Concluding the working session with the Dien Chau District Party Committee, Provincial Party Secretary Thai Thanh Quy acknowledged and highly appreciated Dien Chau's contributions to the overall development of the province since the beginning of the term. Provincial Party Secretary Thai Thanh Quy emphasized: The district needs to focus on reviewing the targets of the term. Accordingly, if the targets have been achieved or exceeded, it is necessary to continue to focus on directing the implementation to achieve higher levels as a foundation for development in the new period. At the same time, with the expected targets that are difficult to achieve, efforts must be made to achieve them at the highest possible level.

To build Dien Chau district into a town by 2027, Provincial Party Secretary Thai Thanh Quy proposed to review the entire system of criteria according to the law and set a completion schedule. To do so, the District Party Executive Committee needs to issue a Resolution on focused leadership and direction; the District People's Committee and lower-level Party Committees must have plans and action programs for implementation. Along with that, it is necessary to pay attention to the implementation resources; focus on deploying, protecting and implementing the planning well.
Provincial Party Secretary Thai Thanh Quy also emphasized the need to continue building a strong political system in Dien Chau district through preserving and promoting the spirit of solidarity and unity for the common goal.

Previously, Provincial Party Secretary Thai Thanh Quy and the working delegation surveyed the planning location of the urban, resort and sports area south of N2 road in Dien Trung commune, Dien Chau district and the site clearance work for the Tho Loc Industrial Park project (VSIP 2). Together with Phu Dien urban area, these are identified as the driving force projects that are decisive for the development of Dien Chau in the coming time.
This afternoon, Provincial Party Secretary Thai Thanh Quy and the working delegation surveyed the site clearance for the Hoang Mai 2 Industrial Park project and worked with the Standing Committee of the Hoang Mai City Party Committee.

After more than 4 years of implementing the Resolution of the 2nd Town Party Congress, Hoang Mai has achieved many very positive results. The elements of a growth pole, a dynamic urban area are increasingly evident, affirming the right development steps. The average growth rate 2020 - 2023, reaching nearly 14%; per capita income is high, more than 81 million VND/person/year. The town is also 1 of 3 district-level units with the largest production value scale in the province (in 2023 reaching nearly 22,500 billion VND). Up to now, 24/26 targets of the Congress Resolution have been achieved. However, the town still has 10/63 type III urban standards that have not been met.

Concluding the working session, Provincial Party Secretary Thai Thanh Quy highly appreciated the solidarity of Hoang Mai town in the process of leading and directing political tasks in the area. With many potential factors and strengths to accelerate and develop into an industrial, commercial and service urban area, Hoang Mai in the coming time has 5 tasks to move faster and reach the finish line sooner. That is to complete and protect the planning; focus on investing in some key infrastructures, strongly orienting the urban area towards the sea and turning Hoang Mai river into an urban center in the future.

Regarding the Hoang Mai 2 Industrial Park project, Provincial Party Secretary Thai Thanh Quy agreed that the Departments and branches will arrange specialized staff to strengthen the town to speed up the progress of counting and compensating for land acquisition and clearance of the project. The next important thing is that the town must summarize 10 years of implementing the Resolution of the Provincial Party Committee on special mechanisms and policies for the development of Hoang Mai. On that basis, advise on the issuance of a new Resolution, which must include mechanisms and policies to create a breakthrough for the town.
Finally, the Provincial Party Secretary suggested preparing well for Party Congresses at all levels, considering this an opportunity to select cadres worthy of the task; and building the right development orientation in the new period.
