On April 16, Secretary of the Hanoi Party Committee Dinh Tien Dung and his delegation inspected the actual construction progress of the Yen Xa wastewater treatment system project.
The Secretary of the Hanoi Party Committee and the field inspection team of the construction site of package No. 2 directly inspected the underground sewer system under the To Lich River, at the confluence of the Lu River and the To Lich River, in Hoang Mai District.

The Yen Xa project has a total investment of over VND 16,293 billion, of which 84.14% is ODA loan (Japanese Government). The project includes the construction of a wastewater treatment plant with a capacity of 270,000m3/day and night; construction of a sewer collection system, sewer interceptors and connection system (along both sides of To Lich and Lu rivers), Ha Dong new urban area with a total length of about 52.62km (diameter 315-2,200mm).
The wastewater treatment plant is built in Thanh Liet commune, Thanh Tri district with an area of about 13.8 hectares. The project started construction in 2019, implementing all 4 bid packages simultaneously.
Up to now, package 1 for the construction of Yen Xa wastewater treatment plant and package 2 for the construction of the sewer system for To Lich river and main sewer have been basically completed, expected to be put into trial operation in the second quarter of 2024, and officially put into operation in 2024. The remaining two packages still face some difficulties and problems.
The Hanoi City Management Board of Investment Projects for Construction of Technical Infrastructure and Agriculture said that the unit has reviewed and sent a document to JICA for comments with the estimated capital demand for Agreement 2 of about 6.8 billion Japanese yen (equivalent to 1,110 billion VND).
Regarding the completion of legal procedures to terminate the contract of package 3, the unit and the parties signed to confirm the stop point of the completed work volume, as a basis for carrying out procedures and organizing the re-selection of contractors. The Management Board also reported to the Hanoi People's Committee to consider adjusting the investment policy of the project.
Speeding up the progress of package No. 4, the contractor has completed the legal documents and resumed construction on Vu Trong Khanh Street from April 1, 2024. The unit is continuing to apply for construction permits for the remaining locations, striving to complete in 2025 as directed by the City Party Committee and People's Committee.

The contractor of package 2 has received the site and is implementing construction, expected to complete and meet the conditions to bring water to the factory in April 2024.
Concluding the inspection, Secretary Dinh Tien Dung emphasized that the Yen Xa wastewater treatment system project is a large project of great significance to Hanoi, requiring attention and focused implementation with a high sense of responsibility from all levels and sectors.
The Secretary of the City Party Committee requested that units continue to closely follow the requirements, focus on urging the implementation of tasks to ensure efficiency and quality; effectively resolve difficulties and problems, and put the project into trial operation and official operation according to plan.
