Also attending were leaders of a number of relevant departments, branches, localities and representatives of the National Power Transmission Corporation.
After the 500kV North-South line circuit 1 completed in 1994, circuit 2 completed in 2005, the 500kV line circuit 3 projects from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) with a total length of about 519 km, passing through 211 communes and wards of 43 districts and towns in 9 provinces: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, Hung Yen are key, urgent projects, playing a particularly important role in national energy security.
Nghe An province is currently implementing 2 projects on the 500kV line 3.
The Quang Trach - Quynh Luu 500kV transmission line project has a total investment of nearly VND9,821 billion. Of which, the transmission line passing through Nghe An province is about 82.33 km long, including 168 pole foundation locations, located in the following areas: Nam Dan district (25.20km, 51 locations), Nghi Loc (14.30km, 29 locations), Dien Chau (22.60km, 47 locations), Yen Thanh (10.80km, 22 locations) and Quynh Luu (9.40km, 19 locations).
The Quynh Luu - Thanh Hoa 500kV transmission line project has a total investment of more than VND 4,079 billion; of which, the route in Nghe An province is about 17.5km long, including 34 column foundation locations, located in Quynh Luu district (9.80km, 19 locations), Hoang Mai town (7.70km, 15 locations).
On the morning of March 25, Provincial Party Secretary Thai Thanh Quy directly inspected the foundation location of column number 423 in Duc Thanh commune, Yen Thanh district, constructed by the joint venture Vtech and Fecon, and the foundation location of column number 369 in Nghi Van commune, Nghi Loc district, constructed by Song Da 11 Joint Stock Company.
At the site of the column foundations, reporting to the Provincial Party Secretary Thai Thanh Quy and the working group, representatives of the contractors said they were mobilizing vehicles, materials, machinery, and construction workers to ensure progress. Local leaders also reported on the work of clearing the site of the column foundations and power grid corridors for construction.
After the on-site inspection, at the Nghi Loc District Party Committee headquarters, Provincial Party Secretary Thai Thanh Quy chaired a meeting with leaders of 3 districts: Nam Dan, Nghi Loc, Yen Thanh; along with a number of leaders of the Departments: Industry and Trade, Finance, Agriculture and Rural Development, Natural Resources and Environment, and leaders of the National Power Transmission Corporation to listen to the general progress and difficulties, and propose the implementation of the 500Kv line 3 circuit passing through the above 3 districts.
Accordingly, up to now, Nghe An has mobilized the handover of all 202/202 column foundation positions to the investor, of which 27 column foundation positions have been completed and 175 positions are under construction; at the same time, 1 column position has been completed (position number 452) and 5 column positions are under construction (429, 432, 443, 450, 451).
The projects have basically completed the approval of the measurement map, have issued a notice of land recovery, are currently reviewing the land origin, pricing, etc. to approve the compensation plan; at the same time, to speed up the progress, they have made advance payments for compensation, and mobilized organizations and individuals to hand over the site to the contractor for the column foundation area.
Speaking at the meeting, on behalf of the investor, Mr. Truong Huu Thanh - Deputy General Director of the National Power Transmission Corporation thanked the close direction of the provincial leaders and the coordination of relevant departments, branches and localities in the construction of projects through the province.
Therefore, currently at 202/202 column foundation positions, construction progress is guaranteed according to the Prime Minister's request to be completed by June 30, 2024.
Regarding compensation and site clearance at the column foundation and corridor locations, the investor representative said that there are currently no problems and is coordinating with provincial and district agencies to implement.
The Deputy General Director of the National Power Transmission Corporation also said that some contents about the route have changed, so some locations need to be adjusted, currently the investor is focusing on implementing according to the responsibility; at the same time, he proposed that the province continue to coordinate and support, especially in the power line pulling phase of the project.
At the meeting, leaders of Nam Dan, Yen Thanh and Nghi Loc districts reported on the progress of compensation and site clearance in the district; at the same time, proposed to resolve some problems regarding compensation plans for production forest land and land for perennial crops that are restricted from use in the power grid corridor; the treatment of waste soil after digging column foundations; strengthening coordination between investors and construction units; plans to return infrastructure and canals to localities if damaged after investors and contractors use them for construction transportation;...
Leaders of the departments of Finance, Natural Resources and Environment, and Industry and Trade have responded and proposed solutions related to their authority.
Concluding the meeting, Provincial Party Secretary Thai Thanh Quy highly appreciated the efforts of the three districts: Nam Dan, Yen Thanh, Nghi Loc. The localities have fully recognized the importance and urgency of the national key project, thoroughly participated in it and have conveyed this spirit to the commune level and the people.
The Provincial Party Secretary also highly appreciated the efforts, drastic participation, concentration of forces, and regular direction and supervision of the investor in accordance with the Prime Minister's direction for the project.
In the coming time, the Secretary of Nghe An Provincial Party Committee requested the investor, the National Power Transmission Corporation, to direct contractors to focus on the construction of the project; especially, it is necessary to continue to arrange machinery, equipment, human resources, and materials to maintain the construction strengths that are considered favorable in Nghe An to speed up the progress.
The Provincial Party Secretary hopes and requests that the investor take Nghe An as a model and affirms that during the leadership and direction process, the province always accompanies the company to ensure progress.
The head of Nghe An Provincial Party Committee also requested the investor to continue to closely coordinate with localities at all levels, especially having a team that regularly connects with commune-level leaders so that when problems arise, "difficult problems must be immediately addressed" to coordinate timely solutions during the construction process, ensuring security and order; handling issues related to residential roads, environment, irrigation infrastructure, etc.; at the same time, it is necessary to promptly complete the investor's documents and procedures for approval.
Provincial Party Secretary Thai Thanh Quy also emphasized a number of tasks for the districts of Nam Dan, Yen Thanh, Nghi Loc and departments and branches; including the need to coordinate to soon complete the approval of compensation and site clearance plans at pole foundation locations and under the power grid corridor, especially the Department of Natural Resources and Environment needs to promote its role, continue to pay close attention, closely follow and regularly concentrate forces on approving compensation and site clearance plans.
The Department of Finance, in coordination with the Department of Natural Resources and Environment, needs to study and soon advise on a unified plan to reclaim or support the garden land area of people under the power grid corridor.
The Department of Industry and Trade needs to continue to promote its role as the province's standing agency in coordination with investors to implement the 500kV Quang Trach - Quynh Luu and Quynh Luu - Thanh Hoa transmission line projects in the province.
