang Tien; Reprimand the Party Committee of the Civil Judgment Enforcement Department of Hanoi City for the terms 2015-2020, 2020-2025; the Party Committee of the Civil Judgment Enforcement Department of Hai Phong City for the term 2020-2025 and Mr. Le Xuan Hong, Chu Quang Tien, Tran Quoc Thai, Tran Hong Quang, Pham Tien Binh, and Luong Van Lich. The Central Inspection Committee requested the Party Committees of the Civil Judgment Enforcement Departments of Hanoi and Hai Phong City to lead, direct, and promptly remedy the violations and shortcomings pointed out.
Along with that, considering the results of the Party Committee's supervision and handling of denunciations against the Party Committee Secretary and President of the Vietnam Red Cross Society, the Central Inspection Committee requested the Party Committee and the Party Committee Secretary and President of the Vietnam Red Cross Society to seriously review and promptly correct violations and shortcomings in the development and implementation of Working Regulations; organization and personnel work; management and use of finance and assets; implementation of investment projects and declaration of assets and income.
Considering the monitoring report on the implementation of inspection and supervision conclusions of a number of party organizations and party members at the Party Committees of the provinces and cities: Ho Chi Minh City, Ha Nam, Thua Thien Hue, Long An, the Party Executive Committee of the Ministry of Labor, War Invalids and Social Affairs, the Central Inspection Commission highly appreciated the serious implementation of inspection and supervision conclusions and the results of overcoming violations and shortcomings; requested party organizations and party members to continue to lead, direct and seriously implement the conclusions of the Central Inspection Commission.
Also at this session, the Central Inspection Commission discussed and gave opinions on the draft amendments and supplements to regulations and rules on inspection, supervision and discipline work of the Party; reviewed and resolved complaints in one case and concluded a number of other important contents.
