(HBĐT) - On April 17, at the provincial citizen reception office, comrades: Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Bui Duc Hinh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Bui Van Khanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee co-chaired the regular citizen reception session in April 2023. Attending were comrades of the Standing Committee of the Provincial People's Council, the Provincial National Assembly Delegation, leaders of departments, branches, Luong Son District People's Committee and members of the Provincial Citizen Reception Advisory Council.
Comrade Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee and provincial leaders periodically received citizens in April 2023.
At the April citizen reception session, there were 9 delegations and 9 citizens coming to the provincial citizen reception office. After reviewing and classifying the petitions, there was 1 delegation that met the conditions to be received and processed by the provincial leaders.
Petitioning to the provincial leaders, citizen Tran Van Son, with address at 72A Nguyen Trai, Thanh Xuan (Hanoi) said that his family has 49,728.1m2 of land at plot number 184, map sheet number 2, Cot Bai hamlet, Cao Son commune, Luong Son district. He wishes to convert the land use area from production forest land to perennial crop land to implement a 3-storey tree planting model on sloping land. Although his family has properly and fully implemented the procedures according to the provisions of law and instructions of functional units, the above request has not been approved by the People's Committee of Luong Son district.
Regarding this issue, the leaders of the People's Committee of Luong Son district and the functional agencies of the province have studied, reviewed and said: According to the planning of Luong Son district, during this period, the above land plot of Mr. Son's family does not meet the conditions to change the land use purpose from production forest to perennial crop; at the same time, according to the planning of 3 types of forests of the province, this land area cannot be converted to perennial crop. Therefore, the district cannot consider and meet the request to change the land use purpose of Mr. Son's family.
After listening to the opinions of the members of the Provincial Citizen Reception Advisory Council, Comrade Bui Van Khanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee assigned the People's Committee of Luong Son district to consider and resolve citizens' petitions according to their authority and in accordance with the provisions of law. At the same time, he requested the People's Committee of Luong Son district to consider and review the management of forest land and sanctions related to violations, if any, in the management and protection of forests in the locality according to the provisions of law; to do a good job of State management of forest protection and development, and not to allow organizations and individuals to arbitrarily change the purpose or use forest land for the wrong purpose. Citizens are requested to send petitions to the People's Committee of Luong Son district for consideration, resolution, and a written response according to their authority. Within 15 working days after receiving the petitions of citizens, the People's Committee of Luong Son district must report to the Chairman of the Provincial People's Committee on the results of resolving citizens' petitions.
In addition to the above case, the remaining cases are received by the Provincial Citizen Reception Committee for petitions and feedback according to regulations to synthesize and report to the Chairman of the Provincial People's Committee for consideration and resolution according to authority.
