On the morning of February 28, Hanoi Party Secretary Dinh Tien Dung inspected the progress of the Yen Xa wastewater treatment system project.
The system has a total investment of more than 16 trillion VND with the goal of treating wastewater in Ba Dinh, Cau Giay, Thanh Xuan, Dong Da, Hoang Mai, Ha Dong districts and Thanh Tri district. The project construction period is in the period of 2013-2025.
Reporting at the meeting, a representative of the Hanoi Technical Infrastructure and Agricultural Project Management Board said that the Yen Xa wastewater treatment plant project (capacity of 270,000 m3/day and night) has been basically completed. It is expected that the plant will be put into trial operation in the second quarter of 2024.

The biggest problem of the project is the construction of the wastewater treatment system to the factory. Of which, the underground sewer system along To Lich River (over 21km) has completed 90% of the volume; the sewer system along Lu River (over 7km) has completed 10% of the volume; the sewer system in Ha Dong area has reached 16% of the volume.
According to Vice Chairman of Hanoi People's Committee Nguyen Trong Dong, Yen Xa wastewater treatment plant plays a very important role in the city's environment. The biggest difficulty in implementing the project at present is building an underground sewer system to collect wastewater from Lu River and Ha Dong area.
“If the factory is completed but there is not enough water to process, it will not be effective,” said Mr. Nguyen Trong Dong, who asked relevant units to speed up the implementation of the wastewater collection system in the Lu River area and Ha Dong district.
Concluding the meeting, Secretary of the Hanoi Party Committee Dinh Tien Dung said that the environment is a major issue for the city. The goal set for 2025 is that Hanoi must ensure that the urban wastewater treatment rate reaches 50-55% (currently 28.8% is treated).

To achieve the above goal, the Secretary of the Hanoi Party Committee requested to speed up the progress and put wastewater treatment plants into operation . “When the Yen Xa wastewater treatment system is completed, 50% of the city's wastewater will be treated,” said the Secretary of the Hanoi Party Committee.
According to Mr. Dinh Tien Dung, the Yen Xa project is not only significant in achieving the city's wastewater treatment targets but also plays a very important role in cleaning up the capital's important rivers such as To Lich River, Lu River, Set River, as well as serving nearly 1 million people within 6 inner-city districts and Thanh Tri district.
After inspecting the project items, the Secretary of the Hanoi Party Committee said that currently, the construction package of Yen Xa wastewater plant and the wastewater collection system on both sides of To Lich river has been accelerated. These packages are expected to be completed in 2024.
According to Mr. Dinh Tien Dung, the main problems of the current project are related to package 3 (Lu River wastewater collection system) and package 4 (Ha Dong area sewer system). The delay of these two packages affects the progress of wastewater collection, directly affecting the wastewater treatment targets of the factory.
Therefore, he proposed that the City People's Committee request the investor to speed up the progress, terminate the contract with the old contractor to select a qualified contractor to complete package No. 3; at the same time, focus on speeding up the implementation progress of package No. 4, ensuring completion in 2025.
To bring the city's rivers back to life, the Secretary of the Hanoi Party Committee noted that after the Yen Xa wastewater treatment system project is completed, relevant units need to study plans to add water to the rivers.
